The Housing Development Agency (HDA) is a national public sector development agency that inter alia has the mandate to identify, acquire, prepare and develop suitable land for human settlements. The Agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial and local government as well as with communities, developers and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

CHIEF AUDIT EXECUTIVE
Location: Head Office
Reporting Line: Chief Executive Officer

Main Purpose: To provide strategic direction and manage the development and implementation of the Audit Management framework. To monitor compliance with statutory requirements, policies and procedures in line with IIA Standards and the HDA’s policies and procedures.
 
Key Performance Areas:
1. Strategic Management
  • Develop and maintain Internal audit policies and procedures in compliance with relevant legislation and standards.
  • Develop and implement a strategic and operational audit plan framework.
  • Develop an engagement plan in line with IIA standards and the HDA’s Internal Audit policies.
  • Participate in the strategic planning of the HDA.
  • Contribute to the overall effective functioning of the HDA.
  • Develop a plan to operationalize the unit’s strategic performance targets.
2. Internal Audit
  • Develop and maintain the internal audit charter.
  • Consider input from Board and Management and develop an internal audit plan.
  • Liaise with and manage the internal audit resources in line with the audit plan.
  • Develop audit tools and frameworks, check alignment with good practice and implement within the HDA.
  • Track and report on internal and external audit progress and findings.
  • Conduct priority / sensitive internal audits and make recommendations for corrective action.
  • Analyze internal and external audit findings to address audit trends and patterns.
  • Collate information to prepare and submit Board Audit Committee report.
  • Audit and Risk Committee management and Reporting
  • Develop an Internal Audit Annual Performance Plan and reports on progress to the Audit Committee
  • Initiate the updating of the findings register and present to the Audit Committee.
  • Manage and review the internal and external audit engagement outcome in respect of; objectives, quality, completeness and feedback, in accordance with Internal Audit standards, policies and procedures.
  • Ensure the final audit report is timeously completed, signed-off and submitted to key stakeholders.
  • Ensure that the audit process is comprehensively evaluated in order to produce quarterly reports internal audit reports to Audit Committee and stakeholders.
  • Prepare the quarterly dashboards reports to the Audit and Risk Committee, AGSA.
  • Draft risk reports for presentation and adoption by the Risk and Audit Committee, EXCO.
  • Attend the Risk and Audit committee meetings, provide inputs on the improvements of controls and risks mitigations within the organization.
  • Report on progress towards implementation of audit finding recommendations.
3. Audit Committee Support
  • Coordinate the activities of the Audit Committee and perform secretariat function.
  • Produce reports on the annual IA Plan, amendments, significant findings and recommendations.
  • Report on internal audit activities and ensure the effective coordination thereof.
  • Coordinate the audit activities of other assurance providers through the agreement of a time bound combined assurance model, including; internal and external audit, risk management, forensics and compliance functions.
  • Collate information to prepare and submit Board Audit Committee report.
  • Governance and Administration
  • Ensure good governance and compliance with audit matters, as well as legislative requirements.
  • Review annual audit management letter and internal audit reports and act on any finding.
  • Train audit teams and employees to ensure continuous improvement of their understanding of the internal audit methodology, department’s systems and processes.
4. Financial Management
  • Develop the operational and capital budget required for each national programme.
  • Manage expenditure against budget.
  • Manage procurement in line with the relevant policies and procedures.
  • Address any anomalies in spend and budget.
  • Report on financial performance for the national programmes unit.
5. People Management
  • Select, assign, lead and manage people.
  • Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system.
  • Build and manage relationships with staff members.
  • Manage and support staff development.
  • Develop and manage the implementation of succession plans for key individuals and critical positions.
  • Implement the HDA HR policies and procedures as required.
  • Manage risks and address issues as they arise.
  • Ensure transfer of skills.
 
Qualifications and Experience
  • A post graduate degree in Auditing, Finance Management or similar is required as recognised by SAQA.
  • A registration as a Certified Internal Auditor (CIA) or Professional Internal Auditor (PIA) (Essential).
  • MBA or CA (SA) will be an added advantage At least 10 years Audit management experience including at least 5 years in a senior management level obtained within Governance, Risk or Audit Management.
  • Knowledge of legislative and regulatory framework.
  • Knowledge of Public Finance and Management Act (PFMA), Treasury regulations and guidelines.
  • Knowledge of National Treasury Internal Audit Framework.
  • Knowledge and understanding of internal audit principles and practices.
  • Knowledge of King Report (ii and iii) on Corporate Governance.
  • Travel is required.
 
