EXECUTIVE: POLICY RESEARCH AND ANALYSIS

SALARY RANGE: Total Annual Package (CTC) – R2 274,919.00
LOCATION: ICASA (Head Office – Eco Park, Centurion)
POSITION STATUS : Five (5) Year Fixed Term Contract
Purpose of the job
To direct, administer and coordinate all sectoral regulatory research initiatives of ICASA in line with the mandate of ICASA and the strategic plan. To oversee the Policy Research and Analysis Division of ICASA as well as to lead and manage staff responsible for the following functions/business units: Market Regulation, ICT Policy and Research, and Sector Forecasting. To assist the CEO, EXCO and Council in developing a consistent regulatory agenda to support the future growth path of the ICT and Postal Services sectors.
Key Outputs
The successful candidate will report to the Chief Executive Officer, and their responsibilities will include:
- Market Regulation - Ensure the conclusion of market reviews and development of pro-competitive regulations of the requisite quality and focus, in compliance with legislation; to achieve ICASA’s mandate to foster competition, considering global best practice.
- ICT and Postal Services Policy - Ensure the provision of high quality and timeous input to government policy initiatives, development of ICASA positions on policy-related matters as well as the development of necessary regulations that emanate from social policy directives affecting the entire ICT sector, considering global best practice.
- Sector Forecasting - Ensure the collection and collation of all ICT, postal and broadcasting socio-economic statistics and the development of an econometric model that accurately forecasts the demand and growth trends of the ICT and Postal Services sectors so as to inform strategic planning.
- Data Analytics – Ensure that the Authority makes data driven decisions by applying statistics, mathematics and data science techniques in understanding the data collected from the licensees and other third parties.
- Strategic Planning - Provide direction and recommendations on the strategic plan of ICASA in a timeous and coordinated fashion, supported by research, factual evidence and global best practices.
- Stakeholder Management – Contribute to the formulation and implementation of ICASA strategy, operate in collaboration with and build effective relationships with ICASA management, the EXCO Team as well as ICASA Council; and develop positive relationships with external stakeholders such as licensees, media and the Parliamentary Portfolio Committee on Communications, investors, research institutions and academic institutions.
Qualifications and Experience
- A Master’s degree in Economics / Business Management / Law / Engineering / Mathematics / Public Policy, or related fields (NQF level 9)
- 3-5 years’ data driven decision making
- 1 – 2 years’ experience at Executive level
- 5 -10 years’ experience in the ICT and Postal Services sectors
- A proven track record in designing, executing and reporting on research projects, will be an added advantage.
