PROGRAMME MANAGER
Location: Western Cape – Cape Town
Reporting Line: Provincial Manager

Main Purpose of Job: To manage, plan and oversee the relocation of households residing on the PRASA Central Line.
 
1. Strategic Management
• Ensuring the integration of the different functions of all the stakeholders who form part of the Implementation Protocol, in line with their respective mandates, to ensure optimal delivery and successful Implementation of the Relocation Programme
• Ensure the alignment of projects to the broader NDHS and strategy and strategic intention.
• Develop a plan to operationalize the unit’s strategic performance targets.
• Align Programme’s plans and strategies with key stakeholder strategic performance targets.
• Determine how to operationalize and implement the strategy and continually scan the provincial environment to optimise opportunities and mitigate risks.
• Determine optimal utilisation and mobilisation of resources across other organs of State (Province, Municipalities, and other public bodies).
• Set precedents for how work should be done in respect of agreed protocols/ objectives with the stakeholders.
• Support and advise the internal and Head Office (where applicable) functionaries in respect of their operations and interface with the Province/ Municipalities and ensure coordination across the functionaries.
• Prepare monthly and quarterly reports and ensure timeous reporting.
2. Project Management
• Establishing and enhancing systems to implement and manage a range of activities within the Programme and project managers simultaneously.
• Establishing a coordinated communication system for all active projects.
• Developing and implementing a project risk management framework.
• Recognizing key project constraints facing the projects and coordinating the successful resolution of the challenges.
• Developing and managing the implementation of project plans.
• Overseeing project teams including internal and external stakeholders and participants.
• Driving and managing project technical meetings.
• Managing and monitoring the implementation of a project communication plan.
• Managing the project budgets and monitoring variances.
• Drafting and managing project reporting.
• Chairing allocated technical and progress meetings.
• Managing health and safety on all project sites.
• Ensuring legal and contractual compliance on all project sites.
• Monitor that programme meets role player requirements.
3. Programme Planning
• Managing the programme/project budgeting and cash flows.
• Managing the liaison with programme/project related stakeholders.
• Managing the development of programme/project roles and resourcing plans.
• Manage the allocation of resources (both internal and external) and required outputs.
• Managing the development of programme/project plans.
• Agreeing programme/project milestones and reporting requirements on projects.
4. Project Funding Management
• Develop project/programme budgets in line with the approved Implementation Plan.
• Monitor project expenditure against budgets and project deliverables Address any project budget variances.
• Provide feedback and input to the overall HDA budget as required.
• Undertaking funding applications to various National and Provincial department to ensure successful implementation of the programme.
• Monitoring the project funding progress.
• Identifying and addressing project funding challenges.
5. Project Related Procurement
• Developing and ensuring approval of project procurement plans.
• Managing the development of appropriate TORs for project related procurement.
• Evaluating proposals and appointing relevant service providers to facilitate project related delivery.
6. Relocations
• Producing Relocation Plans for various relocation to ensure successful implementation of the programme.
• Manage service providers to undertake relocation of occupants and ensure OHS requirements are adhered to.
• Ensure relocations are undertaken on-time as per the programme, and provide solutions, when required for expediting relocation programme and possible recovery plans where required.
7. People Management
• Select, assign, lead and manage people.
• Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system.
• Build and manage relationships with staff members.
• Manage and support staff development.
• Develop and manage the implementation of succession plans for key individuals and critical positions.
• Implement the HDA HR policies and procedures as required.
• Manage risks and address issues as they arise.
8. Stakeholder Relations and Management
• Participate in various meetings (internal and external forums, objectors, et.) and provide comments/opinions on matters affecting or concerning the functionality and successful implementation of the relocation programme.
• Collaborate with external departments/professionals on complex issues related to land use planning, NEMA requirements, built environment requirements and industry best practices.
• Attend meetings with project managers, developers, service providers and/or contractors, attorneys and other key stakeholders.
• Facilitate the establishment of effective community participation structures for the relocation and Identify and manage community related risks to the successful execution of the relocation, by facilitate the engagements between all stakeholders and the communities.
• Identify key community stake holders including but not limited to non-government organizations, business forums, residents’ associations, etc. through literature reviews, networking, community canvassing and client liaison.
• Identify effective communication channels and establish contact with leaders in the community regarding the objectives of the project.
• Identify effective and use existing communication channels and establish contact with community leaderships, including ward councillors.
• Establishment of Project Steering Committee (PSC) for community engagements.
• Interact with designated Councillors and relevant Community Leaders in order to obtain information regarding community needs, expectations and opinions.
9. Programme Oversight
• Define a multi-year and annual operational plan to mobilise capital funding for the projects within the programme as well as HDA strategic project opportunities and include measurable targets for delivery and allocated responsibilities.
• Consult and communicate the plan and programme annually to relevant stakeholders including team members and managers together with the National Department of Transport, Human settlements and other signatories of the Implementation Protocol before the conclusion and implementation of the plan.
• Ensure the programme and plan is aligned with the National Departments and HDA organisational strategy and direction, values and mission before finalized and implemented.
• Ensure and build relationships with keys sector stakeholders and role players relating to this programme.
 