Remuneration Scale: R 1 628 300.00 – R2 116 800.00 per annum (all-inclusive package)

Main Purpose: To support the CEO’s Office with providing strategic and operational direction in the various programmes within the HDA and support the CEO in implementing an effective human settlements delivery model to drive the delivery of the HDA mandate.

1. Strategic Vision and Leadership
  • Define and develop the existing strategic vision for the HDA with input from the CEO, Board, Management and sector key role players.
  • Communicate strategic vision to internal and external stakeholders.
  • Develop and continuously implement a culture of performance, critical assessment, accountability and responsibility within the entire organisation.
  • Have the insight to recognise the property and build environment opportunities and steer the HDA into a flexible and innovative industry leader.
  • Assist the CEO to creating value to the key and strategic shareholders.

2. Operational Strategy
  • Manager and oversee the core business delivery and assist the CEO in ensuring that the annual performance plan targets are achieved.
  • Support and monitoring of the functionally integrated business plan that is aligned to strategic vision.
  • Coordinate with the CEO the implement of the organisation’s strategies within required timeframe, within the relevant regulations.
  • Assist with reviewing business reports required to the Board and other key stakeholders.
  • Assist the CEO with building an effective, aligned, integrated, dynamic and high-performance management team.
  • Oversee performance of HDA’s deliverables to ensure achievement of strategic plans, objectives and goals and provide monthly reports to the CEO.

  • The incumbent must have the ability to establish and grow the HDA’s role as a developer of human settlements.
  • Build and maintain a strong stakeholder network of potential key stakeholders, funders and partners.
  • Develop the HDA to deliver its mandate, achieve its reputational goals and financial sustainability goals.
  • Build and sustain long term, credible, trusting and mutually beneficial relationships with other organs of the state.

3. Governance
  • Implement policies and procedures and ensure compliance with policies and legislation (e.g. PFMA, MFMA, compliance, HDA Act etc.).

4. Built Environment Management
  • Oversee the development and presentation of project proposals across the HDA.
  • Oversee the development and project implementation processes.
5. Programme Integration and Monitoring
  • Coordinate the integrated functioning of all operational functions.
  • Oversee the integration and alignment of various departments and their operational plans
  • Address any challenges to CEO to mitigate.
6. People Management
  • Select, assign, lead and manage direct reports
  • Set clear objectives for self and others and measure achievements against these objectives through implementation and monitoring of the performance management system

7. Financial Management

Qualifications and Experience
  • Civil engineering, project management or construction / built management Degree required
  • A Master’s degree, e.g. MBA, MBL will be an advantage
  • 3-5 years Senior Management experience required
  • Experience in government infrastructure development required
  • Knowledge of MFMA and PFMA
  • Knowledge of iDMSS and/or other infrastructure procurement systems
  • Experience in the human settlement’s environment with particular emphasis on development of land for human settlement
  • Demonstrated implementation of values-based management and adherence to corporate governance principles
  • Familiar and experience with the Intergovernmental Relations Framework
  • Familiarity with public sector land asset management legislation and regulations

Main Purpose:
  • To perform contracts administration and management duties, to oversee assets administration and to participate supplier performance and the administration thereof.
  • To ensure compliance with all procurement and contracts management prescripts
 
