Job Advert Summary
The Legal and Compliance Services Unit renders legal and compliance services to all units of the HSRC and ensures that legal matters are managed in an effective and efficient manner within the organisation by vetting and reviewing contracts; coordinating referrals to a panel of attorneys; resolving labour relations matters, managing compliance and dealing with Intellectual Property matters.
The Legal and Compliance Services Unit is looking to employ an experienced Compliance Manager. The successful incumbent will be based in the HSRC’s Pretoria office, but may be required to travel to other HSRC offices as and when the need arises. This is a permanent appointment.

Minimum Requirements
  • A recognised Legal Degree;
  • A minimum of five (3) years’ experience as a compliance officer/specialist/manager;
  • Post-graduate qualification in Compliance Management is preferable;
  • Ability to work under pressure and to meet set deadlines;
  • Excellent written and verbal communication skills and analytical problem-solving skills;
  • Credibility to interface with management, researchers and support staff;
  • Demonstrate initiative, integrity and maturity;
  • Excellent presentation skills;
  • Detailed knowledge of South African legislation and regulations applicable to HSRC, including but not limited to PFMA, POPIA, HSRC Act, IPR Act, Labour Relations Act and their application.
 
Duties & Responsibilities
  • Ensuring that an effective and efficient compliance management service is rendered to the organisation.
  • Conduct legal research and prepare legal opinions on various legal matters.
  • Ensure adequate internal controls are in place to meet compliance with all required laws, rules, and regulations.
  • Assist Board, Board Committees and Management with the interpretation of legislation to ensure that the HSRC acts within the confines and parameters of applicable legislation.
  • Serve as a legal and compliance resource and point of reference on legal and compliance matters, as well as rendering formal and informal legal opinions on various legal matters and providing legal comments on various documents.
  • Provide overall legal and compliance advice to the HSRC leadership and Management to ensure compliance with legislation, regulations, policies and procedures.
  • Identify the principal compliance risks of the legal environment and implement appropriate systems to manage these risks.
  • Conduct legal due diligence to identify and minimize potential legal risks.
  • Establish a compliance and reporting framework.
  • Manage compliance universe, checklists, and compliance risk registers to ensure that they are updated by Managers, as per the compliance framework.
  • Administration of compliance management systems.
  • Monitor HSRC compliance on a continuous basis.
  • Report on compliance-related matters to senior management and Audit and Risk Committee.
  • Report on non-compliance matters including but not limited to irregular expenditure.
  • Arrange regular compliance management training workshops.
  • .Advise the HSRC accordingly on legislative changes/reforms and make proposals/recommendations on Law reform.

In delivering ‘social science that makes a difference’ the Research Divisions, Units, Institutes and Centres of the Human Sciences Research Council (HSRC) undertake policy-oriented research from its offices in Pretoria, Cape Town, and Sweetwaters. Our public purpose mandate is set out in the Human Sciences Research Council Act of 2008.
The Equitable Education and Economies (EEE) division undertakes research to transform educational outcomes and increase economic participation. It recognises that education and the economy have long been linked, and conducts research to understand educational performance and improve learning outcomes, and to interrogate social, spatial and structural obstacles to economic participation.
EEE is currently engaged in a project called u’Good!?, which aims to test and further develop relational approaches to wellbeing; and generate empirical insights into key contemporary challenges to young people’s wellbeing, and how they are addressing these in relation to livelihoods, climate change, digitalization and mental health.
Young people are the most important grouping in this programme and we seek to incorporate them in a variety of ways that will ensure their voices and lived experiences inform the work at programmatic and research project levels. As a multi-country programme we are aware of the difficulties that contextual and language diversity brings to meaningful partnership and collaboration with young people.
It is with this recognition that we seek to appoint a high functioning and innovative Youth Engagement Specialist,  that together with the Youth Steering Committee can support the research programme in this way. This will be a freelancer position, and that contract will be over a period of four (4) years. The successful incumbent will be expected to be available from January 2025.
 
Youth Engagement Specialist – Freelancer

Minimum Requirements         
  • A completed Master’s degree in the Social Sciences;
  • At least 3-5 years’ youth engagement experience in a research environment;
  • Exposure particularly to multi-stakeholder and/or multi-country research projects would be an advantage;
  • A track record of peer reviewed, accredited publications (at least 3-5 publications, with some first authored and some international);
  • An understanding of administrative procedures linked to research processes and activities will be an advantage;
  • Fluency and proficiency in English with excellent written and verbal communication skills. In addition to English, fluency and proficiency in Spanish/French would be advantageous”.
  • Competency in computer programmes such as Word, OneDrive, Excel, PowerPoint, referencing software
  • Proactive with a problem-solving mindset, advanced organisational skills, the ability to multi-task and with great attention to detail.
 
Duties & Responsibilities
  • Coordinate all aspects of youth engagement across the U’Good!? research programme as part of a large multi-country research team under the leadership and guidance of the Principal Investigators, across a maximum of 23 research projects.
  • Oversight on the management and co-ordination of a maximum of four Youth Steering Committee members.
  • Advise and assist to implement best practices and innovations for ensuring meaningful collaboration and partnership with young people throughout the facets of the programme.
  • Provide expert insights on Youth Engagement through liaison with the programme Principal Investigators (PIs), thematic leads and Project PIs.
  • Guide and ensure youth engagement in key programme outputs (for example, a documentary, the Monitoring, Evaluation and Strategic Learning (MESL) framework)
  • Attend advisory committee meetings as required (a maximum of 3 meetings per annum)
  • Attend 3 international u’Good!? conferences
  • Attend Community of practice (CoP) events and initiatives (a minimum of 3 per annum)
  • Develop new areas of inquiry within the project on youth engagement in order to further develop your own research interests.

The Centre for Science, Technology and Innovation Indicators (CeSTII) is a specialist research centre within the Human Sciences Research Council dedicated to producing policy-relevant indicators and statistical analysis in the domain of science, technology and innovation (STI).

CeSTII seeks to appoint a highly motivated and capable Senior Developer to join its survey team, working closely with HSRC Information Technology. This is a fixed-term, three (3) Year contract position, and the incumbent will be based in the HSRC’s Cape Town office.
 
SENIOR DEVELOPER (JAVA – FULL STACK) – 1 position

Minimum Requirements
  • A degree or higher qualification in computer science, information systems, engineering, and/or systems design.
  • Extensive experience in the private sector in senior developer and/or equivalent
  • Experience in working with and/or within government settings will be an

Duties & Responsibilities
Front-end development of a new interface in which to house survey data collection and data visualization modules, including secure login and cloud-based hosting on AWS and/Microsoft
Back-end development of data interoperability application programming interface using Java and related web-based technologies.
Ensuring alignment and compliance with HSRC IT systems and applications.
Documentation and transmission of results to CeSTII and HSRC IT
Work effectively with a multi-disciplinary research team, as well as software development and project coordination and support team, to deliver a new product that can be used in a live survey environment.
