The Housing Development Agency (HDA) is a National Public sector development agency that inter alia has the mandate to identify, acquire, prepare and develop suitable land for human settlements. The agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial and local government and municipalities, as well as with communities, developers and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements. PROVINCIAL MANAGER
Reporting Line: Regional Manager Region C
Location: KwaZulu-Natal (Durban)

Main Purpose: To plan and manage the delivery of a provincial programme in line with the agreements and service delivery standards set out by the HDA.
Key Responsibility Areas:
Strategic Management
⦁ Provide required and relevant information, insights and influence to the Regional strategic planning process
⦁ Participate in finalizing the strategic plan and vision
⦁ Define targets and strategies for teams to implement in support of the achievement of the Regional strategic objectives
⦁ Develop provincial operational plans to facilitate achievement of the overall HDA strategy
Contract Management (management of MTOPs and other SLAs)
⦁ Manage development of operational plans and capacity requirements to implement contracted work in terms of HDA strategy
⦁ Manage optimal utilisation and mobilisation of resources across other organs of state (province, municipalities and other public bodies)
⦁ Work within the agreed protocol/agreements with the provinces or local authorities
⦁ Support and advise functionaries in respect of their operations and interface with the province/ municipalities and ensure coordination across the functionaries
Stakeholder Engagement and Consultations
⦁ Network with relevant role-players and make appropriate contact with public sector organisations
⦁ Identify and explore possible new work opportunities with partners in the province and existing clients
⦁ Align work opportunities to the HDA strategy as well as role and function of Provincial office
⦁ Gather relevant information (key decision-making processes, strategic choices, and timing of priorities)
⦁ Promote the HDA function, mandate, and role through delivering presentations and representing the HDA as well as addressing queries on the HDA services offering
⦁ Consult with the relevant public sector bodies to identify areas of mandate alignment (to inform the structuring of operational programmes and plans)
⦁ Establish processes to ensure full, end-to-end coordination between all involved parties
⦁ Troubleshoot and unblock issues affecting execution of HDA work and services
Provincial Programme Management
⦁ Manage overall support to ensure the effective functioning of the HDA services in the province
⦁ Establish clear, written and explicit work processes and procedures and set up systems and methodologies to monitor the execution and performance of work of all staff.
⦁ Review work processes and recommend corrective actions/improvements enhancing the performance and effectiveness of the Programme
⦁ Manage control of quality and quantity of work performed, guide the team and carry the overall responsibility for the task fulfilment as per the operational plan
⦁ Manage that the operation support plan and programme for the work includes and addresses:
⦁ Detailed Project Plans and necessary and satisfactory project procedures are established to direct all project work in order to maintain timely execution and quality of work.
⦁ Results are compiled, documented, and forwarded to in required format, quantity and quality, and ensure timely and correct presentation and explanation of results.
⦁ Risks are proactively managed.
⦁ Progress review and coordination meetings are held regularly with key project team members, and other project stakeholders
⦁ Progress is diligently monitored, and that bottlenecks and related issues are proactively tracked.

Requirements
⦁ Relevant Degree in the Built environment and Civil Engineering
⦁ At least 10 years’ experience including 5 years senior management experience in the human settlements environment
⦁ Professional Registration would be an added advantage
⦁ Knowledge of legislation and policies regulating the human settlement sector and the intergovernmental relations environment.
⦁ Knowledge, insight, and experience of the public sector human settlement environment
⦁ Ability and willingness to travel

SENIOR MANAGER: SUPPLY CHAIN MANAGEMENT
Reporting Line: Chief Financial Officer
Location: HDA Head Office – Johannesburg