Key Performance Areas:
1. Contracts Governance
  • Management of all contracts agreements during the entire contract life cycle.
  • Correctly accounting for all contracts.
  • Employ appropriate Contracts management practices.
  • Assist with Audit queries both internal and external and make sure audit queries are resolved.
  • Monitor contracts compliance with SCM Policy and Procedures by all HDA employees.
2. Contract Development
  • Facilitate the formulation / development of legally binding agreements (all types) including addendums to existing contracts.
  • Setting out detailed terms and conditions and ensure that they are concluded on time.
3. Contract Administration
  • Conduct SCM compliance checking of contracts that have been awarded and record contracts on the contracts register to ensure compliance with the SCM policy.
  • Oversee the loading of contracts onto the contract management system.
  • Maintain the contract register through updating register with all contract changes monthly.
  • Ensure contracts maintenance, document management and change control (ensuring that changes to the contract are agreed, authorised, accurately documented and implemented by both parties).
  • Ordering procedure (under framework purchase order, call off contracts).
  • Notify and assist end user about contracts termination, renewal, extensions and variations where required.
4. Operational Responsibilities
  • Act as a single point of contact for all commercial and legal correspondence relating to contracts.
  • Facilitate engagement between supplier and end users in event of breach of contract.
  • Escalate disputes to higher level where necessary.
  • Advise and support operational managers to whom day-to-day management and monitoring of contracts which affect them may be delegated.
5. Contract Performance and Relationship Management
  • Ensure adherence to compliance with transformation and empowerment conditions as provided in applicable service level agreements.
  • Evaluate service providers/suppliers/ contractors on adherence to specific delivery dates and lead times.
  • Evaluate suppliers/service providers/contractors against compliance with specifications.
  • Evaluate supplier performance on the quality and quantity of goods, works and services procured.
6. Asset Administration
  • Supervise the maintenance of a complete and accurate Fixed Asset Register that complies with standards of GRAP.
  • Review the general control activities relating to fixed assets which includes bi –annual physical counts audits and quarterly computer asset verification.
  • Working with asset champions in various regions.
  • Oversee that the existing assets are numbered and identification tags are attached.
  • Maintain record keeping of capturing transferred, donated and or disposed assets for accurate reporting.
  • Generate reports needed for the internal and external auditors.
  • Compile disposal forms and ensure disposals are accurately recorded.
  • Oversee valid, accurate and complete inventory lists are maintained.
  • Maintain adherence to accounting procedures.

  • Develop and maintain the programme.

  • Take into account and accommodate sector development and changes in the programme approach and strategy tailored for specific service offering to organs of state.
2. Programme support and services to clients
  • Develop project plans to ensure achievement of agreed services.
  • Define project feasibility factors, resourcing requirements and project deliverables and time frames.
  • Develop project plans in line with HDA project service offering.

  • Review best practices developed and amend to accurately reflect lesson learnt.

Qualifications and Experience
  • Registration with relevant professional body.
  • Civil Engineering Degree or equivalent.
  • Project and programme management qualification required.
  • At least 5 years’ experience in government programmes and human settlement / housing programmes and policies required .
  • Excellent understanding and at least 5 years’ working experience in a PFMA/MFMA and public entities environment.
  • At least 5 years’ experience in related construction sector and role players in the sector.
  • Willing to travel extensively.
  • Computer literate.

Main Purpose: To formulate Land Strategies with partners for realization of integrated human settlements and to design local concepts plan in the Land Assembly processes for financing and implementation
 
Key Performance Areas:
1. Business Plan and Strategy
  • Develop a Business Plan for Land Assembly Strategies and Housing support services.
  • Develop a Framework and operational plan for implementing the approach to land assembly strategy in line with government policies.
  • Support Land Assembly strategies and Land Management approaches with partners for the delivery of integrated human settlement.
  • Analyze local areas Spatial Development Plans including environmental and bulk infrastructure services.
  • Manage and coordinate the land assembly strategy implementation processes with provincial and municipal partners.
2. Land Use Assessment
  • Review the Identified land and landed properties by the HDA.
  • Examine the emerging development opportunities for identification of Priority Housing Development Areas
  • Assess the opportunity in line with the HDA mandate and land assembly strategy.
  • Review development feasibility studies in support of regional partners initiatives
  • Asses identified land in line with the HDA land identification criteria and relevant HDA tools.
  • Engage with key stakeholders on land development proposals and associated financing arrangements.
  • Formulate Report on recommendations detailing the land development objectives and potential impact for acquisition, holding and/or release by HDA.
3. Land Assembly & Development Financing
  • Coordinate the development of the Local Area Design Concept in land assembly process for development planning options and financing.
  • Ensure that that the spatial transformation principles as expressed in government policies and programmes are supported.
  • Engage with key public and private partners for support and required commitments.
  • Align development finance and programming in accordance to government multi-year budgetary cycles
4. Resource Management and alignment
  • Procure required project resources ensuring the requirements of the HDA SCM and finance policy are adhered to.
  • Manage and/or advise service providers as required for projects.
  • Monitor and manage performance of service providers and other project resources in terms of meeting project deliverables and outcomes and provide feedback to identified project resources.
  • Ensure alignment of external resources to project, regional and internal capacity support on the programme.

PROJECT MANAGER- TOWN PLANNER: BLOEMFONTEIN

Main Purpose: To identify, assess and research appropriate land for the HDA and manage the ensuing land use management processes and projects feasibility studies and packaging.
 
