The Housing Development Agency (HDA) is a National Public sector development agency that inter alia has the mandate to identify, acquire, prepare and develop suitable land for human settlements. PROVINCIAL MANAGER
Location: Polokwane, Limpopo
Reporting Line: Regional Manager
Reference: PMLIM 006
Main Purpose: To plan and manage the delivery of provincial programmes in line with the agreements and service delivery standards set out by the HDA.
 
Key Performance Areas:
1. Strategic Management
• Provide required and relevant information, insights and influence within the context of the Regional and organisational strategic planning process.
• Participate in finalising the strategic plan and vision.
• Define targets and strategies for teams to implement in support of the achievement of the Regional and organisational strategic objectives.
• Develop provincial operational plans to facilitate achievement of the overall HDA strategy.
2. Contract Management
• Manage Medium Term Operational Plans and other Service Level Agreements
• Manage development of operational plans and capacity requirements to implement assigned work in terms of HDA strategy.
• Manage optimal utilisation and mobilisation of resources across other organs of state (province, municipalities and other public bodies)
• Work within the agreed protocol/agreements with the provinces, local authorities and other strategic partners
• Support and advise functionaries in respect of their operations and interface with strategic partners and ensure coordination across the functionaries.
Stakeholder Engagement and Consultations
• Network with relevant role-players and make appropriate contact with public and private sector organisations.
• Identify and explore possible new work opportunities with partners and clients in the province.
• Align work opportunities to the HDA strategy as well as role and function of Provincial Office
• Gather relevant information (key decision-making processes, strategic choices, and timing of priorities)
• Promote the HDA function, mandate, and role through delivering presentations and representing the HDA as well as addressing queries on the services offered by the HDA.
• Consult with the relevant public and private sector bodies to identify areas of mandate alignment (to inform the structuring of operational programmes and plans)
• Establish processes to ensure full, end-to-end coordination between all involved parties.
• Troubleshoot and unblock issues affecting execution of HDA work and services.
4. Provincial Programme Management
• Manage overall support to ensure the effective functioning of the HDA services in the province.
• Establish clear, written, and explicit work processes and procedures and set up systems and methodologies to monitor the execution and performance of work of all staff.
• Review work processes and recommend corrective actions/improvements enhancing the performance and effectiveness of the Programme.
• Manage control of quality and quantity of work performed, guide the team, and carry the overall responsibility for task fulfilment as per the operational and other organisational plans.
• Manage that the operation support plan and programme for the work includes and addresses:
  • Detailed Project Plans and necessary and satisfactory project procedures are established to direct all project work in order to maintain timely execution and quality of work.
  • Results are compiled, documented, and forwarded to in required format, quantity, and quality, and ensure timely and correct presentation and explanation of results.
  • Risks are proactively managed.
  • Progress review and coordination meetings are held regularly with key project team members, and other project stakeholders.
  • Progress is diligently monitored, and that bottlenecks and related issues are proactively tracked.
  • Costs are properly and orderly tracked and maintained within approved project budgets.
  • Project schedules are followed, and deadlines are met.
5. Financial Management
• Develop the budget required for programmes within the province.
• Manage expenditure against budget and prepare necessary forecasts on a regular basis in line with organisational requirements.
• Manage procurement in line with the relevant policies and procedures.
• Address any anomalies in expenditure and budget.
• Report on financial performance of the programme
6. People Management
• Select, assign, lead and manage people.
• Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system.
• Build and manage relationships with staff members.
• Manage and support staff development, including periodic coaching and mentoring.
• Develop and manage the implementation of succession plans for key individuals and critical positions.
• Implement the HDA HR policies and procedures as required.
• Manage risks and address issues as they arise.
7. Compliance Management
• Manage implementation of work within established policies, systems, procedures, processes, and practices
• Provide advice and assistance to others in order to ensure their compliance with policy and governance procedures.
• Identify areas of non-compliance and implement corrective action.
8. Requirements
• Relevant Degree or equivalent qualification in the Built Environment and/or Civil Engineering required.
• Post Graduate degree in Built Environment and/or Civil Engineering required.
• Professional registration within Built Environment.
• 10 years of related experience
• 5 years senior management experience in the Human Settlements environment.
• 5 years of experience and knowledge of PFMA.
• 3 years in managing budgets and maximising its effectiveness.
• 3 years of experience in stakeholder management.
• Knowledge of legislation and policies regulating the human settlement sector and the intergovernmental relations environment.
• Knowledge, insight and experience of the public sector human settlement environment.
• Ability and willingness to travel.
 