Qualifications & Experience
1. Degree in Civil Engineering or equivalent
2. Must be registered with ECSA as a Professional Engineer (Pr. Eng.)/Professional Technologist (B-Tech).
3. 12-15 years’ experience in large-scale built environments, human settlements projects is required.
4. At least 5 years’ experience in development management and development contract management is required.
5. Proficiency in MS Project is mandatory.
6. Must have knowledge of Contract Management (NEC/ GCC/ FIDIC/ JBCC).
7. Experience in human settlements environment, with specific focus on informal settlement upgrading and relocation projects will be an added advantage.
8. Experience in the delivery and project management of low income/affordable housing projects is preferable.
9. Insight into the IGR environment and government planning framework and Infrastructure deliveries will be an added advantage.
 
 
Remuneration Scale: R807 700 to R1 050 000 per annum (all inclusive package)

LEGAL SPECIALIST
Location: Head Office, Johannesburg

Main Purpose: To provide the HDA with accurate and relevant legal, compliance support and advice to minimise risks and ensure effective contractual arrangements and statutory compliance.
 
Key Performance Areas:
1. Contract Management
• Draft all contracts for the HDA including but not limited to:
o Employment contracts
o Service provider contracts
o Land purchase and disposal contracts
o Land and building management contracts.
o Service level agreements
o Project management agreements/contracts
o Memoranda of Understanding
o Intergovernmental relationships
• Review all contracts signed by the HDA.
• Provide input and advice on appropriateness of contracts and recommended or required amendments.
• Guide the development of strategic contracting and contract management approaches.
• Recommend all contracts for signature or amendments to the authorised HDA signatories.
2. Legal Management Support and Litigation
• Review and interpret relevant documentation, statutes, and information to determine the appropriate HDA position.
• Provide legal advice to all HDA management as required.
• Review legal and contractual environment and identify potential risks.
• Provide advice on any disputes, litigation, labour relations and arbitration related matters.
• Represent HDA in litigation and dispute resolution processes and procedures as appropriate.
• Manage service providers by providing advice and/or legal representation to HDA.
• Represent the HDA in providing legal support and specialist advice to stakeholders and partners.
• Participate in and contribute to the IGR Legal forum.
3. Service Provider Management
• Instruct and manage legal service providers with consultation and approval from Legal Manager.
• Monitor performance in line with briefs provided.
• Manage all litigation undertaken by service providers.
• Manage legal expenditure on service providers in line with the approved budgets and in consultation with the Corporate Legal Manager.
4. Statutory Compliance and Governance
• Ensure that the HDA regulations are relevant and updated to enable the HDA to carry out its mandate as per HDA Act.
• Review statutes and policies to ensure alignment to legislation and regulations.
• Ensure HDA compliance with relevant legislation.
• Develop relevant policies and review statutes and policies aligned to all legislation and regulations as and when required.
• Interpret statues and potential implications for the HDA.
• Development and review of policies and procedures to ensure legal compliance.
• Advise the HDA on governance issues in accordance with the PFMA / King III / HDA Act and all. relevant legislation
• Assist with Board Administration (if required).
• Support with management of all legal actives within the HDA.
• Knowledge of OHS.
• Support and manage IR matters.
• Knowledge of Land Legal matters and able to support the Land and other departments.
• Knowledge of Contract Management.
5. Qualifications & Experience
• Legal degree (LLB) and Admission as an Attorney or Advocate
• 5 years’ experience with experience in contract law, commercial law, and labour law.
• 3 years working experience in PFMA and Treasury Regulation, Directive and Practice Notes.
• 3 years’ experience in conducting investigations and leading evidence in disciplinary cases.
• 3 years’ experience in commercial litigation.
• Knowledge, insight, and experience of the public and private sector human settlement environments would be preferable.

