TEMPORARY PROPERTY ADMINISTRATIVE OFFICER (HEAD OFFICE)

Responsibilities
Unit coordination and liaison
- Coordinate regularly and provide reports on the Immovable property portfolio including reporting monthly and quarterly on property accounts and rental matters.
- Assist with developing and reviewing unit policies and operating procedures.
- Monitoring, prioritizing, scheduling, supporting unit programs, tasks and activities
- Collating unit reports
- Arrange unit meetings and record minutes
- Assist in administering unit dashboard and expenditure reports.
Rent and Rates Administration
- Billing of tenants monthly in line with signed lease agreements.
- Ensure tenants pay their rentals on or before agreed timelines.
- Ensure all municipal accounts are opened and paid timeously for all properties in the asset register.
- Drafting of rent recons for all leases in place.
- Assist with Valuation document compliance
Lease and Property Finance Administration
- Coordinating with Finance to ensure appropriate and accurate financial reporting and budgeting
- General assistance at ad hoc requests.
Document Management
- Develop and implement a system to safekeep and record all documents relevant to rental and accounts administration in the Land Property Management and Holding unit.
- Maintain up-to-date immovable asset information.
Administration & Support
- Provide general administrative support to the unit manager.
- Control and follow-up on all rent and municipal accounts administrative matters.
- Manage logistical & administrative arrangements relating to leases, inspections, rent collections and property levies.
- Render an all-round administration service pertaining to management of land and property assets.
- Extract Lightstone report from the system.
- Prepare activating forms for procurement process.
Asset Data Capturing
- Capture all required info on asset register, historic data, expenditures, and work activities on all immovable properties.
Requirements
- Matric (Grade 12)
- A National Diploma (NQF Level 6) in the Property Studies or Real Estate, and Finance.
- A Degree in Property Studies or Real Estate, and Finance would be an advantage.
- 1 years’ experience in the Property Management and Finance.
- Competent in MS Package (Word, Excel, PowerPoint, Outlook and Project).
- Code 8 (B) driver’s license or above is necessary and be able to travel extensively.

SPECIALIST: TRANSFORMATION AND EMPOWERMENT (HEAD OFFICE)

Responsibilities
Quality Management
- Implement and execute the entity transformation and empowerment plan.
- Support the monitoring and reporting on the entity transformation & empowerment plan including implementation plans, processes, policies, targets, outputs, and outcomes.
- Support the entity in the management of programme stakeholder management to achieve the outcomes of the programme and in engaging on a regular basis with key stakeholders for the purposes of updates on transformation progress.
- Compile and assist in the reporting of all related transformation imperatives related to transformation and empowerment objectives of the HDA.
- Assist and support the reporting of procurement monitoring to ensure required targets related to designated groups and community initiatives are implemented and achieved.
- Assist in the development of evaluation tools, methods and frameworks that will ensure compliance and adherence to approved standards and procedures.
Programme Administration Management and Implementation
- Ensure and support efficient, effective, and good practice programme and project administration.
- Ensure appropriate programme and project document management, tracking and reporting.
- Ensure all HDA policy, legislative and administrative frameworks are applied and complied with in the management of the function optimally and information is integrated and readily available for reporting.
- Coordinate and manage project deliverables consistent with the required HDA administrative systems.
- Monitor and evaluate statuses of each project for reporting purposes
Transformation and Empowerment Required Areas Of Output and Outcome
- Report on entity B-BBEE interventions related to housing and human settlements development including targets, outputs, and outcomes.
- Initiate, design, and implement approved programme projects.
- Support and Assist Entity Units to advance transformation in the following regards:
- Women empowerment
- Youth employment
- Preferred procurement BEE for community benefit
- Preferred procurement transformation
- Empowerment of disabled persons within the sector
- Support the access to jobs and skills development.
- Support entry of new firms in the construction sector
- Empowerment of military veterans
- Promotion of local content through transformation and empowerment
Employment Equity Support
- Input in HDA human resources policy and planning and monitoring support thereof
- Support the development of the HDA Employment Equity Plan and B-BBEE Strategy and Action Plan
- Support problem solving and developing value-adding strategies align transformation and empowerment legislation and objectives.
- Support the Implementation & annual planning for transformation and empowerment targeting and outputs.
- Support and assist with interventions or training programs and advancement opportunity, identifying of obstacles that are present for specified designated groups
Project Management
- Identify and facilitate engagements and interventions for economic participation for all designated groups for the advancement of transformation and empowerment.
- Implement and facilitate the implementation and support of policies, plans and frameworks where appropriate to enhance socio-economic impact.
- Develop and support plans that ensure that local communities derive maximum benefit from the investment through access to labour, sub-contracting opportunities, socio-economic investment, and income.
- Support successful conclusion of transformation project.
- Support principle that transformation targets are linked to the human settlement transformation score card
Stakeholder Engagements
- Design, plan and support research, network with relevant role-players and make appropriate contact with public sector organisations.
- Gather relevant information data including key decision-making processes, strategic choices and timing of priorities, to support evidence-based programme and project planning.
- Support CEO and supervisors in the compilation of reports and presentations to promote transformation in the sector and HDA functions, mandate, and role.
- Advise and organize appropriate meetings, interventions, appointments, engagements, networking sessions and presentations as maybe required.
People Management
- Manage and lead any personnel falling under the position scope of authority.
- Set clear objectives for the position and scope of work to measure achievements against objectives based on the HDA performance management system.
- Build and manage relationships with staff members.
- Implement and comply with the HDA policies and procedures as required.
- Manage risks within programme and projects.
Requirements
- Relevant Degree in Human Resources Management and/or Education and/or Development Studies.
- Valid Driver’s License.
- Ability and willingness to travel.
- Computer literacy and proficiency to research, write, compile and prepare reports and presentations.
- Minimum 10 years’ experience in Social and Community Development and/or Transformation and/or Empowerment and/or Change Management.
- Experience and knowledge of Skills Development and Training.
- Experience in Enterprise Development and Corporate Social Investment Programmes.
- A minimum of 3 years of this experience must be at management level.