Main Purpose: The purpose of the Senior Manager: Supply Chain Management (SCM) is to manage and provide supply chain and asset management services within the HDA. To manage and implement effective SCM policies and practices within the organization.
Key Performance Areas:
Governance and Administration:
⦁ Ensure good governance and compliance with audit, as well as legislative requirements.
⦁ Review annual audit management letter and internal audit reports and act on any findings
⦁ Train Head Office and Regional offices on the relevant prescripts, HDA SCM policy and procedures to ensure compliance and alignment with PFMA
⦁ Review standard bid documents to ensure that they are up-to-date and efficient
⦁ Monitor the policy developments and standard bid documents that govern the SCM policies and procedures to ensure that they are up-to-date and efficient.
⦁ Develop and review procurement policies, procedures and practice notes in accordance with PFMA, Treasury Regulations and SCM Guidelines, including CIDB and NHBRC, where applicable.
⦁ Ensure that all HDA staff adhere to the procurement policies and procedures and to CIDB and NHBRC best practice.
⦁ Ensure communication of procurement decisions are communicated to service providers and understood.
⦁ Ensure that all procurement, operational and capital, is fair, equitable, competitive and cost effective by reviewing SCM reports.
⦁ Provide advice on procurement related processes and procedures.
⦁ Ensure supplier database, pre-qualifying lists and panels, is compiled and available in accordance with requirements
⦁ Manage the BBBEE Practice note
⦁ Monitor BEE/SMME stats and ensure compliance to HDA targets.
⦁ Manage the SCM and contracts register to ensure that all compliance issues have been dealt with timeously.
⦁ Report and monitor on all purchases conducted in the regions
⦁ Conduct quarterly audits in all regions in terms of compliance to SCM policies and procedures
Tender Process Management:
Bid Committees
⦁ Manage and oversee that all procedures are aligned to the relevant policies and procedures
⦁ Provide training when required within the Organisation of the various processes, policies and relevant prescripts.
Tender Documentation Preparation and Advertising
⦁ Establish industry based tender compliance requirements (e.g. CIDB, NHBRC) through reviewing scope of the terms of reference and integrating the compliance requirements into the tender documentation as required.
⦁ Manage the distribute the draft tender advert template to facilitate the line manager drafting a tender advert
⦁ Ensure that adverts are placed in appropriate media for the required time period
⦁ Approve tender adverts ensuring all requirements are listed and accurately reflected.
⦁ Approve and sign reports prior to Bid Adjudication Committee.
⦁ Manage the SCM calendar ensuring that all known tenders are programmed for the year for all Bid Committees.
Tender/Proposal Receipt
⦁ Manage the procedures of receiving of tenders/proposals either through email or hard copy submitted tenders, implement the required tender receipt management process.
⦁ Review submitted tenders/proposals for SCM compliance through checking submissions against the requirements defined in the Terms of Reference or Calls for Proposal.
⦁ Prepare a report highlighting the compliant and non-compliant submissions with explanations to the relevant SCM Committees
Bid Evaluation Committee
⦁ Schedule and convene a Bid Evaluation Committee through identifying key participants and distributing relevant materials
⦁ Minute the Bid Evaluation Committee meeting through capturing the key aspects of the evaluation discussion
⦁ Provide advice on compliance and SCM related matters as required at the Bid Evaluation Committee meeting
⦁ Apply the BEE and Pricing formulae to the tenderers that meet the Bid Evaluation assessment criteria and identify the highest rated tenders
⦁ Prepare the packs for the Bid Adjudication Committee.
Bid Adjudication Management:
⦁ Manage the approval, signature and storage of BAC minutes and reports
⦁ As a member of Bid Adjudication Committee:
⦁ Advise of Bid Committees to ensure meetings happens on to ensure meetings are scheduled timeously and efficiently and that all procedures are compliant.
⦁ Discuss, resolve and respond to disputes arising from bidders on decisions made by the Bid Adjudication Committee.
Bidder Communication:
⦁ Manage the communication of the outcome of the BAC or Proposal Review process with successful and unsuccessful bidders in line with the established policy
⦁ Refer any queries from bidders related to tender/proposal outcomes to SCM and Contracts Manager
Contract Management System and Compliance:
⦁ Conduct SCM compliance checking of contracts that have been awarded and contracts on the contracts register to ensure compliance with the SCM policy
⦁ Manage the loading of contracts onto the contract management system
⦁ Maintain the contract register for tenders through updating register with all contract changes monthly
⦁ Manage deviation list and advise and support CFO in managing irregular, wasteful and fruitless Expenditure.
⦁ Manage non-compliance list within the HDA
Supplier/Service Provider Management:
⦁ Address any supplier database errors with the Procurement Administrator
⦁ Approve the sharing of the HDA service providers and preferred suppliers with all HDA staff through the intranet
⦁ Manage the validity of compliance data for preferred suppliers through ensuring that relevant documentation is provided and updated annually
Vendor System Management:
⦁ Manage the loading of approved vendors onto the vendor system in line with the defined contract nature and SCM requirements
⦁ Manage the issuing purchase orders for loaded and approved vendors to ensure they are complaint with the SCM requirements
⦁ Manage the annual vendor details validation and updating process through checking the accuracy of information captured
⦁ Review the updating of vendor details when changes occur and are identified
⦁ Approve vendors in the AccPac system.
⦁ Approve purchase orders created, within delegated power