Main Purpose: To coordinate and facilitate the maintenance of the Housing Development Agency office accommodation, buildings, and office equipment.
 
Key Performance Areas:
1. Building management
• Receive maintenance calls logged by staff members and liaise with the relevant service provider to attend to the maintenance request.
• Coordinate building maintenance contractors’ response to repair requests within the allocated turnaround time.
• Monitor that all repairs and maintenance to buildings are performed according to requirements.
• Coordinate maintenance of all HDA offices in accordance with health & safety requirements.
• Liaise with the appointed Landlord on property management matters.
• Monitor performance of cleaning contractors to ensure that agreed levels of cleanliness are achieved.
• Coordinate the pest control and deep cleaning services on a quarterly basis at all HDA’s offices in accordance with service level agreements and co-ordinate with regional office co-ordinators for their respective offices.
• Compile maintenance reports for submission to the Line Manager.
2. Facilities Management
• Monitor that the design of existing or new offices is in compliance to the standardised design of office plans.
• Coordinate refurbishment projects for new and existing offices.
• Administer the maintenance of the security systems and schedule regular maintenance and testing to ensure response time in an emergency is adequate.
• Coordinate and monitor the safe storage of excess furniture.
• Manage the reception area to ensure the reception desk is sufficiently resourced at all times and that the image of the HDA is maintained.
• Purchase office consumables to ensure sufficient supply of groceries and stationery.
• Conduct monthly stock takes to determine the level of stock is maintained and produce reports for submission to the Line Manager.
3. Maintenance of office equipment:
• Coordinate the maintenance of office equipment to ensure equipment is in sound working order at all times.
• Arrange for the servicing of office equipment in accordance with service level agreement terms and conditions.
4. Service Provider Management:
• Monitor the performance of service providers in accordance with the service level agreement.
• Ensure procurement is undertaken in accordance.
• Support the drive in BEE procurement throughout the HDA to achieve the appropriate BEE targets.
• Provide advice and support to service providers during the tender process.
• Maintain sound business relationships with service providers.
5. OHS Compliance:
• Check that all building areas are in compliance with OHSA and emergency exits clearly marked.
• Coordinate maintenance of the HDA Offices in accordance with Health & Safety regulations.
6. Qualifications and Experience:
• National Diploma in Property Management or Facilities Management or equivalent
• Three years’ experience in facilities maintenance
• Three years’ experience in Occupational Health and Safety Management.

CHIEF ENGINEER
Location: Region A - Western Cape

Main Purpose of Job: To perform and manage all aspects of varied innovative and complex engineering activities that result in progress in technology and engineering applications and provide strategic direction in the process for human settlement development.
 
1. Project Planning & Design
• Carry out technical and feasibility studies and draw up blueprints that satisfy technical specifications of projects.
• Analyse survey reports, maps, drawings, blueprints, aerial photography, and other topographical or geologic data to plan projects.
• Develop and design systems and structures, in line with built environment standards, using design software and drawing tools.
• Conduct on site investigations and analyse data (maps, reports, tests, drawings and other)
• Assess potential risks, materials and costs.
• Provide advice and resolve creatively any emerging problems/deficiencies.
• Estimate quantities and cost of materials, equipment, or labour to determine project feasibility.
• Manage the planning and implementation of Human Settlement Development projects undertaken by HDA on behalf of human settlements partners which includes the following:
o Plan and develop new housing and infrastructure projects to be implemented by the Provincial Department of Human Settlements.
o Oversee construction and on-going monitoring and evaluation of projects planned and implemented by the Provincial Department of Human Settlements.
2. Project Development and Management
• Inspect project sites to monitor progress and ensure conformance to design specifications and safety or other construction development standards.
• Provide technical advice regarding design, construction, or program modifications and structural repairs to the technical team.
• Monitor progress and compile reports in project status.
• Resolve design and development problems.
• Assess the sustainability and environmental impact of projects.
• Ensure projects run smoothly and structures are completed within budget and on time.
• Hand / oversee the handing over process of the completed structures and services for use.
• Inspect project sites to monitor progress and ensure conformance to design specifications and safety.
• Direct construction, operations, and maintenance activities at project site.
• Estimate quantities and cost of materials, equipment, or labor to determine project feasibility.
• Prepare or present public reports, such as bid proposals, deeds, environmental impact statements, and property and right-of-way descriptions.
• Management of complex infrastructure development and construction projects from inception to full life circle.
• Interpret test soil results of materials to determine the adequacy and strength of foundations, concrete, asphalt, or steel.
• Provide technical advice regarding design, construction, or program modifications and structural repairs to industrial and managerial personnel.
3. Compliance Management
• Ensure that service providers comply with stated service level agreements and contractual obligations.
• Provide timely feedback to Western Cape Department of Human Settlements management regarding any contractual transgressions that may occur during projects implementation.
• Ensure implementation of projects are within established policies, systems, procedures, processes and practices.
• Provide advice and assistance to others in order to ensure their compliance with policy, governance procedures, as well as industry standards.
• Identify areas of non-compliance and implement corrective action.
 
