The Housing Development Agency (HDA) is a national public sector development agency that inter alia has the mandate to identify, acquire, prepare, and develop suitable land for human settlements. The agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial, and local government as well as with communities, developers, and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

Main Purpose:
- Strategic Architectural Design Execution.
- Execute strategic urban design initiatives in alignment with HDA's primary mandate, focusing on Affordable Housing and Student Housing Projects and Primary Mandate Programmes.
- Utilize architectural expertise to evaluate and strategically design selected properties and land parcels, ensuring a clear vision for project viability and potential yield.
Key Performance Areas:
Provide Architectural and Urban design Advice and technical support
- Define, develop, and maintain the HDA urban design and Architectural service and technical support programme.
- Provide expert advice and technical support to the Primary Mandate Programmes and Affordable Housing and Student Housing Projects of HDA.
- Utilize creative design background to offer unique insights and solutions to enhance project outcomes.
Architectural Contribution
- Collaborate closely with the HDA team to analyze development potential of selected properties and in the case of existing buildings assess architectural plans for adaptive reuse potential.
- Offer insightful design concepts that actively contribute to the creation of sustainable, liveable, and aesthetically pleasing environments.
Supporting Primary Mandate Objectives
- Provide crucial advice, technical support, and project coordination skills to ensure successful planning and implementation of Affordable Housing and Student Housing primary mandate Projects.
- Contribute to the development and enhancement of support products, tools, and practices that align with HDA's primary mandate objectives.
- To play a pivotal part in executing HDA's primary mandate, particularly in the realm of urban design and Affordable Housing and Student Housing Projects, to ensure the creation of sustainable, well-designed spaces that fulfil the HDA’s objectives.
Provide urban design, Architectural and planning advice
- Provide advice on urban design, architectural planning work for the Primary Mandate Programmes and projects as assigned.
- Provide technical support on architectural, urban design and planning work to the Specials projects programme, primary mandate projects the land unit and regional offices of the HDA as requested.
- Provide technical advice, support, and guidance to the HDA team and clients as required / requested on urban design, and architectural matters and projects.
- Assist to Develop project plans to ensure achievement of agreed services and outcomes.
- Assist to Develop development plans for identified land parcels for the primary mandate.
- Define project feasibilities, resourcing requirements and project deliverables and time frames.
- Mobilize required project resources as planned, to ensure a favourable project outcome.
- Develop appropriate terms of reference for the appointment and/or procurement of required project resources such as design hardware and software.
- Provide and ensure implementation/execution of projects within agreed timeframes and deal with any matters arising during this period to ensure outcomes are achieved.
- Accommodate any changes and/or specific related client requests as part of programme offering.
- Project management of internal and external assistance provided to the above-mentioned functions.
- Provide adhoc assistance to other departments pertaining to any design functions that may need to be fulfilled within the HDA.
Planning and Project Implementation
- Involved in project management and provide planning and project implementation support.
- Translate complex information pertaining to construction timelines, market scan, and best practice etc. into accessible infographics and effective communication.
- Proactively engage with contractors’ supervisors to optimize daily progress, inspections, and always monitor the contractor for compliance with the project quality plan.
- Ensure all work carried out is compliant to ISO 9001:2015.
- Review and follow up open non-conformance.
- Ensure compliance certificates for the development are achieved.
- Ensure as-builts are conducted and submitted to the municipality.
Develop support tools, products, lessons learnt and Best Practice
- Identify urban design, architectural and planning implementation, management and monitoring best practices that emerge from the HDA projects and programmes interventions.
- Identify and develop possible support tools and products and explore opportunities for this as they emerge from the work.
- Identify and develop opportunities to enhance and improve any existing support tools and products.
- Review best practices developed and amend to accurately reflect lessons learnt from existing work and sector experiences.
- Integrate lessons learnt into new projects urban design, planning, implementation, management and monitoring methodologies as far as possible.
Provide Support to Regional Offices and product development
- Support regional offices by offering architectural and urban design technical assistance on an ad hoc basis.
- Conduct development inspections on regional social housing projects.
- Assist the HDA regional offices with feasibility studies and any related work.
- Ensure uniformity on initiation of projects between Head Office and Regional offices is implemented.
Qualifications & Experience
- A Degree in Architecture and/or equivalent drafting qualification is required.
- Minimum 3 years' experience in architectural/urban design related role.
- Registration with SACAP and/or eligible for registration within the period of employment.
- Understanding of human settlement and housing policies and programmes required.
- Must be able to demonstrate design portfolio or POE of work done.
- Development planning and/or bankable business developments knowledge
- Willing to travel.
- Computer literate.
- Able to do and oversee design work on ArchiCAD, Revit or similar software which can generate 3D renders.
- Awareness of GIS and mapping resources.
- Educational Background:
- Background in Architecture or a related field within the Built Environment Sector.
Professional Experience:
- Brings a minimum of 3 years' experience in an Architectural/Urban Design-related role.

