The Housing Development Agency (HDA) is a national public sector development agency that inter alia has the mandate to identify, acquire, prepare, and develop suitable land for human settlements. The agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial, and local government as well as with communities, developers, and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

The HDA has the following Six months termporary position:
TEMPORARY ADMINISTRATIVE OFFICER – ASSET MANAGEMENT
Location: Head Office, Johannesburg
Reporting Line: Senior SCM Manager
Reference: HDA TAOAM001
Main Purpose: Management of the total life cycle of Assets within Housing Development Agency. Ensure compliance to relevant policies and procedures and ensure that assets are safeguarded. Facilitate the disposal of Assets.
Key Performance Areas:
1. Asset Management Governance
- Ensure that assets are managed in compliance with all relevant legislation and regulations
- Ensure that all approvals regarding assets are in line with delegation of authority.
- Ensure establishing a disposal committee to review assets to be disposed of and ensure that the process is carried out efficiently and in accordance with regulations.
- Perform barcoding of all acquired assets and capture on the asset register,
- Maintain asset registers including acquisitions, maintenance management, disposals, allocations, transfers and valuations.
- Ensure current and complete Asset Register is effectively maintained in compliance with legislative requirements and accounting standards.
- Manage plan, and execute the asset verification process for the Head Office and Regional Offices
- Perform asset verification in accordance with the policy for both moveable and immovable assets of the HDA Head Office and the Regional Offices.
- Effectively investigate variances, resolve discrepancies on time, make informed recommendations to resolve discrepancies, ensure approval and implementation of recommendations.
- Compile a report on findings of Asset Verification process and present to EXCO.
- Accurately update the asset register in accordance with accounting standards.
- Facilitate the submission of the report to the Board.
- Manage and execute the approval of the Board regarding assets.
- Monitor the condition of all assets and ensuring they are properly maintained.
- Compile reports on the state of assets.
- Capture asset information on the inventory list (room list) of the asset holder.
- Make follow up on missing assets to ensure that they are accounted for.
- Oversee the movement of assets in instances of office move to a another building for the HDA and HDA Regions.
- Compile disposal forms and ensure disposals are accurately recorded and reported.
- Manage the disposal of asset process and ensure assets are disposed in accordance to the asset disposal policy and applicable legislation.
- Coordinate with IT department distribution of assets to satellite offices including delivery and acknowledgement of asset transfer.
- Report monthly on the assets purchases, disposals and maintenance.
- Implement asset policy, procedures and best practices to meet the needs of the agency.
- Train staff on asset management policy and disposal policy
- Serve in SCM Committees as and when required
Qualifications & Experience
- Relevant 3 years degree or equivalent in SCM/ Logistic / Finance or equivalent.
- Public sector asset management and administration experience is essential.
- Asset Management, Sage and Asset Management Systems.
- Public Finance Management Act, Treasury Regulations, OHS Act and Generally Recognised Accounting Practice is essential
- Advanced planning, organizing, and problem solving skills; excellent communication (both verbal and written) and interpersonal skills.
- Financial report writing skills, People management skills, excellent computer literacy and experience in the application of software tools including (Ms Word, MS Project, PowerPoint, Excel, Internet and Outlook).
- The possession of a valid driver’s licence with at least one-year practical driving experience and a willingness to travel nationally is essential.
- Minimum 5 years public sector asset management and administration experience.
Remuneration Scale: R394 200 – R492 750 per month (all inclusive package)