Qualification & Experience
1. Must be registered with ECSA as a Professional Engineer (Pr. Eng.)/Professional Technologist (B-Tech).
2. Professional registration is a requirement.

• Develop and maintain periodic registers on land suitable for human settlements development.
• Develop reports with recommendations detailing the outcome of the assessments and feasibilities.

Key Responsibility Areas
1. Conveyancing
• Process and agree contracts, transfers, mortgages, and leases and draw up all the documents that sellers and purchasers must sign in the course of a transaction.
• Drafting or checking contracts and agreeing terms with the conveyancer acting for the other party to the transaction.
• Collating and sending or checking supporting legal and financial documents for all related transactions.
• Carry out and check pre-contract searches by checking whether the property is affected by local authority proposals, leases, mortgages, land tax, or liability for unsound building structures and repairs.
• Paying Stamp taxes and dealing with the registration of client and lender with the Land Registry.
• To liaise with clients, estate agents, commercial agents, mortgage lenders and solicitors at every stage of the transaction.
2. Land Acquisition
• Undertaking deed searches required for the purposes of the land acquisition or disposal transaction.
• Ensuring that the conveyancing transactions are undertaken in accordance with the applicable policies.
• Processing reports and memos relating to land acquisition transaction for approval by management.
• Navigate the public sector landscape to expedite release of land for human settlements.
• Manage private land acquisition transactions to ensure transparency, accountability, and compliance with these transactions.
• Prepare and/or oversee the necessary documentation and/or correspondence required for the various approvals in the land acquisition value chain from the various role players as well as the HDA Board, National Treasury and Accounting Authority.
3. Reporting
• Compile and collate land acquisition reports on a monthly and quarterly basis.

4. Land Transfer

1. Governance and Administration:

• Manage the completeness, accuracy and timeous processing of transactions.
• Oversee the performance of weekly and monthly bank reconciliation.
• Review and approve journals before processing.
• Review and approve monthly All general ledger (balance sheet accounts) reconciliations.
• Responsible for the year end National Treasury consolidation report/s for submission by due date including the surplus retention process.
• Collaborate with the budget and reporting specialist in implementing a monthly reporting calendar and ensure that the General Ledger is closed timely in line with the reporting calender.
• Oversee the preparation/compilation of financial statements in accordance to applicable standards and legislation
• Submission of HDA annual tax returns.
3. Fixed Assets: Property plant and Equipment
• Ensure accurate recording of assets according to GRAP.
• Ensure depreciation is correctly calculated and recognised in the financial statement and the FAR (fixed assets register)
• Ensure assets are written off and disposed with proper authorisation in accordance with the approved delegations of authority, relevant government regulations and laws.
• Ensure the FAR is updated accordingly and proper records are kept for all disposed PPE.
• Process all assets insurance claims.
4. Financial Controls, Policies and Procedures:
• Lead the process of reviewing financial policies and procedures through monitoring appropriate financial regulations and draft updated policies.
• Manage the implementation of financial policies through communicating these policies to staff and providing technical support on the interpretation and implementation of the policies.
• Oversee the updating of the invoice tracker tool and ensure creditors are paid within 30 days.
5. Investments and Bank Management:
• Authorise payments, as approved signatory in line with internal processes and policies.
• Collaborate with the budget and reporting specialist in preparing cash forecasts to ensure HDA is always in a sound financial position.
6. Internal Audits:
• Managing the overall internal process: planning execution and finalisation.
• Management of the audit action plan.
7. Payroll
• Manage payroll outsource partner, liaise with the payroll service provider when necessary.
• Review a complete and accurate preparation of all payrolls related reconciliation.
• Oversee and ensure accuracy of monthly EFT payroll transfer amount prior to approval.
8. Rentals
• Collaborate with the Land department in developing systems for the management of lease agreements, tenants, invoicing and collections.
• Ensure invoices are appropriately approved before issued to tenants.
• Review reconciliation of tenants statements to Age Analysis (GL)
• Manage timeous submission of statements to customers
• Report to the collections department non-repaying tenants, in line with the accounts receivable policy.
9. Petty cash
• Ensure that petty cash funds are physically always secured or attended by an authorized person.
• Review petty reconciliations monthly.
• Ensure petty cash funds are not to be commingled with other funds.
• Conduct surprise cash counts.
• Ensure petty cash funds are utilized in accordance with the petty cash policy
10. People Management:
• Select, assign, lead and manage people.