 
Remuneration Scale: R1 155 200 to R1 501 800 per annum (all-inclusive package)

COORDINATOR PROGRAMME MANAGER (GREATER ALEXANDRA AREA)

Main Purpose: To manage, plan and oversee the delivery of the Greater Alexandra Development Plan and support the outcome and deliverables assigned to the HDA.
 
Key Performance Areas:
1. Strategic Management
• ​Determine how to operationalize and implement the strategy and continually scan the provincial environment to optimise opportunities and mitigate risks.
• Develop Annual Performance Plans.
• Determine optimal utilisation and mobilisation of resources across other organs of State (Province, Municipalities, and other public bodies).
• Set precedents for how work should be done in respect of agreed protocols/ objectives with Provinces.
• Support and advise the internal and Head Office (where applicable) functionaries in respect of their operations and interface with the Province/ Municipalities and ensure coordination across the functionaries.
• Prepare monthly and quarterly reports and ensure timeous reporting.
2. Mobilise strategic partners and participation of key stakeholders in the Priority Programme
• Develop and build private sector networks and contracts that HDA can utilize and engage with to promote the involvement and support for the redevelopment of Alexandra.
• Develop a national/or provincial structure/one-stop entry point for the strategic partners role players involved in the project development and funding of projects to engage meaningfully with potential partnership.
• Consulting with the relevant public sector bodies to identify areas of mandate alignment (to inform the structuring of operational programmes and plans).
• Establish processes to ensure full, end-to-end coordination between all involved parties.
3. Programme Oversight
• Advise the planning and delivery of the Priority Programmes and project planning.
• Define a multi-year and annual operational plan to mobilise capital funding for the projects within the programmes.
• Consult and communicate the plan and programme annually to relevant stakeholders including team members and managers together with the – key stakeholders before the conclusion and implementation of the plan.
• Ensure the programme and plan is aligned with the National Departments and HDA organisational strategy and direction, values, and mission before finalized and implemented.
• Ensure and build relationships with keys sector stakeholders and role players relating to this programme
• Develop clear programme and project milestones, and reporting requirements on projects.
4. Programme Management and Administration
• Overall management of strategic programmes
• Manage administrative support to ensure the effective functioning of the HDA services in the province.
• Ensure that clear and explicit work processes and procedures are established and understood in all assigned sections and set up systems and methodologies to monitor the execution and performance of work of all staff.
• Identify inefficient and costly practices and recommend corrective actions/improvements enhancing the performance and effectiveness of the Programme.
• Control quality and quantity of work performed, guide the team, and carry the overall responsibility for the task fulfilment as per the operational plan.
• Oversee the assigned functionary managers that:
  • Detailed Project Plans and necessary and satisfactory project procedures are established to direct all project work to maintain timely execution and quality of work.
  • Results are compiled, documented, and forwarded to in required format, quantity, and quality, and ensure timely and correct presentation and explanation of results.

  • Statement of intent

  • Integrated development planning

  • Design and Implementation
• Support and guide the work of the development managers responsible for the sub programmes. This includes project planning and preparation and coordinating specific support.
• Determine and operationalize processes to implement the sub-programmes in line with the overall objectives of the programme and strategy.
• Provide strategic support to coordinate the plans and resource allocations between the province, municipalities, and relevant sector departments to appropriately programme projects for human settlements development over the MTEF period and beyond.
• Quality manages and signoff all submissions and governance approvals and other inputs as may be required and agreed with the stakeholders.
6. Programme Planning
• Manage the programme budgeting and cash flows.
• Managing the liaison with programme/project related stakeholders
• Coordinating the allocation of resources (both internal and external) when required

10. Requirements
• Relevant Post graduate Degree in Engineering or Construction or equivalent built environment discipline.
• Experience in strategy development and implementation is a key requirement.
• 10 to 12 years of experience in a Project Management role.
• 5 years of this experience must be at management level.
• Registration as a Construction Project Manager or other recognised and equivalent professional accreditation.
• Insight into the IGR environment and government planning framework and infrastructure deliveries.
• Experience in housing construction or infrastructure-based project management.
• Experience in the delivery and project management of low income/affordable housing projects is preferable.
• Knowledge, insight, and experience of the public sector human settlements and built environment development.
• Knowledge of legislation and policies regulating the human settlement sector and the built environment.
• Computer literacy.

