(HDA) is a National Public sector development agency that inter alia has the mandate to identify, acquire, prepare, and develop suitable land for human settlements. The agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial, and local government and municipalities, as well as with communities, developers, and financiers. TEMPORARY TRAINEE CIVIL ENGINEER
Location: Head Office, Johannesburg
Reporting Line: Chief Civil Engineer
Reference: HDATCE01
Duration: Six (6) month Fixed-term contract
Main Purpose: To provide development support for the implementation of engineering, infrastructure, and project technical support, as well as to capture or develop support products and tools, lessons learned, and good practices.
 
Key Responsibility Areas:
1. Project Planning Design and Implementation:
  • Support technical and feasibility studies and develop technical specifications for projects in line with industry norms.
  • Analyze survey reports, maps, drawings, aerial photography, and other topographical or geographical data to plan projects.
  • Conduct on-site investigations and analyze data to resolve emerging problems/deficiencies.
  • Provide project administrative support, including project reporting.
2. Strategic Management:
  • Contribute to the overall effective functioning of assigned projects in the Business Unit.
  • Ensure integration of different project functions within the Business Unit for optimal delivery of HDA’s mandate.
  • Align projects with the broader HDA strategy and strategic intentions.
3. Project Development:
  • Develop and maintain the program aligned with HDA’s strategic direction, policy, and plans.
  • Accommodate sector development and changes in the program approach and strategy tailored for specific service offerings to organs of state.
4. Programme Support and Services to Clients:
  • Develop draft project plans, feasibility factors, resourcing requirements, and project deliverables.
  • Define project plans in line with HDA project service offerings and procurement practices.
  • Accommodate changes and specific client requests as part of program offerings.
5. Programme Resource Management and Alignment:
  • Monitor performance and provide feedback to identified resources.
  • Ensure alignment of external resources to project, regional, and internal capacity support on the program.
6. Programme Budgeting and Financial Management:
  • Develop project/program budgets aligned with feasibilities and available funding.
  • Monitor project expenditure against budget and address any variances.
  • Provide input to the overall HDA budget.
7. Develop Support Tools, Products, Lessons Learned, and Best Practice:
  • Identify project best practices and develop support tools, products, and opportunities.
  • Review and integrate lessons learned into new project methodologies.
 
Qualifications & Experience:
  • Registration with relevant professional body will be an advantage.
  • Civil Engineering Degree or equivalent.
  • Minimum 1–2 years’ experience in PFMA/MFMA and public entities environment.
  • 1–2 years’ experience in large-scale and/or low-income housing construction or infrastructure development.
  • Computer literacy in AUTOCAD, MS Project, Civil Designer, Microsoft Outlook, Excel, and Word.
  • Willing to travel extensively.



Remuneration: R11,666.66 per month (all-inclusive)

TEMPORARY ADMINISTRATIVE SUPPORT
Location: Head Office, Johannesburg
Reporting Line: Specialist: Organisational Performance
Reference: HDATAS01
Duration: Six (6) month Fixed Term contract
Main Purpose: To manage and coordinate the HDA development and implementation strategy, Annual Performance Plan of the organisation and to monitor performance against plans.
 
Key Performance Areas:
1. Strategy and Annual Performance Planning:
  • Assist to gather and compile research to inform the Strategy of the HDA.
  • Ensure alignment of the HDA to National Priorities, Ministerial Mandates, Policies, Legislation applicable to the Human Settlement Sector and the HDA.
  • Assist HDA internal Departments to understand requirements for compiling the Strategy of the HDA and manage the development of the HDA strategy and annual performance plan in conjunction.
  • Coordinate and support departments in the development of departmental plans.
  • Assist the Manager: Strategy and Performance Management with the implementation and communication of the annual strategic plan to all stakeholders.
  • Provide any other support to the strategic planning process.
  • Review all the strategic plans (5year Strategy, Annual Performance plan, Macro Indicators and Mid-year review and any other work plans), to manage consistency of information.
 
2. Quarterly and Monthly Reporting:
  • Assist to develop Quarterly Reports and submission to the National Department of Human Settlements (including annexures).
  • Coordinate compliance with reporting deadlines, obligations, channels and standards.
  • Collect and Collate Monthly Performance Reports.
  • Communicate timelines.
  • Verify accuracy and consistency of content in quarterly and annual reports aligned with the APP and Strategic Plan.
  • Assist to compile HDA reports on HDA MTSF contributions Quarterly Thorough understanding of reporting prescript requirements.
3. Performance Compliance:
  • Assist in compiling, monitoring, and checking quarterly reports.
  • Monitoring that portfolio of evidence files are consistent across all departments in terms of expected requirements.
  • Review portfolio of evidence files for accuracy
  • Compile all necessary files for audit purposes.
  • Maintain listings for all KPI’s.
  • Follow up on internal audit queries.
  • Understand requirements and findings of the audit and ensure improvements are implemented annually.
  • Assist in Identifying areas of non-compliance and implement corrective action.
  • Participate in quality improvement reviews at various departments and external forums.
4. Administration:
  • Assist in the compilation of necessary performance data for the development of presentations.
  • Ensure that files and records are up to date and in line with the required standards.
 