Lead HR in the implementation of the HR strategy and associated implementation plan in respect of the full HR value chain as follows but not limited to:
Administration & Statutory Compliance:
• Monitor the legislative environment and ensure statutory compliance to updated prescripts. This includes submissions of statutory reports e.g. Skills Development Report, employment equity etc.
• Monitoring the implementation of fair and compliant employment practices.
• Monitoring and managing the implementation of Sector Education Training Authority related requirements.
• Manage the implementation of good HR administration through tracking administrative related matters, reviewing and auditing staff files.
• Implement payroll input process monthly and monitoring submissions to finance for salary payment.
Recruitment & induction:
• Manage the recruitment of staff through reviewing the job profile, managing the service provider where applicable, managing the employment contracting and tracking the recruitment against the budget and organizational establishment.
Performance & Probation Management:
• Updating the Performance Management Policy and Programme in line with best practice and organizational experience
• Develop the annual performance management programme through scheduling the different performance management activities, communicating this to the relevant line managers and tracking delivery of the performance management outputs in line with the programme.
• Provide technical support to line management in the development, implementation and overall delivery of effective performance management outputs including performance contracts, performance reviews and rating moderation.
• Manage the submission of performance management outputs through tracking performance contracts and reviews received from line managers.
Employee Relations & Wellness:
• Manage employee relations through providing advice on the implementation of the disciplinary and grievance procedures to line management.
• Manage the relationship with any recognized employee representative body through undertaking all communication with the body.
• Provide advice to management on the rights of employees and employee representative bodies during business implementation.
• Attend to union-management meetings to Forster relationships with the local union.
• Advise on the management of CCMA cases and at times represent the HDA at the CCMA with the assistance of a Legal Specialist.
• Develop an annual employee assistance programme through identifying key employee stress points and developing an appropriate programmatic response.
• Manage the implementation of the EAP support through managing the appointed service provider in line with their SLA.
Remuneration and Benefits Management
• Develop appropriate, market informed remuneration bands annually guided by the Remuneration Policy.
• Provide advisory on remuneration related issues including remuneration to be offered on commencement of employment, annual salary increases to be offered and any other relevant issues.
• Review and manage the implementation of HDA employee benefits through reviewing the benefits provided, tracking the compliant implementation of the benefits across relevant staff, monitoring the cost effectiveness of benefits and managing the communication of benefits to staff.
• Manage employee benefit service providers through tracking their performance in line with their SLA and addressing any areas of non-performance.
• Manage the transfer of benefits from one service provider to another should this be required.
Learning & Development
• Manage the development of the annual WSP and the Annual Training Plan that supports the overall business strategy and requirements for skills through defining, developing, and implementing training strategies to develop identified institutional competencies.
• Manage the implementation of the organizational training plan and strategy through tracking performance and delivery against agreed targets and driving the implementation of training through the organization.
People Management
• Manage the performance of staff in line with their performance agreements.
• Provide advice, guidance, and direction to subordinate staff towards their professional development.
• Recruiting staff as required: select, assign, lead and manage people.
• Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system.