• Knowledge, insight, and experience of the public sector human settlements and built environment development.
• Knowledge of legislation and policies regulating the human settlements sector and the built environment development
• Strategic management and superior communications skills
• Competent at Word, MS Outlook, Excel, PowerPoint

HEAD: INVESTMENT OFFICE
Location: Head Office – Johannesburg

Main Purpose:
•​Managing investment strategies and portfolios for the organisation.
•​Directing, leading, and growing the strategic vision of the business through the investment creation and implementation of HDA asset management insights proposition, analysis and interpretation of qualitative and quantitative data.
•​Providing a comprehensive suite of financing solutions for the development of sustainable human settlement projects.
•​Leading the HDA to long term financial strength through viable investment financing models and partnerships. Building rapport with key influencers and decision makers at current and prospective clients is also very crucial for business success.
 
Key Performance Areas:
​Formulate and develop processes for project implementation.
1. Strategic formulation and execution:
•​Provide strategic vision and set direction for the Business Unit.
•​Develop and deliver sustainable financial structures, models and solutions for the HDA through various products which include (amongst others) blended financing structures; Public Private Partnerships (PPP) structures, project finance, equity funding models.
•​Develop the investment strategy and implementation roadmap with a focused suite of inward and outward driven view.
•​Cope Fund raising activities to fund the HDA investments and operations to foster sustainable economic development, strengthen the HDA’s balance sheet and improve delivery of sustainable human settlement.
•​Provide strategic support to the regional implementation of the primary mandate.
•​Oversee effective management and performance of the entire Land department of the HDA
2. Portfolio and Property Management
•​Oversees the sourcing of identified land/buildings.
•​Negotiates leases and acquisitions when required.
•​Manages the effective negotiation of new lease agreements and renewal of existing leases in accordance with market related rates.
•​Ensure effective rental collections and maintain low levels of non-performing assets
•​Ensure Project Packaging, Project Compliance and Project Readiness.
•​Oversee the identification of project funders from the public and private sector for HDA programmes and projects.
3. Funding and Risk Management:
•​Develop and implement the HDA’s funding strategy to optimise borrowing costs at all times, with the aim of providing tailor-made investment solutions.
•​Develop investment proposals and support during preparation of terms and conditions of financing, discussions with potential investors, risk rating agencies, regulators, asset managers, pension funds etc.
•​Ensure sound financial capital management through assuming responsibility for stewardship over the capital under management, as well as efficient utilisation of financial resources.
•​Manage all risk aspects of the financing delivery function, in terms of ensuring appropriate structuring of investment risks and on-going mitigations of operations-related risks.
•​Develop and implement Investment policies and strategies.
•​Work in partnership with external counterparts to hedge credit, foreign exchange, interest rate and market risk in line with approved policies.

​Oversee the Development Finance sub-unit with strong focus on Capital Raising, Mobilising of funding, and funding modelling.
4. Financial Control:
•​Develop, manage, and implement the annual Investments and Development budget, by:
• Integrate Finance Development in all provinces to ensure a reduction in the over reliance on MTOP’s and IP’s.
  • Analyzing trends, operating requirements, and forward plans to establish/ determine funding/ expenditure for the period and/ or assessing the accuracy of project estimations/ costing referring to specifications and/ or technical requirements.
  • Monitoring and implementing corrective measures to rectify deviations contrary to financial regulations, audit requirements and departmental procedure.
  • Prepare and manage the operational and capital budgets ensuring adherence to deadlines set by the Shareholder (NDHS)
  • Overseeing the expenditure of the Business Unit in terms of the business plan and or the agreed budget.
  • Ensuring compliance with the Public Finance Management Act (PFMA) and all other relevant legislation
5. Deal Appraisal and Execution
​Proactively manage investment projects that are taken to bankability through, amongst others, evaluation of the feasibility of investment opportunities with a view to ensuring that they are commercially sound prospects for financing. This must be performed in alignment with the agreed strategy and mandate, due diligence process and deal structuring,.

• Relevant expertise and understanding of Intergovernmental Relations would be an excellent advantage.

• Prepare monthly cashflow reports per project.

Main Purpose: To manage oversee and provide relevant support by the HDA intergovernmental relations and stakeholder unit to ensure that the HDA can deliver on its mandate, targets, outputs, and outcomes as provided for in terms of policy, legislation mandate and plans – The development and implementation of an efficient, effective, and sustainable in intergovernmental relations strategy and plan consistent with good practice.
 