- Plan and co-ordinate quarterly performance and strategic planning meetings.
- Providing necessary support in the strategic planning process inter alia - Compiling meeting minutes, generating APP templates for respective departments.

- Assist in the process of review of all strategic plans - Annual Performance Plan, Annual Strategic Plan.
2. Quarterly and Monthly Reporting
- Coordinate compliance with reporting deadlines, obligations, channels, and standards.
- Assist in the collection and collation of monthly performance information from the departments.
- Communicate timelines for submission of performance information by departments.
- Assist in the review and accuracy of content in quarterly and annual reports aligned with the APP and Strategic Plan.
- Provide support to departments on compliance with the adherence of the Annual Performance plan in the collation of quarterly performance reporting.
- Coordinate the compilation of the Compliance Matrix on a Quarterly basis.
- Assist in the update and reconcile the performance results with the Business Intelligence Unit.
- Thorough understanding of reporting prescript requirements.
3. Performance Compliance
- Assist in monitoring and checking quarterly reports.
- Monitoring programme and project portfolio of evidence files are consistent across all departments in terms of expected requirements.
- Support and develop reporting templates for Monthly and Quarterly reporting in line with the APP.
- Assist in the review portfolio of evidence files for accuracy.
- Maintain listings for all KPI’s.
- Assist in Identifying areas of non-compliance and implement corrective action.
- Ability to utilise the eQPRS reporting portal.
4. Quality Improvement
- Participation in quality improvement reviews at various departments and external forums.
- Writing comprehensive reports that document the overall outcome of the quality improvement reviews detailing the actual findings and recommendations by individual service categories, and providers.
- Assist in the development of evaluation tools that will produce quantitative and qualitative data and findings to validate compliance with approved standards.
- Assist in training HDA staff to utilise the business processes.
5. Administration
- Assist in the compilation of necessary performance data for the development of presentations.
- Ensure that files and records are up to date and in line with the required standards.
6. Qualifications & Experience
- Relevant Degree in Business/Public Administration or related field is required.
- Minimum 2–3-years’ experience in organizational performance or in a similar role.
- Valid driver’s license and willingness to travel.