People Management:

Main Purpose: To manage the delivery of strategic Human Resources Management, Facilities, Occupational Health and Safety and Legal services to the HDA.
Key Responsibility Areas:
Strategic Management:
- Provide required and relevant information, insights and influence on the HDA strategic planning process
- Participate in finalizing the strategic plan and vision
- Define targets and strategies for team to implement in support of the achievement of the HDA strategic objectives
- Develop unit operational plans to facilitate achievement of the organisational strategy
Financial Management:
- Develop the budget required for the unit
- Manage expenditure against budget
- Manage procurement in line with the relevant policies and procedures
- Address any anomalies in spend and budget
- Report on financial performance of the unit
Legal Services Management:
- Providing effective and efficient legal services to all stakeholders
- Responsible for managing legal compliance
- Types of Legal services include among others:
- Manage and monitor legal contracts
- Drafting and vetting of contracts and agreements
- Development of Legislation
- Management of Litigation
- Provision of legal advisory services
- Legal Compliance
- Review of departmental policies
- Manage and monitor all the organisations corporate legal matters
- Develop and manage relationships with identified legal service providers
- Provide legal advice to the HDA to minimise risk and ensure compliance with good practices, policy and legislation
Human Resource Management:
- Manage the development of an HR strategy to facilitate achievement of the overall organisational strategy
- Manage the development of the organisational establishment in line with resourcing requirements, budget allocations and good practices
- Manage the development and implementation of remuneration policies and practices
- Manage the development and implementation of staff development plans to ensure that the HDA has the required skills
- Manage the recruitment and appointment of suitable and skilled staff
- Manage the implementation of staff disciplinary and grievance procedures to support the creation of a healthy employment environment
- Manage the implementation and administration of employee benefits
- Manage the development and maintenance of HR policies and procedures
Facilities & OHS Management:
- Manage the HDA facilities are well maintained and are suited to the purpose required
- Manage the lease agreement with the landlord and address any concerns or anomalies
- Manage the provision and maintenance of office equipment to meet the working requirements of staff
- Manage the implementation of appropriate Occupational Health and Safety requirements including training of staff, reporting and implementation of corrective action
Travel desk management:
- Develop and implement the organisations business Travel Management procedures and systems
- Manage and coordinate all of HDA staff and stakeholders travel requirements aligned with approved travel polies and National treasury guidelines
- Ensure business travel are managed within the constraints of the company travel budget
Compliance Management:
- Manage implementation of work within established policies, systems, procedures, processes, and practices
- Provide advice and assistance to others in order to ensure their compliance with policy and governance procedures
- Identify areas of non-compliance and implement corrective action
People management:
- Select, assign, lead and manage people
- Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system
- Build and manage relationships with staff members
- Manage and support staff development
- Develop and manage the implementation of succession plans for key individuals and critical positions
- Implement the HDA HR policies and procedures as required
- Manage risks and address issues as they arise
Requirements
- A Master’s degree
- A degree or equivalent in Law or Human Resources
- At least 10 years’ experience is required including at least 5 years senior management experience and at least 3 years as a Corporate Services Manager
- Public sector experience essential

CHIEF AUDIT EXECUTIVE
Location: HDA Head Office - Johannesburg
Reporting Line: Chief Executive Officer and HDA Audit & Risk Committee