Main Purpose: To express professional opinion on immovable property values, advise the Agency on property market trends and market values to be taken under consideration when procuring land for human settlements development. Assess and undertake valuation of properties and/or quality assure independent valuations in accordance with applicable policies and legislation.
 
Key Performance Areas:
1. Strategic Management & Business Planning
• ​Develop a Business Plan for property valuations strategies and land acquisition support services.
• Develop a Framework and operational plan for implementing a valuations strategy in line with HDA and government policies and legislation.
• Support Land acquisition strategies and Land Management approaches with partners for the delivery of integrated human settlements.
• Seek opportunities to improve business processes and systems by identifying and recommending effective ways to operate and adding value to the HDA.

2. Land Valuation
  • Implement systems, policies and procedures dealing with identification and acquisition of immovable properties and/or real rights relating thereto.
  • Compile internal quality valuations of immovable properties including assessment of property risk and ensuring compliance with all procedures by conducting physical property inspections, research and analysis of market data and appropriate application of valuation methodologies.
  • Assist the HDA in determining estimated values of the land identified in the land acquisition pipeline for funding purposes.
  • Engage with all relevant stakeholders for purposes of undertaking this key responsibility area.
  • Undertake the necessary research to ascertain and determine the value of the land in accordance with the HDA’s valuation policies and criteria.
  • Presentation of valuations reports to the Agency and external stakeholders.
3. Service Provider Procurement & Management
• Facilitate the procurement of individual independent valuers and/or Panel of Independent Valuers to undertake valuation services for and on behalf of the HDA from time to time.
• Manage all aspects relating to the service providers including facilitating the processing and payment of invoices.
• Ensure that the Valuers are procured timeously and that quality valuations are finalised within the relevant timeframes.
• Presentation of all external valuations to internal and external stakeholders as and when required.
4. Valuations Quality Assurance
• Manage and Supervise the Service Providers in the development of the valuation reports to safeguard the quality of the valuations as well as the efficiency of the service provided.
• Ensure that the valuations reports produced by the independent valuers are aligned to the HDA policies, and relevant legislation.
• Quality control of all valuation reports by independent valuers to ensure that they meet all the relevant valuation criteria and standards in terms of applicable policies and legislation.
• Conduct audits on the valuations and ensure proper record keeping.
5. Land Valuation Management
• To participate and provide support to the land acquisition unit including but not limited to the following: -
o Facilitating the Independent valuation of all identified properties as and when requested.
o Assist the team through presentation and explanation of all valuations undertaken by independent valuers.
o Participate and assist the Land Acquisition Unit in the negotiations for the purchase of the land and/or donation of land parcels.
o Presentation of the Valuations to HDA stakeholders including Provinces and Municipalities.
o Making inputs into reports to HDA stakeholders relating to Land Acquisitions and/or pipelines.
o Facilitating meetings with Independent Valuers for purposes of clarifying their reports or breaking negotiations deadlock where required.
o Analyse and interpret factors and market forces and other information effecting asset values and provide expert advice where required.
o Manage cross-functional relationships through consistent feedback on workflow progress.
6. Policy Development and Implementation
• Review previous policies or guidelines regarding land acquisitions and in particular on aspects relating to valuations.
• Provide input in the drafting of policies/guidelines on land on aspects relating to valuations.
• Keep abreast with relevant legislative requirements impacting on valuations, conduct investigations into best practices and determine the appropriateness of specific legal procedures for implementation.
• Consult with stakeholders regarding existing and new policies and guidelines relating to properties and valuations.
• Distribute approved new policy or a guideline document to HDA for final approval after Portfolio meeting.
• Provide comments on policies and legislation relating to immovable properties and valuations.
7. Stakeholder Relations
• Participate in various meetings (internal and external forums, applicants, objectors, etc.) and provide comments/opinions on matters affecting or concerning the functionality.

GIS TECHNICIAN

Main Purpose of Job: Provide advanced spatial information services to support operational and strategic decision making.
 