Key Performance Areas:
1. Strategy
- Support the CEO and Head of Department with the development, planning, implementation, monitoring and reporting to ensuring seamless, coordinated, and functional IGR and Stakeholder contracting to improve, sustain and promote the developmental mandate of the HDA aimed at achieving the strategy and operational vision, mission, and objectives of the HDA.
- Manage, oversee, and assume responsibility to develop, implement, and maintain and support a National, Provincial and Municipal IGR and Stakeholder Strategy and Stakeholder Support Plan specific to the HDA mandate based on evidence, environment analysis, and incorporation of good practice IGR process and procedure.
- Facilitate processing of contracting, planning, funding and implementation of decisions and targets with all state partners to ensure integrate housing and human settlements development.
- Ensure, coordinate, promote and prepare for HDA participation in key IGR Strategic, Organizational, Fiscal and Development Planning and Implementation processes.
2. Stakeholder Engagement and Consultations
- Conduct research, network and liaise with relevant role-players and undertake relevant consultation with public sector organs.
- Gather and develop evidence and information-based IGR key decision-making processes, strategic choices and planning of priorities.
- Develop, coordinate and manage interaction with stakeholders promoting HDA functions, mandate and roles and functions.
- Promote the HDA policies, legislation, functions, mandate and targets through relevant channels, fora, consultations through delivering presentations, networking with relevant stakeholders, representing the HDA as well as addressing any queries on the HDA services offering.
- Consult with the relevant public sector bodies to identify areas of mandate alignment and performance targets.
- Manage the drafting and facilitate the conclusion of implementation protocols between the HDA and prioritized public sector bodies.
- Advise and organize appropriate meetings, interventions, appointment, engagements, networking sessions and presentations for the HDA Executive Suite.
- Advise and support HDA Regional and Provincial Managers of areas of IGR planning, contracting and funding priority.
3. Relationship Management
- Manage, monitor and oversee compliance with the key components of the IGR agreements through liaising with key HDA role players tracking performance against the agreements and contracts and reporting on progress and performance.
- Communicate and support IGR status reporting and engagement on an on-going basis, through reports, discussions, and feedback sessions to programme and project owners.
- Promote and track the status of the IGR contracting and engagement through regular interaction with the partner state and sector partners and take sanctioned corrective measures if and when required.
- Participate in and/or ensure HDA support to strategic planning and other relevant events/ activities of identified public sector bodies.
- Advise, support and mitigate with the responsible functionaries of issues and events of relevance to their areas of responsibility and provide the necessary support where issues of IGR and stakeholder management arise.
4. Administration
- Manage the provision of administrative support to IGR Fora by
- Convening, scheduling or advising of meeting.
- Preparation and management of support for IGR management.
- Assist with management of secretariat support to relevant IGR structures convened/managed by the Agency and distribution of minutes.
- Capturing of key decisions and resolutions.
- Develop relevant presentations and reports.
- Draft IGR reports on progress against the IGR implementation plan to the CEO.
- Manage own Budget.
5. Qualifications & Experience
- A relevant degree or equivalent is required and may include Law, Administration, Governance or Social Science.
- At least 10 years’ proven and relevant experience in an IGR environment and public sector governance, contracting and planning as well as strategy development is required.
- Knowledge, insight and experience of the public sector (Intergovernmental relations, human settlements and built environment development).
- Knowledge of legislation and policies regulating the human settlements sector and the built environment development.
- Strategic management and superior communications skills.

1. Project Planning and Design
- Carry out technical and feasibility studies and draw up blueprints that satisfy technical specifications of projects.
- Prepare preliminary designs for water and sewer, roads and stormwater.
- Conduct flood line studies, groundwater management studies and prepare groundwater management plans.
- Prepare engineering layouts.
- Analyze survey reports, maps, drawings, blueprints, aerial photography, and other top graphical or geologic data to plan projects.
- Develop and design systems and structures, in line with built environment standards, using design software and drawing tools.
- Conduct on site investigations and analyze data (maps, reports, tests, drawings and other).
- Assess potential risks, materials and costs.
- Provide advice and resolve creatively any emerging problems/deficiencies.

- Assess compliance of projects with HDA policies and standards.
- Support the development of the Work Breakdown Structure to support project delivery.
- Perform analysis of schedule data; identify trends, issues, and areas requiring attention to the relevant department.
- Contribute to schedule reporting, including schedule forecast updates and schedule contingency management.
- Support schedule performance updates, analysis, and reports in a timely manner.
3. ISU & EH planning and implementation support
- Develop and assist with ISU & EH programme and project pipelines and readiness status on priority programmes and upgrading projects assigned to the HDA.
- Support the HDA Regions and Provinces to develop project plans to ensure achievement of agreed services for HDA ISU & EH projects and programmes.
- Support HDA Regional and Provincial Offices to develop, define and undertake project feasibility factors, resourcing requirements and project deliverables and time frames for HDA ISU & EH projects and programme.
- Provide regular programme and project reporting for HDA ISU & EH projects and programme.
- Develop and assist with sector ISU & EH programme and project pipelines and readiness status reporting.
- Identify issues, blockages and challenges and propose and assist with mitigation and unblocking interventions for projects and programmes.
4. Compliance Management
- Ensure that service providers comply with stated service level agreements and contractual obligations.
- Provide timely feedback regarding any contractual transgressions that may occur during projects implementation.
- Ensure implementation projects are within established policies, systems, procedures, processes and practices.
- Provide advice and assistance to others in order to ensure their compliance with policy, governance procedures, as well as industry standards.
- Identify areas of non-compliance and implement corrective action.
5. Qualifications & Experience
- BSc. in Civil Engineering / BEng Civil Engineering/ B-Tech in Civil Engineering .
- Mandatory extensive experience in design of water and sewer, roads and stormwater services
- Postgraduate degree qualification in Public / Business Administration / Civil Engineering will be advantageous.
- Member of the International Water Association would be advantageous.
- Must be registered with ECSA as a Professional Engineer (Pr.Eng.)/Professional Technologist(B-Tech)
- At least 10 years’ experience in the design office.
- 12 - 15 years’ experience in large scale-built environment, human settlements projects is required.
- Excellent understanding and at least 5 years’ working experience in a PFMA/MFMA and public entities environment.
- Must have knowledge of applicable forms of contracting (NEC/GCC/JBCC).
- Computer literate.

