The Housing Development Agency (HDA) is a national public sector development agency that acquires and prepares land as well as develop the land and project manage the development of housing and human settlements. We carry out our activities in partnership with a range of stakeholders including national, provincial, and local government and municipalities, as well as with communities, developers, financiers, and other affected parties. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements. The HDA has the following Fixed term contract position:
 
DATA CAPTURER & BENEFICIARY SUPPORT
Location: Gauteng, Johannesburg
Reporting Line: Development Manager
Ref: HDA DCBS001
 
Main Purpose: To extract data, verify correctness and accuracy of captured data onto defined computer databases and spread sheets to assist in the effective evaluation and presentation of information for subsidy allocation and management.
 
Key Performance Areas:
1. Data Management:
• Collect source documents from various sources.
• Compile, sort, and verify the accuracy and validity of documents and data.
• Compare data on current database with data on documents.
• Capture data from source documents and update data that is on the databases.
• Assist with the completion of subsidy applications for beneficiaries.
• Make input in the compilation of lists for allocation and relocation of beneficiaries.
• Prepare and submit subsidy applications to the Provincial Department of Human Settlement at ad hoc basis.
• Prepare relevant documentation and communicate this to project beneficiaries.
 
2. Document Storage:
• Scan all source documents.
• Save documents according to storage protocols.
• Ensure all documents stored are clear and easy to read when accessed on system.
• Keep a record of files and documents.
 
3. Quality Review:
• Locate and correct data entry errors.
• Report inaccuracy and data errors to Subsidy Manager
• Track and report on inaccuracies and errors.
• Attend to ad hoc issues relating to the beneficiary management function.
• Input all sensitive data from beneficiary documents into spread sheets, databases, or electronic files.
 
4. Reporting
• Maintain and update Portfolio of evidence on captured project data.
• Record work completed and work pending on subsidy application filled by consultants.
• Data capture approvals submitted to PRT.
• Assist other administrative staff in filing, typing and other tasks as necessary.
 
5. Qualifications and Experience:
• Minimum of Grade 12 or similar qualification
• Post Matric qualification will be an added advantage.
• 3-5 years’ experience in housing delivery environment or office administration and data capturing
• Competent in MS Outlook, Excel, and Word & PowerPoint
• Must be familiar with the Housing Subsidy environment.
• Must have a working knowledge of Housing Subsidy System (HSS) & Knowledge of the National Housing Needs Register (NHNR).
 
 
Remuneration Scale: R 342 800 and R 428 513 per annum (all-inclusive package)

The HDA has the following Three-year fixed term contract position:
 
OFFICER: HUMAN RESOURCES
Location: Gauteng, Johannesburg
Reporting Line: Manager: Human Resource and Strategic Intterventions
Reference: HDA OHR021
 
Main Purpose: To ensure a comprehensive HR service is delivered to the business. To implement and provide advice and assistance on company policies and procedures. Ensure compliance with relevant legislation and Acts.
 
Key Performance Areas:
1. Recruitment and Selection
• Coordinate cost effective and speedy recruitment of temporary and permanent employees nationally.
• Accurately create and advertise all new positions both internally and externally.
• Manage the complete recruitment process from initiation to selection complying with the HDA recruitment processes.
• Support management with selection procedure.
• Preparation of employment contracts and engagement packs for all new staff.
• Manage the co-ordination of all other activities relating to new engagements e.g. Induction, Joining formalities etc.
• Manage the development job profiles for positions and complete job evaluation for functions with the organisation.
 
2 Training Administration
•​Identify training needs for employees.
•​Complete and update skills matrix on an annual basis.
•​Develop appropriate training courses.
•​Ensure that training is documented, reported on and tracked on monthly basis.
• Ensure that the Workplace Skills Plan and Annual training plan is implemented and submitted timeously.
•​Ensure comprehensive and accurate capturing all training conducted monthly.
•​Following up on training with staff after course completion.
•​Develop and preparing training reports.
•​Develop training matrix aligned with individual development plan.
 
3 Induction Support
•​Support to HDA induction programs with all new staff.
•​Prepare and ensure induction presentation is kept up to date.
•​Managing the implementation of induction programmes.
 
4 Employee Relations
• Assist with managing IR matters as and when required.
• Provide guidance and advise on appropriate disciplinary procedures as per HR policies.
• Ensure best possible relationship and conformance to best IR/LRA practices and lawfulness is maintained.
• Draw up documentation for disciplinary enquiries, i.e. counselling forms, warning letters etc.
• Provide counselling and coaching relating to conflict and performance issues.
• Promote and actively assist with all OD, staff relations and culture development and improvement programs.
• Assist with necessary communication structures and/or instruments to ensure effective flow of staff/HR related information to all staff.
 
5 Performance management
• Support implementation of the organisations performance management programme and processes.
• Ensure that all performance appraisals have been completed.
• Monitor progress of performance assessment completions by due date.
• Capture performance results.
• Sending out bi-annual reports and reminders to facilitate the completion of performance agreements.
 
6 HR Policy and Procedure Implementation
• Provide support to the HR Team in the implementation of policies and procedures.
• Assist with rollouts and workshops upon implementation.
• Continuous support and training on HR Policies.
 
7. Client Management and Consulting
• Provide HR advice to assigned clients.
• Transact HR activities in accordance with HR policies and procedures.
• Facilitate and champion modernisation concept of HR products and services.
 
8. HR Information System
• Provide HR support on sage people 300.
• Assist with providing training to the employees on the use of the employees self service (ESS).
• Draw required HR support to assist management decision making.
• Assist with the automation of the entire HR value chain forms and templates.
 
9. HR Project and Administration
• Payroll information capturing and management.
• Ensure that salary data is accurate.
• Responsible for administration and managing of:
  • Leave management
  • Staff benefits
  • Staff personnel files
  • Payroll administration (supporting Finance department)
• Responsible for updating and maintaining employee manual and electronic personnel file and ensure corrective measures are implemented where required.
• Support with all HR Audits
• Assist with managing and co-ordination of projects such as:
  • Implementation of Employee Wellness project.
  • Organisational development and design.
  • HR staff interventions.
  • Annual Salary increases.
• Responsible for accurate HR reporting.
• Support with coordination and processes EE committees.
  • Development and monitoring of the EE plan.
 
Qualifications and Experience:
1. B Tech OR Degree in Human Resources Management or similar
2. Post graduate certificate in organisational development (added advantage)
3. Affiliation to HR professional body (added advantage)
4. 5 years relevant working experience within Human Resources department as an HR Officer or consultant
5. 5 years’ experience in coordinating and facilitating Learning & development HR matters associated with SETA registrations.
6. 5 years’ experience in formulating the workforce skills plan and annual training plan.
7. 5 years’ experience in driving the modernisation of HR processes/information systems.
8. Solid knowledge, interpretation and application of HR policies, practices, procedures and statutory requirements
 
Remuneration Scale: R453 300 – R566 616 per annum (all-inclusive package)