Responsibilities
Project Planning and Design
- Carry out technical and feasibility studies and draw up blueprints that satisfy technical specifications of projects
- Analyze survey reports, maps, drawings, blueprints, aerial photography, and other topographical or geologic data to plan
- Develop and design systems and structures, in line with built environment standards, using design software and drawing
- Conduct on site investigations and analyse data (maps, reports, tests, drawings and other)
- Assess potential risks, materials and costs
- Provide advice and resolve creatively any emerging problems/deficiencies
- Estimate quantities and cost of materials, equipment, or labour to determine project
- Manage the planning and implementation of Human Settlement Development projects undertaken by the Provincial Department of Human Settlements which includes the following:
- Plan and develop new housing and infrastructure projects to be implemented by the Provincial Department of Human Settlements.
- Oversee construction and on-going monitoring and evaluation of projects planned and implemented by the Provincial Department of Human Settlements.
Project Development and Management
- Inspect project sites to monitor progress and ensure conformance to design specifications and safety or other construction development standards.
- Provide technical advice regarding design, construction, or program modifications and structural repairs to the technical team.
- Monitor progress and compile reports in project status
- Resolve design and development problems
- Assess the sustainability and environmental impact of projects
- Ensure projects run smoothly and structures are completed within budget and on time
- Hand / oversee the handing over process of the completed structures and services for use

- Direct construction, operations, and maintenance activities at project site.
- Estimate quantities and cost of materials, equipment, or labor to determine project feasibility.
- Prepare or present public reports, such as bid proposals, deeds, environmental impact statements, and property and right-of-way descriptions.
- Management of complex infrastructure development and construction projects from inception to full life circle
- Interpret test soil results of materials to determine the adequacy and strength of foundations, concrete, asphalt, or steel.
- Provide technical advice regarding design, construction, or program modifications and structural repairs to industrial and managerial personnel.
Compliance Management
- Ensure that service providers comply with stated service level agreements and contractual obligations
- Provide timely feedback to Provincial Department of Human Settlements management regarding any contractual transgressions that may occur during projects implementation.
- Ensure implementation of projects are within established policies, systems, procedures, processes and practices.
- Provide advice and assistance to others in order to ensure their compliance with policy, governance procedures, as well as industry standards.
- Identify areas of non-compliance and implement corrective action.
Requirements
- Degree or BTech in Engineering
- Professional registration is a requirement
- Must be registered with ECSA as a Professional Engineer (Pr. Eng.)/Professional Technologist (B-Tech).
- Minimum of 10 years relevant engineering experience
- Proven experience managing large-scale infrastructure or capital projects
- Knowledge of public sector regulatory frameworks (PFMA, MFMA as applicable)
- Knowledge of contract management (NEC/ GCC/ FIDIC/ JBCC) and procurement frameworks
- At least 5 years in a senior management or leadership role
