JOB TITLE EXECUTIVE: POLICY RESEARCH AND ANALYSIS
JOB LEVEL : E2
SALARY : Total Annual Package (CTC) – R1,891,777.00
LOCATION : ICASA (Head Office- Eco Park, Centurion)
POSITION STATUS : Five (5) Year Fixed Term Contract
 
Purpose of the job
To direct, administer and coordinate all sectoral regulatory research initiatives of ICASA in line with the mandate of ICASA and the strategic plan. To oversee the Policy Research and Analysis division of ICASA as well as to lead and manage staff responsible for the following functions/business units: Market Regulation, ICT Policy & Research and Sector Forecasting. To assist the CEO and Council in developing a consistent regulatory agenda to support the future growth path of the ICT sector.
 
 
Key Outputs: The successful candidate will report to the Chief Executive Officer and their responsibilities will include: ● Market Regulation - Ensure the conclusion of market reviews and development of pro-competitive regulations of the requisite quality and focus, in compliance with legislation, to achieve ICASA’s mandate to foster competition, considering global best practice ● ICT Policy - Ensure the provision of high quality and timeous input to government policy initiatives, development of ICASA positions on policy-related matters as well as the development of necessary regulations that emanate from social policy directives affecting the entire ICT sector, considering global best practice ● Sector Forecasting - Ensure the collection and collation of all ICT socio-economic statistics and the development of an econometric model that accurately forecasts the demand and growth trends of the ICT sector so as to inform strategic planning ● Strategic Planning - Provide direction and recommendations on the strategic plan of ICASA in a timeous and coordinated fashion, supported with factual evidence and global best practice ● Stakeholder Management – Contribute to the formulation and implementation of ICASA strategy, operate in collaboration with and build effective relationships with ICASA management, the EXCO Team as well as ICASA Council, and develop positive relationships with external stakeholders such as licensees, media and the Parliamentary Portfolio Committee on Communications.
 
 
Qualifications and Experience
Minimum Requirements: ● A Masters Degree in Economics/Management or Law (NQF Level 9) ● Completion of the Executive Development Programme ● 1-2 years’ experience at Executive/ Board level ● 3-5 years Senior Manager ● 5 – 10 years’ experience in ICT Sector.