Main Purpose of Job: To provide strategic direction and manage the development and implementation of the Audit Management framework. To monitor compliance with statutory requirements, policies, and procedures in line with Institute of Internal Auditors (IIA) Standards and the HDA’s policies and procedures.
Key Responsibility Areas:
Strategic Management
- Develop and maintain Internal audit policies and procedures in compliance with relevant legislation and standards
- Develop and implement a strategic and operational audit plan framework
- Develop an engagement plan in line with IIA standards and the HDA’s Internal Audit policies
- Participate in the strategic planning of the HDA
- Contribute to the overall effective functioning of the HDA
- Develop a plan to operationalise the unit’s strategic performance targets
Internal Audit
- Develop and maintain the internal audit charter
- Consider input from Board and Management and develop an internal audit plan
- Liaise with and manage the internal audit resources in line with the audit plan
- Develop audit tools and frameworks, check alignment with good practice and implement within the HDA
- Track and report on internal and external audit progress and findings
- Conduct priority / sensitive internal audits and make recommendations for corrective action
- Analyse internal and external audit findings to address audit trends and patterns
- Collate information to prepare and submit Board Audit Committee report
Audit and Risk Committee management and Reporting
- Develop an Internal Audit Annual Performance Plan and reports on progress to the Audit Committee
- Initiate the updating of the findings register and present to the Audit Committee
- Manage and review the internal and external audit engagement outcome in respect of; objectives, quality, completeness and feedback, in accordance with Internal Audit standards, policies and procedures
- Ensure the final audit report is timeously completed, signed-off and submitted to key stakeholders
- Ensure that the audit process is comprehensively evaluated in order to produce quarterly reports internal audit reports to Audit Committee and stakeholders
- Prepare the quarterly dashboards reports to the Audit and Risk Committee, AGSA
- Draft risk reports for presentation and adoption by the Risk and Audit Committee, EXCO
- Attend the Risk and Audit committee meetings, provide inputs on the improvements of controls and risks mitigations within the organization
- Report on the performance / achievements of risk and compliance management
- Report on progress towards implementation of audit finding recommendations
Audit Committee Support
- Coordinate the activities of the Audit Committee and perform secretariat function
- Produce reports on the annual IA Plan, amendments, significant findings and recommendations
- Report on internal audit activities and ensure the effective coordination thereof
- Coordinate the audit activities of other assurance providers through the agreement of a time bound combined assurance model, including; internal and external audit, risk management, forensics and compliance functions
- Collate information to prepare and submit Board Audit Committee report
Compliance Management
- Develop and implement a quality assurance and improvement programme
- Ensure that the implementation of the quality assurance and improvement programme is rolled out in line with internal audit standards
- Manage implementation of work within established policies, systems, procedures, processes and practices
- Provide advice and assistance to others in order to ensure their compliance with policy and governance procedures
- Identify areas of non-compliance and implement corrective action
- Develop the compliance management framework and conduct audits on compliance
- Develop, monitor and maintain compliance registers
- Develop and implement compliance management procedures and monitoring mechanisms
- Manage implementation of work within established policies, systems, procedures, processes and practices
- Identify areas of non-compliance and implement corrective action
- Train staff on compliance matters
- Ensure efficiency and economy of operations and avoidance of fruitless and wasteful expenditure, within the organisation
- Provide advice and assistance to others in order to ensure their compliance with policy and governance procedures
Governance and Administration
- Ensure good governance and compliance with risk and audit matters, as well as legislative requirements.
- Review annual audit management letter and internal audit reports and act on any findings
- Identify and train all personnel on Risk Management and related policies and plans:
- Assistance with Review and Redress of Hotline Complaints
- Prevention of Fraud and Corruption
- Monitor the policy developments and requirements from the Sector, Auditor General and National Treasury that govern Risk Management policies and procedures to ensure that they are up-to-date and efficient.
Risk Management and Internal Controls
- Manage good governance and compliance within the HDA Risk Management policy and procedures
- Responsible for the identification, implementation, evaluation, measurement and management of the HDA strategic and operational risk management profile
- Develop the strategic and operational risk assessment on business unit operations for the organisation
- Ensure regular monitoring on the implementation of mitigation measures and implementation of action plans derived from audit finding recommendations and other reports
- Assist the organization with monitoring and rollout of fraud prevention mechanisms
- Provide continuous support to Business Units on risk and internal control related matters
- Promote and institutionalize risk awareness culture and compliance in the organisation
- Coordinate the implementation of audit finding recommendations to mitigate identified risks as per respective department’s risk register.
- Implement risk management business continuity in the organisation
- Develop the fraud risk register that includes mitigation measures
Requirements
- A degree in Auditing, Finance Management or similar is required as recognised by SAQA
- A Certification as a Certified Internal Auditor (CIA)
- MBA or CA (SA) will be an added advantage
- At least 10 Audit management experience including at least 5 years in a senior management level obtained within Governance, Risk or Audit Management
- Knowledge of legislative and regulatory framework
- Knowledge of Public Finance and Management Act (PFMA), Treasury regulations and guidelines
- Knowledge of National Treasury Internal Audit Framework
- Knowledge and understanding of internal audit principles and practices
- Knowledge of King Report (ii and iii) on Corporate Governance
