THREE(3) VACANCIES FOR MEMBERS OF THE COMPLAINTS AND COMPLIANCE COMMITTEE OF ICASA 
 
Interested parties are invited to apply for three (3) vacancies at ICASA in terms of section 17A (1) of the Independent Communications Authority of South Africa Act , 2000 (Act No. 13 of 2000) (ICASA Act), as amended. A member of the Complaints and Compliance Committee (“CCC”) must be fit and proper in accordance with section 17A(4) of the ICASA Act. 
 
                                                                                                                                                                                                                  
CCC Members will be paid such remuneration allowance as the Council of the Authority determines (Section 17(8) of the ICASA Act No. 13 of 2000 as amended). 
 
Role and Responsibilities: In terms of the ICASA Act and the Electronic Communications Act (Act 36 of 2005), the CCC is vested with certain powers to, amongst others, investigate, hear if appropriate and make findings, on the complaints it receives or on allegations of non-compliance with the applicable Acts. 
Applicants must be South African citizens. 
 
MEMBER (1) – CHAIRPERSON 
The Chairperson of the Complaints and Compliance Committee must be: 
• A judge of the High Court of South Africa, whether in active service or not; 
• An advocate or attorney with at least 10 years appropriate experience; or 
• A magistrate with at least 10 years appropriate experience, whether in active service or not; and 
• The Chairperson of the CCC must manage the work and preside at hearings of the CCC. 
 
 
 
MEMBERS (1) – ADVOCATE OR ATTORNEY
 

•Required qualifications: The applicant must be an admitted attorney or advocate with at least ten (10) years experience to serve as a member of the CCC. 
 
•Experience in: Adjudication of complaints and disputes relating to the ICT sector.

MEMBERS (1) – Broadcasting, Consumer and/or Licensing 
The Authority has identified the community broadcasting sector (radio and television) development as one of the key priorities for the Republic. 
 
•Required qualifications: To serve as the CCC Member, the applicant must have a media qualification with at least eight-ten (8-10) years experience in the following areas: 
• Licensing processes and complaints resolution. 
• Sector regulatory compliance with the underlying statutes as administered by the Independent Communications Authority of South Africa (“ICASA”). 
• Capacity building, production and development of broadcasting content. 
• Funding of the broadcasting community sector. 
• Strong Governance Models (ownership and control, governance structures and accountability to safeguard public funding). 
• Broadcasting digital migration and signal distribution. 

 
 
Disqualification in terms of section 6 of the ICASA Act is applicable: Applicants may not among other things - have a direct or indirect financial interest in the electronic communications, broadcasting or postal sectors; be a public servant or the holder of any other remunerated position under the State; be employed by public Universities, be a Member of Parliament, any provincial legislature or any municipal council; be an office bearer or employee of any party, movement or organisation of a party-political nature. 
 
Selection Procedure: Short-listed candidates will be invited for interviews, to be conducted by a panel appointed by ICASA Council. It will be the prerogative of the Council to make final appointments upon recommendation by the selection committee. 
 
Term of Office: Successful candidates will serve as part-time members of the CCC for a period of three (3) years and will be subject to the CCC Terms of Reference and such other terms and conditions as prescribed by law and the Council of the Authority.
