JOB TITLE Specialist: Regulatory & Legislative Drafting x3

SALARY : Total Annual Package (CTC) – R747,406.00
LOCATION : ICASA (Head Office – Eco Park, Centurion)
POSITION STATUS Two Year Fixed Term Contract
 
 
Purpose of the job
To ensure that ICASA adheres to administrative due process in making its decisions; to ensure that ICASA develops lawful, implementable regulations that are both substantively and administratively fair; and to ensure that ICASA executes its regulatory mandate within the parameters of the law.
 
Key Outputs: The successful candidate will report to the Senior Manager: Regulatory & Legislative Drafting and the responsibilities include:● Provide legal guidance to Council (incl. Council committees) ● Provide legal advice to Council, CEO, COO, EXCO/OPCO and Regulatory divisions ● Draft Regulations, regulatory documents/notices and other legal documents pertaining to legal and regulatory issues ● Monitor and provide input, where necessary, into draft legislation that has an impact on ICASA mandate ● Represent ICASA at national & international meetings/fora ● Perform Compliance and Risk Management functions ● Draft Memorandums of Understanding (MoU) with local and international regulatory authorities (incl. International bilateral agreements) ● Conduct training, workshops or presentations on topical matters.
 
 
Qualifications and Experience: ● Honours / 4 year degree in Law (NQF L8) ● Admitted Attorney or Advocate ● Minimum 3 years managerial experience ● Minimum 5 years’ professional experience ● Minimum 6 years work experience ● Minimum 5 years’ post admission experience ● Proven track record with handling litigation, contract or legislation drafting and exposure to various pieces of legislation such as the Constitution, ICASA Act, Electronic Communications Act, Postal services Act, Promotion of Access to Information Act, Protection of Personal Information Act, Electronic Communications Transactions Act, Promotion of Administrative Justice Act, Public Finance Management Act, Competition Act and Companies Act ● Proven track record in building collaborative relationships.
 
Key Competencies and Attributes: ● Results driven and ability to work independently ● Innovative approach to the drafting of legislation, reasons documents, findings documents, Memorandums of Understandings (national & international), International/national bilateral agreements and other regulatory documents ● Able to work and make decisions under pressure ● Solid interpersonal skills ● Excellent Communicator (written and verbal/ presentation skills) ● Resilience and influential ● Knowledgeable in Administrative Law ● Knowledgeable in Interpretation of Statutes ● Legislative Drafting experience ● Solid drafting skills ● Solid regulatory/ICT acumen (distinct/added advantage) ● Management experience.
