SALARY RANGE : Total Annual Package (CTC) – R983,202- R 1,229,003
LOCATION : ICASA (Head Office- Eco Park, Centurion)
POSITION STATUS : Two year fixed-term contract
 
Purpose of the job
To lead the review and competition assessment of markets in the ICT sector and take a lead in conducting economic research, economic analysis of license applications.

Key Outputs: •The successful candidate will report to the Senior Manager: Market Regulation and responsibilities will include • Define and identify product and service markets in the ICT sector using competition law principles • Analysis of the identified markets to determine licensees with significant market power • Conduct competition analysis in identified markets to determine whether there is ineffective competition • Provide recommendation on the appropriate pro-competitive licence conditions, for those licensees with significant market power, to remedy the market failures • Conduct Regulatory Impact Assessments to determine the effectiveness of regulatory interventions • Conduct market study to determine feasibility and suitability of the licensing additional players • Participation in the public hearings in relation to markets research and market studies • Analysis reports in relation to the written representations and additional information, as well as, responses by the applicants and implications thereof • Draft market study finding documents • Draft positions papers and represent the Authority in international and regional fora and meetings on business markets research matters • Present business plan and research matters to Council and EXCO as required • Provide plain language advice on financial issues to nonfinancial audiences • Draft market study finding documents • Provide plain language advice on competition law matters to non-legal audiences.

Qualifications and Experience 
● BCom (Hons) in Economics or related discipline
A Masters qualification will be an added advantage 
• 5-7 years of experience in ICT Sector
Experience working in or closely with competition or economic regulatory institutions
Strong economic research and competition analysis track record.
