JOB LEVEL : D3 
SALARY RANGE : Total Annual Package (CTC) – R 854,958-R 1,068,698 
LOCATION : ICASA (Head Office- Eco Park, Centurion) 
POSITION STATUS : Two year fixed-term contract 
 
Purpose of the job 
To analyze accounting data, determining economic, statistical, and financial metrics as well as applying that understanding when performing variance and trend analysis in order to drive process improvement and implement corrective regulatory actions.

Key Outputs: • The successful candidate will report to the Senior Manager: Market Regulation and responsibilities will include: • Develop core financial analysis and cost modelling systems to ascertain financial performance of regulated entities • Conduct development of forward-looking financial forecasts, preparation and presentation of accurate summary of expenses (e.g. direct costs, indirect costs, CAPEX, OPEX) and research effective cost/price control standards applicable to network industries • Develop, review and implement guidelines for the separation of accounts for regulated business as per the legislative requirements • Implement financial regulatory strategies to achieve desired business performance and regulatory compliance • To assist the Manager: Cost Modelling in developing a consistent regulatory agenda to promote competition and enhanced economic efficiency of the ICT Sector • Participate in projects, where required, in line with the Strategic Plan and Business Plan • Prepare concise summary reports on, or action-oriented commentary and analysis on presented regulatory financials to designated management and non-financial audience to Council and EXCO as required • Liaise with internal and external stakeholders involved in the public policy and regulatory process and maintain compliance in all regulatory aspects • Draft positions papers and represent the Authority in international and regional fora and meetings on financially related research matters.

Qualifications and Experience • Minimum 3-year Bachelor’s degree (NQF Level 7) in Accounting / Cost Accounting / Economics / Finance / Business Management or equivalent; but a post-graduate Honours, MBA or relevant specialised Master’s degree or professional qualification like CA(SA) or CIMA CGMA is preferred ● 6-8 years relevant working experience of which 4 must be in a regulatory field • Working knowledge of cost accounting principles and determination of cost of capital (WACC) • Working knowledge of industry data collection and collation techniques • Proven experience of developing and implementation of projects and processes • Proven track record on conducting research and drafting research reports • Proven analytical skills • Ability to engage with stakeholders at all levels.
