JOB TITLE SENIOR MANAGER: ENGINEERING FACILITIES AND RESEARCH 
JOB LEVEL : D4 
SALARY : Total Annual Package (CTC) – R1,164,932.00 
LOCATION : ICASA (Head Office- Eco Park, Centurion) 
POSITION STATUS : Permanent 
 
 
Purpose of the job 
To identify and manage spectrum monitoring objectives to ensure spectrum efficiency, compliance and resolution of interference complaints. To assist in protecting customers by managing quality of service of network operators so as to provide a better customer experience. To manage a GIS-based analysis and mapping facility to be used for planning purposes by various divisions. To manage the development of communication numbering schemes and type approval frameworks, including the setting of type approval standards.
 
Key Outputs: The successful candidate will report to the Executive: Engineering and Technology, and responsibilities will include: ● Type Approval Frameworks and Numbering ● Spectrum Monitoring ● Quality of Service Monitoring ● GIS Analysis and Mapping ● Project Management ● Managing national monitoring programs and cross border coordination ● Managing monitoring equipment and capability nationwide 
● Strategic thinking and planning ● Managing technical and administrative staff ● Compliance Investigations and Inspections ● Ensuring compliance with the ECA and underlying statutes including the PFMA ● Liaising with internal/external stakeholders ● Responsible for the budget and administration of the Department.
 
Qualifications and Experience ● Honours/ 4 years degree (NQF L8) Engineering (Electrical or Electronic) ● Appropriate Master’s degree an added advantage. ● At least 10 years working experience ● 5 - 7 years at managerial experience ● 5 - 10 Years professional experience in a telecommunications and regulatory environment. ● Be registered as Professional Engineer with the Engineering Council of South (ECSA) or be eligible for registration as a Professional Engineer”.