1. Strategy
- Support the CEO and Head of Department with the development, planning, implementation, monitoring and reporting to ensuring seamless, coordinated, and functional IGR and Stakeholder contracting to improve, sustain and promote the developmental mandate of the HDA aimed at achieving the strategy and operational vision, mission, and objectives of the HDA.
- Manage, oversee, and assume responsibility to develop, implement, and maintain and support a National, Provincial and Municipal IGR and Stakeholder Strategy and Stakeholder Support Plan specific to the HDA mandate based on evidence, environment analysis, and incorporation of good practice IGR process and procedure.
- Facilitate processing of contracting, planning, funding and implementation of decisions and targets with all state partners to ensure integrate housing and human settlements development.
- Ensure, coordinate, promote and prepare for HDA participation in key IGR Strategic, Organizational, Fiscal and Development Planning and Implementation processes.
2. Stakeholder Engagement and Consultations
- Manage and oversee programme research, network, and liaise with relevant role-players and undertake relevant consultation with public sector organs.
- Manage, monitor, and report on the gathering and analysis of evidence and information-based IGR key decision-making processes, strategic choices and planning of priorities.
- Manage the coordination and interaction with stakeholders promoting HDA functions, mandate and roles and functions.
- Manage and oversee the HDA IGR and Stakeholder policies, legislation, functions, mandate and targets through relevant channels, fora, consultations through delivering presentations, networking with relevant stakeholders, representing the HDA as well as addressing any queries on the HDA services offering.
- Manage the HDA consultation and stakeholder functions related to its mandate with the relevant public sector bodies to identify areas of mandate alignment and performance targets.
- Manage and support the drafting and facilitate the conclusion of implementation protocols and any other agreements between the HDA and prioritized public and private sector bodies.
- Manage, advise and organize appropriate meetings, interventions, appointment, engagements, networking sessions and presentations for the HDA Executive Suite.
- Advise and support HDA Regional and Provincial Managers of areas of IGR planning, contracting, and funding of programme and projects.
3. Relationship Management
- Strategically and operationally manage, monitor and oversee compliance with the key components of the IGR and Stakeholder agreements through liaising with key HDA role players tracking performance against the agreements and contracts and reporting on progress and performance.
- Communicate and support IGR status reporting and engagement on an on-going basis, through reports, discussions, and feedback sessions to programme and project owners.
- Promote and track the status of the IGR contracting and engagement through regular interaction with the partner state and sector partners and take sanctioned corrective measures as required.
- Participate in and/or ensure HDA support to strategic planning and other relevant events/ activities of identified public sector bodies.
- Advise, support, and mitigate with the responsible functionaries of issues and events of relevance to their areas of responsibility and provide the necessary support where issues of IGR and stakeholder management arise, including policy, legislative and regulatory compliance.
4. Administration
- Manage the provision of administrative support to IGR and Stakeholder by:
- Convening, scheduling or advising of meeting.
- Preparation and management of support for IGR management.
- Assist with management of secretariat support to relevant IGR structures convened/managed by the Agency and distribution of minutes.
- Capturing of key decisions and resolutions.
- Develop relevant presentations and reports.
- Draft IGR reports on progress against the IGR implementation plan to the CEO.
- Manage the Unit Budget.
- Manage the Strategic and Annual Performance Plan targets of the unit, Department and HDA, including quarterly reporting to Exco, Board and Department.
5. Qualifications & Experience
- A relevant degree or equivalent is required and may include Law, Administration, Governance or Social Sciences.
- At least 10 years’ proven and relevant experience in an IGR environment and public sector governance, contracting and planning as well as strategy development is required.
- An understanding of the public and private sector stakeholder relations in built environment, planning, funding, and development.
- Knowledge, insight, and experience of the public and non-state sector - Intergovernmental relations, human settlements and built environment development.
- Knowledge of legislation and policies regulating the human settlements sector and the built environment development, and associated compliance therewith.
- Strategic management and superior communications skills.