Qualifications and Experience:
  • Relevant Degree in Business/Public Administration or related field is required.
  • Minimum 1–2-years’ experience in organisational performance or in a similar role.
  • Willingness to travel.

SPECIALIST: TRANSFORMATION AND EMPOWERMENT
Location: Head Office, Johannesburg
Reporting Line: Manager: Transformation and Empowerment/ Head: Strategy & PPC

Main Purpose: Implement and project manage the Organisational transformation strategy. Manage, monitor, oversee and report on the HDA transformation scorecard. Provide advice, support and assistance on entity policies and procedures related to the area of focus. Ensure
entity compliance with relevant policy, legislation, and frameworks and monitoring, tracking of process and governance.
 
Key Performance Areas:
1. Quality Management
  • Implement and execute the Entity transformation and empowerment plan.
  • Support the monitoring and reporting on the Entity transformation & empowerment plan including implementation plans, processes, policies, targets, output and outcomes.
  • Support the entity in the management of programme stakeholder management to achieve the outcomes of the programme and in engaging on a regular basis with key stakeholders for the purposes of updates on transformation progress.
  • Compile and assist in the reporting of all related transformation imperatives related to transformation and empowerment objectives of the HDA
  • Assist and support the reporting of procurement monitoring to ensure required targets related to designated groups and community initiatives are implemented and achieved.
  • Assist in the development of evaluation tools, methods and frameworks that will ensure compliance and adherence to approved standards and procedures
2. Programme Administration Management and Implementation
  • Ensure and support efficient, effective, and good practice in programme and project administration.
  • Ensure appropriate programme and project document mąnagement, tracking and reporting.
  • Ensure all HDA policy, legislative and administrative frameworks are applied and complied with in the management of the function optimally.
  • Ensure information is integrated and readily available for reporting.
  • Coordinate and manage project deliverables consistent with the required HDA administrative systems
  • Monitor and evaluate statuses of each project for reporting purposes
3. Transformation and Empowerment Required Areas of Output and Outcome
  • Report on entity B-BBEE interventions related to housing and human settlements development including targets, outputs, and outcomes.
  • Initiate, design, and implement approved programme projects.
  • Support and assist the HDA’s departments to advance transformation in the following regards:
o Women empowerment
o Youth employment
o Preferred procurement BEE for community benefit
o Preferred procurement transformation
o Empowerment of disabled persons within the sector
o Support the access to jobs and skills development.
o Support entry of new companies the construction sector
o Empowerment of military veterans
o Promotion of local content through transformation and empowerment
4. Employment Equity Support
  • Input in HDA’s human resources policy and planning and monitoring support thereof
  • Support the development of the HDA Employment Equity Plan and B-BBEE Strategy and Action Plan
  • Support problem solving and developing value-adding strategies align transformation and empowerment legislation and objectives
  • Support the implementation and annual planning for transformation and empowerment targeting and outputs.
  • Support and assist with interventions or training programs and advancement opportunity, identifying of obstacles that are present for specified designated groups
5. Project Management
  • Identify and facilitate engagements and interventions for economic participation for all designated groups for the advancement of transformation and empowerment
  • Implement and facilitate the implementation and support of policies, plans and frameworks where appropriate to enhance socio-economic impact
  • Develop and support plans that ensures that local communities derive maximum benefit from the investment through access to labour, sub-contracting opportunities, socio-economic investment and income.
  • Support successful conclusion of transformation project
  • Support principle that transformation
    targets are linked to the human settlement transformation score card
6. Stakeholder Engagement
  • Design, plan and support research, network with relevant role-players and make appropriate contact with public sector organisations
  • Gather relevant information data including key decision-making processes, strategic choices and timing of priorities, to support evidence-based programme and project planning.
  • Support CEO and management in the compilation of reports and presentations to promote transformation in the sector and HDA functions, mandate, and role.
  • Advise and organise appropriate meetings, interventions, appointment, engagements, networking sessions and presentations as may be required.
7. People Management
  • Manage and lead the units personnel reporting into this function and scope of authority.
  • Set clear objectives for the position and scope of work to measure achievements against objectives, based on the HDA performance management system.
  • Build and manage relationships with staff members.
  • Implement and comply with the HDA policies and procedures.
  • Manage risks within programmes and projects.
8. Qualifications and Experience
  • Relevant Degree in Human Resources Management and/or Education and/or Development Studies
  • Valid Driver’s Licence
  • Ability and willingness to travel
  • Computer literacy and proficiency to research, write, compile, prepare reports and presentations
  • Minimum 10 years’ experience in the Social and Community Development and/or Transformation and/or Empowerment and/or Change Management
  • Experience and knowledge of Skills Development and Training
  • A minimum of 3 years’ management experience in Enterprise Development and Corporate Social Investment Programmes
 
 
Remuneration
Scale: R807 700 to R1 050 000 per annum (all-inclusive package)
