The Housing Development Agency (HDA) is a National Public sector development agency that inter alia has the mandate to identify, acquire, prepare, and develop suitable land for human settlements. The agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial, and local government and municipalities, as well as with communities, developers, and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements. MANAGER: FACILITIES & OHS
Location: Head Office, Johannesburg
Reporting Line: Head of Corporate Support

Main Purpose: To efficiently manage and support overall operational and infrastructure for the HDA.
Key Performance Areas:
1. Occupational Health, Safety Governance and Strategy
• Contribute to the formulation of the OHS policy and procedure
• Formulate the security, safety, and health strategy in collaboration with the Executive under the guidelines of the Occupational Safety and Health Administration (OSHA)
• Design the safety, security, and health implementation plan
• Enforce compliance to security, health and safety regulations and policies
• Facilitate and implement OHS tactics in Regional Office in collaboration with Regional and Provincial managers
• Adopt a proactive approach in preventing resolving incidents reports and associated accidents
• Adopt the ‘first-at-the-scene,’ approach in the event that an accident occurs
• Provide advice and assistance to others to ensure their compliance with policy and governance procedures

2. Facilities and Office Management
• Design the standard HDA office interior design concept for adoption by the HDA National offices

3. Security Management
• Development and implementation of security management plan for all HDA Offices

8. Qualifications & Experience
• Business Management degree with Facilities and Health, Safety, or Security
• 7 years’ experience in managing and application of OHS in a construction or land management
• 5 years’ experience in promoting compliance to OHS in a working environment
• 5 years management experience in a similar role
• 5 years technical experience in a similar role
• 5 years’ experience in facilities and leasing management
• 5 years’ experience in reporting and incident management
• Accreditation with the Institution of Occupational Safety and Health (IOSH) (added advantage)
• Safety Management Training course (SAMTRAC) or Nebosh equivalent
Remuneration Scale: R906 100 to R1 177 900 per annum (all-inclusive package)

• Honours degree in Marketing and/or Communications or (Economics or Business Management with post graduate diploma in Marketing with marketing as a major)
• 7 years’ experience in management of Marketing or business analysis and positioning or Market research and delivery of business unit success
• 5 years’ experience in business reputation management and measuring business success factors
• 5 years’ experience knowledge in PFMA
• 5 years’ experience in board presentations and engagements
• A track record of proven delivery, demonstrating both creative and analytical skills
• 3 years in managing budgets and maximising the effectiveness
• 5 years’ experience in business change management
Remuneration Scale: R906 100 to R1 177 900 per annum (all-inclusive package)

The HDA has the following Three-Year Fixed Term contract position:
PROJECT FINANCE CLERK
Location: Head Office – Johannesburg
Reporting Line: Project Accountant
Ref: HDA PFC014
Main Purpose: Processing Capex claims, rental income and asset audits to ensure that financial reports are accurate and complete.
Key Performance Areas:
1. Administrative Support – Capex
• Draw relevant financial information by sourcing the documents from the required files
• Attend to funders, audit visits and queries
2. Accounts Receivable
• Capture receivables for capex claims on the accounting system
• Capture receivables for rental income on the accounting system
• Reconcile rental statements to accounts receivable age analysis
• Reconcile capex claims to accounts receivable age analysis
• Reconcile capex invoices against the receipts by preparing and maintaining a dashboard of invoices and receipts
• Capture credit notes for accounts receivable where required
3. Fixed Assets
• Maintain and update the assets inventory list for Head Office and Provincial offices
• Assist with quarterly audits of all IT equipment
• Assist with bi-annual audits of all assets at Head Office and Provincial offices
4. Cash Book
• Maintain petty cash float at all times
• Capture cash expense report on a weekly basis and/or when petty cash float is below the minimum required amount
• Reconcile and balance the petty cash for reimbursement
• Reconcile petty cash to the general ledger
5. Accounts Payable – Expense Claim
• Capture staff expense claims on the accounting system
• Attend to various queries from staff
6. General Administration
• Establish and maintain a good filing system in accordance with the Finance record and document management protocols
• Assist the finance team throughout the month with various accounting duties
• Attend various meetings
• Assist with the audits as and when as required
7. Qualifications & Experience
• Grade 12 and National Diploma in Financial Management is required
• 2 years finance clerk experience
Remuneration Scale: R342 800 to R428 513 per annum (all-inclusive package)