Key Performance Areas:
1. Strategy
• Support the CEO and Head of Department with the development and implementation of an intergovernmental strategy and plan to ensure seamless, coordinated, and functional IGR contracting to improve, sustain and promote the developmental mandate of the HDA aimed at achieving the strategy and operational vision, mission, and objectives.
• Develop implement maintain and support National, Provincial and Municipal IGR strategy and Stakeholder support Plan specific to the HDA mandate contracting, planning, funding and implementation of decisions and targets with all state partners based on evidence, environmental analysis and incorporation of good practice IGR process and procedure.
• Facilitate processing of contracting, planning, funding and implementation of decisions and targets with all state partners to ensure integrated housing and human settlements development.
• Ensure, coordinate, promote, and prepare for HDA participation in key IGR Strategic, Organisational, Fiscal and Development Planning and Implementation processes.
2. Stakeholder Engagement and Consultations
• Conduct research, network with relevant role-players and make appropriate contact with public sector organisations.
• Gather and develop evidence and information-based IGR key decision-making processes, strategic choices and planning of priorities.
• Develop, coordinate, and manage interaction with stakeholders promoting HDA functions, mandate and role and functions.
• Promote the HDA policies, legislation, functions, mandate and targets through relevant channels, fora, consultations by delivering presentations, networking with relevant stakeholders, representing the HDA as well as addressing any queries on the HDA services offering.
• Consult with the relevant public sector bodies to identify areas of mandate alignment and performance targets.
• Manage the drafting and facilitate the conclusion of implementation protocols between the HDA and prioritized public sector bodies.
• Advise and organize appropriate meetings, interventions, appointment, engagements, networking sessions and presentations for the Executive: Strategic Support intervention.
• Advise and support HDA Regional and Provincial Managers of areas of IGR planning, contracting, and funding priority.
3. Relationship Management
• Manage, monitor, and oversee compliance with the key components of the IGR agreements through liaising with key HDA role players tracking performance against the agreement and contracts and reporting on progress and performance.
• Communicate and support IGR status reporting and engagement on an on-going basis, through reports, discussions and feedback sessions to programme and project owners.
• Promote and track the status of the IGR contracting and engagement through regular interaction with the partner state and sector partners and take sanctioned corrective measures if and when required.
• Participate in and/or ensure HDA support to strategic planning and other relevant events/ activities of identified public sector bodies.
• Advise, support, and mitigate with the responsible functionaries of issues and events of relevance to their areas of responsibility and provide the necessary support where issues of IGR and stakeholder management arise.

Main Purpose: To ensure the finances of the projects and grants are appropriately managed, reported on and are compliant to ensure the overall financial success of the projects.
 
Key Performance Areas:
1. Governance and Administration:
• Ensure good governance and compliance with the Public Finance Management Act (PFMA), National Treasury Regulations and other relevant legislative requirements.
• Manage the overall project finances to ensure they are run effectively and that the accurate financial information is provided.
• Review annual audit management letter and internal audit reports and address findings.
2. Invoice Compliance Checking:
• Review invoices for completeness and accuracy.
• Review invoice checklist to ensure compliance with finance policies and procedures.
• Check and confirm availability of funds in the project relating to the presented invoice.
• Check the supporting documents to ensure invoice alignment to the approved in line with delegation of authority document.
• Ensure the completeness, accuracy, and timeous processing of project transactions, e.g., creditors are paid within 30 days.
3. Accounts Receivable - Projects:
• Review funding agreement against invoice created.
• Review and post invoices captured in the accounting system.
• Ensure drawdowns or invoices are created as per available schedule.
• Follow up on outstanding debtors balances to ensure timeous receipting of funds.
4. Projects Finance Management
• Ensure compliance with the Division of Revenue Act (DORA) requirements by the relevant provinces or municipalities.
• Ensure the effective management of operational costs through Medium Term Operational Plans (MTOPs) agreements.
• Prepare detailed budgeting for projects.
• Prepare monthly cashflow reports per project.
• Prepare project funding and expenditure reconciliation per project and ensure no overspending takes place.
• Prepare confirmations and ensure that they are signed by relevant authorities, both from the HDA and funder.
• Check correctness of expenses allocated in compliance with approved budget.
• Review general ledger transactions to ensure accuracy and complete journal entries when required.
• Prepare monthly fund reconciliations to ensure fund expenditure is aligned with the implementation protocols or funding agreements.
• Prepare projects funds monitoring report to flag financially underperforming projects.
• Assist with cash forecasting on projects.
• Prepare projects cash reconciliations monthly.