1. Data Management & Database Administration
• Support the line-manager by establishing data requirements of clients through running consultation forums, developing data definitions and confirming these with clients as required.
• Receive data in line with agreed partnership arrangements and/or agreements as required.
• Prepare data for uploading to required systems:
o Review and normalise each set of data received from different sources, verify the reliability, consistency and accuracy of the data
o Integrate data from different sources
o Resolve potential data conflicts or duplications
o Edit, create, convert, calculate, and merge data and attributes from different sources
• Use GIS software (i.e., ArcGIS, X-tools etc.) to integrate spatial and non-spatial data into the HDA’s spatial databases
• Design, develop and support databases required for the unit.
• Maintain and support various human settlements project databases.
• Maintain and enhance data sets according to evolving needs and resources.
Document metadata and develop reports.
2. Analyse, generate and interpret spatial and non-spatial information
• Create information and present in the form of maps, reports, tables, graphs, dashboards, applications, presentations, infographics, etc. to meet stakeholder requirements.
• Respond to GIS requests and queries from other departments/programmes in a courteous, timely and professional manner.
• Proactively develop a spatial analysis agenda to support operational and strategic decision-making
• Use research methodologies to conduct independent spatial analysis.
• Use GIS (ArcGIS, QGIS, PlanetGIS) and statistical (Microsoft Excel, Microsoft PowerBI, Tableau) software, as well as extensions to integrate spatial and non-spatial data to provide information products in the form of maps, presentations, dashboards, tables, charts, databases, web applications, etc.
• Use scripts (SQL, Python, Arcade), models and rule sets and tools available to automate manual procedures for efficient delivery.
• Design 3D models using GIS Software (ArcGIS Pro and City engine) to visualise and stimulate the real world.
• Analyse housing sector and related data to identify trends, hotspots, outliers and patterns.
• Develop scenarios based on various trends to predict and forecast future spatial trends/possibilities
• Interpret findings from the data analysis and develop conclusions and recommendations.
• Present findings of spatial analyses.
• Write reports to influence decision making to relevant stakeholders.
3. Information System Support
• Develop automated business processes and workflows to enhance manual process in the GIS unit .
• Develop and implement applications and automated processes to streamline operational process based on organisational needs and user requirements.
• Use the latest technologies to design and develop customised spatial decision support systems such as web-based GIS applications and dashboards based on user requirements.
• Assist in the development and maintenance of the desktop and spatial applications.
• Troubleshoot technical problems and implement solutions.
• Provide system administration and user management of online and enterprise platforms.
• Ensure that the datasets, databases and supporting information are backed up
• Ensure that datasets, databases and supporting information adhere to the standards, procedures and protocols set by the GIS unit.
• Train users in untilising desktop and online spatial applications by providing training, developing manuals and providing on-going user support.
• Monitor the performance of the geospatial system through reviewing system utilization and make recommendations to manage effective system performance.
• Ensure that developed skills are shared amongst team members by contributing to the unit standard operating procedures and GIS strategy4. Project Funding Management.
4. Perform technical tasks with online and offline special tools
• Search, identify and label properties for mapping and presentation purposes.
• Edit, create and manipulate data from various sources.
• Draw polygons and calculate extent of properties.
• Create buffers and calculate distance between properties.
• Import and export various datasets such as shape files, tables, pictures etc.
• Create graphic displays and maps for various departments’ needs.
Qualifications & Experience
• Post graduate qualification in Geography, Geo-informatics, Geographic Information Systems (GIS), Information Science, Town Planning or related field from an accredited university.
• Five years of experience in using a GIS by supporting multi-users at various levels in business.
• Experience in assessing client needs and translating them into GIS products and services
• Advanced knowledge of the ESRI product and environment will be considered an advantage
• Project Management experience will be advantageous.
 
 
Remuneration Scale: R394 200 - R492 750 per annum (all inclusive package)

Main Purpose: To ensure that project finances are appropriately managed, reported on and are compliant to ensure the overall financial success of the HDA’s mandate.
 
