The Housing Development Agency (HDA) is a national public sector development agency that inter alia has the mandate to identify, acquire, prepare, and develop suitable land for human settlements. The agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial, and local government as well as with communities, developers, and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

The HDA has the following Six months temporary contract position:
FINANCE ADMINISTRATOR
Location: Head Office, Johannesburg
Reporting Line: Financial Accountant
Reference: HDA FA020
Main Purpose: To support the finance department with the administrative functions surrounding invoices and new assets.
Key Performance Areas:
1. Administrative support
• Sort and file manual and electronical financial documents correctly in the required groups.
• Draw relevant financial information by sourcing the documents from the required files.
• Archive old finance documents and other financial information and store in the correct order per financial year.
2. Supplier Payments
• Prepare EFT requisition vouchers and checklist for all invoices for payment.
• Compile all required supporting documents for compliance invoice.
• Ensure that each transaction is authorised for payment by relevant personnel as per the approved delegation of authority.
• Allocate each transaction to the correct general ledger account.
• Obtain cash availability prior submitting an invoice for payment.
• Maintain invoice mailbox on a daily basis.
• Submit invoices for payment.
3. Assets
• Tag new assets correctly for all assets delivered to the head office.
• Assist with bi-annual assets audits for both head office and regional offices.
4. Reporting
• Capture invoices in invoice tracker register on a daily register.
• Review progress movement of invoices submitted to the business units.
• Prepare invoice tracker for management review.
• Follow up with business units on the long outstanding invoices submitted as reflected on the invoice tracker register.
• Prepare a report on invoices that are over 30 days submitted to business units for authorization.
• Prepare a report of payments made for the month.
Qualifications & Experience
• National diploma or similar qualification
• 2-year office assistant experience is preferred.
• Finance environment/experience is an added advantage.
Remuneration Scale: R20 241,66 per month (all inclusive package)

• Ensure compliance to PSIRA standards.
4. Facilities Maintenance and Administration Management
• Ensure that there are effective policies, procedures, and SOPs in the HDA Head Office and nationally.
• Actively manage SLA/contracts of vendors associated with cleaning, security, parking, and health.
• Resolve requests for new maintenance tasks from client departments.
• Ensure effective and efficient day to day maintenance of assets, machinery, and equipment.
• Development of maintenance plan, schedules for preventative maintenance (electrical, mechanical, plumbing).
• Detect potential failures and possible breakdowns that could result in interruption services.
• Monitoring the performance of the maintenance help desk to ensure efficient service delivery.
• Compile and submit monthly cost control/expenditure reports.
• Oversee that guarantees on repairs and new installations are honoured by suppliers.
• Oversee renovation, refurbishment and building projects.
• Management of office relocations, ensuring that basic facilities are well maintained.
• Conduct and document regular facilities inspection.