Key Performance Areas:
1. Governance and Administration:
• Manage good governance and compliance with audit, as well as legislative requirements.
• Liaise with internal and external auditors.
• Manage the overall project finances to ensure they are run effectively, and that the accurate financial information is provided.
2. Financial Reporting for Projects:
• Manage the accuracy of allocation of expenses to relevant project cost centres.
• Manage the completeness, accuracy, and timeous processing of project transactions, e.g. creditors are paid within 30 days.
• Review monthly bank reconciliation from the project officer.
• Manage bank account balances daily to ensure that there are enough funds in the current account of the projects.
• Manage project budget and ensure no overspending takes place.
3. Projects Finance Management:
• Manage all financial reporting obligations in as required by funders.
• Manage monthly reporting of actuals against budgets pertaining to projects.
• Manage monthly reporting of cashflows pertaining to projects.
• Develop a monthly tracking and reconciling system for projects’ capital and operational expenditure.
• Develop a comprehensive monthly cash flow projection report.
• Bi-monthly production of cash flow forecast graphs funding availability.
• Manage monthly reporting of cashflows pertaining to projects.
• Oversee the accurate and timeous transfer of funds for project expenditure when necessary.
• Develop a system to facilitate the collections and reconciliations of tender documents fees in project offices.
• Maintaining projects information (contracts, invoices, amendments, etc) to support ERP system captured data.
• Review the reconciliation of tender documents fees for projects.
4. Accounts Receivable:
• Review reconciliation of cash book and the bank statement for the requested accounts.
• Review and approve customer invoices monthly.
• Monitor that all leasing agreements contracts are appropriately approved before invoices can be issued to customers.
• Review reconciliation of customer statements to age analysis.
• Manage timeous submission of statements to customers.
5. Project Funding:
• Manage consultations and collaboration with Project and Development Managers on appropriate structures and requirements relating to funds availed to the HDA projects.
• Provide support in relation to inter-governmental fiscal relations concerns and interests of the HDA.
• Maintain appropriate relations with funders and draft reports when necessary, ensuring compliance with implementation agreements and contracts.
• Manage the draw-down of funds as per available schedule.
• Advise on fiduciary management, in particular ring-fencing budget and subsidy flows.
• Manage debtors’ balances to ensure timeous receipting of funds.
• Review monthly fund reconciliations to ensure fund expenditure is aligned with the implementation protocols/ funding agreements.
6. People Management:
• Select, assign, lead and manage people.
• Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system.
• Build and manage relationships with staff members.
• Manage and support staff development (e.g., training, workshops, etc).
• Develop and manage the implementation of succession plans for key individuals and critical positions.
• Implement the HDA HR policies and procedures as required.
• Manage risks and address issues as they arise.
7. Qualifications and Experience:
• Bcom or Business degree.
• A postgraduate degree/diploma in finance or related studies is an advantage.
• A minimum of 5 years relevant experience in project finance, with specific project cost of approximately R2bn
• A minimum of 5 years management experience.

TEMPORARY: BUDGET OFFICER
Location: Head Office – Johannesburg

Main Purpose: Management Accounting and Financial Reporting.
 
Key Performance Areas:
1. Budgeting & Management Accounting
Take overall responsibility for the budgeting process through:
• Assist in annual and mid-term budget review and budget forecast/cash flow projections.
• Upload and maintain approved and revised budgets in Sage 300/related systems.
• Check correctness of GL accounts on purchase requisitions/ activation form before any procurement process take place.
• Compile National Treasury templates medium term expenditure committee (MTEC), quarterly report and Estimated National Expenditure (ENE) database.
• Assist in monthly and quarterly management accounts.
• Conduct meetings with the Head of the Departments to discuss variance reports on monthly and quarterly basis.
• Tracking actual figures against budgeted figures through identifying variances, sourcing reasons/explanations for variances above 10% from the budget holders and communicating these to management.
• Maintain register/excel spreadsheet of requisitions/SCM reports submitted for budget confirmation and budget transfer form file.
• Check requests for budget transfer or virement before adjustments taking place.
• Forecasts based on outstanding purchase orders and advised management appropriately regarding any foreseeably under/overspending.
2. Financial Reporting
• Check purchase requisitions which ensure that expenses are allocated to the correct posting accounts.
• Issue detailed transactions/expenditure listing monthly to all EXCO/unit heads.
• Ensure cost centre reporting is aligned to organisational strategic and performance plans.
3. Adhoc duties:
• Carry out ad hoc investigations, projects etc. required that have financial reporting implications.
• Attend National Treasury budget meetings and provide feedback on HDA budget related matters as required.
• Assist finance as and when required.
4. Requirements
• National Diploma/Degree in accounting/internal Auditing.
• 3 years’ experience in budgeting/management accounting.
• Ability to communicate with people at all levels.
• Advanced computer literacy especially in Excel.
• Sage Knowledge would be added as an advantage.