Key Performance Areas:
1. Land and Property Identification

2. Land Suitability Assessment
  • Assess land potential in terms of the approved pre-acquisition feasibility model in relation to geo-physical parameters.
  • Implement the pre-acquisition feasibility model for all potential land transactions.
  • Undertake land suitability assessment and identification within the scope of sustainable human settlements development.
  • Develop and maintain periodic registers on land suitable for human settlements development.
  • Develop reports with recommendations detailing the outcome of the assessments and feasibilities.
3. Town planning policy and guidelines
  • Review previous policies or guidelines with regard to town planning issues
  • Provide input in the drafting of policies/guidelines with regard to town planning issues (dwellings, churches, rezoning, subdivision, home enterprises, guest houses, pre-schools etc.)
  • Keep abreast with building control legislative requirements impacting on land use planning, conduct investigations into best practices and determine the appropriateness of specific legal procedures for implementation
  • Consult with other municipalities and town planning consultants with regard to existing and new policies and guidelines
  • Distribute approved new policy or a guideline document to HAD for final approval after Portfolio meeting
  • Advise and provide guidance to the public, applicants and contractors regarding land use issues affecting the approval of building plans (height restrictions, building lines, etc.)
  • Provide land use planning comments on building plans referring specifically to the zoning scheme regulations, architectural guidelines and appropriate planning legislation
4. Land use and developmental applications
  • Receive applications, verify the correct land use of properties in terms of the zoning scheme and issue zoning certificates confirming existing zoning rights.
  • Advise applicants and consultants regarding application procedures and town planning issues affecting the decision making process (public representations, etc.).
  • Process applications in terms of laid down guidelines and procedures (advertising for public comments, obtaining views from interested/affected parties, etc.).
  • Assess applications (rezoning, subdivision, departure, consent use, street and open spaces closures, trade- and liquor licenses, removal of title deed restrictions, etc.) for compliance with specific town planning regulations, environmental and related legislation and/or input from internal/external commentators.
  • Coordinate and follow-up on the administrative process (compilation of notices and advertisements, etc.) including obtaining the necessary comment from internal and external departments.
  • Undertake need and desirability assessments, site inspections and investigate the development history of sites.
  • Compile reports motivating recommendations on the assessment of applications and appropriate requirements and conditions of approval for specific applications.
  • Interact with appropriate authorities in respect of specific applications, making available information and guidelines in determining the outcome of the applications.
5. Manage future planning initiatives
  • Facilitate future planning to the advantage of the entire population of the area in contexts of a sensitive bio-physical environment.
  • Manage all aspects relating to spatial forward planning within the area of jurisdiction like identifying forward planning projects.
  • Draft and manage the budget for the projects and source external funding.
  • Draft the terms of reference for forward planning projects and appoint consultants in line with the approved budget.
  • Manage the projects and monitor that specifications and timelines are adhered to.
  • Appoint and manage consultants to prepare forward planning documentation e.g. Spatial Development Framework, Sectorial Plans, Structure Plans, Development Plans, Biodiversity, Climate Change, Environmental Management/Conservation (coastal/estuaries) and cultural Conservation.
  • Draft policies and by-laws as well as zoning scheme regulations in collaboration with consultants for approval by HDA.
6. Stakeholder Relations
  • Participate in various meetings (internal and external forums, applicants, objectors, etc.) and provide comments/opinions on matters affecting or concerning the functionality.
  • Collaborate with external departments/professions on complex issues related to land use planning and related principles (environment, agriculture, etc.) with a view to aligning internal processes.
  • Attend meetings with project managers, developers, attorneys and other stakeholders.
 
Qualifications and Experience
  • A relevant degree in the Built Environment, Urban Development and/or Town and Regional Planning is required.
  • Experience in GIS or related spatial information systems is required.
  • A minimum of 6 years’ experience in the built environment is required.
  • Experience in the human settlements environment will be an added advantage.
  • Be prepared, willing and able to travel extensively, so a code 8 (B) drivers’ license is essential.
 
 
Remuneration Scale: R807 700.00 – R1 050 000 per annum (all-inclusive package)

Main Purpose: To support the Province in all aspects of ensuring that informal settlements upgrading programme is delivered in line with provincial and national priorities and ensure that ISU projects are assigned to the HDA, and are delivered on time, within budget and to required specifications and quality.
 
The main purpose of the position is to:
  • Ensure and assist with basic services provision in identified informal settlements.
  • Ensure that there is consistency in informal settlements data and categorization settlements and assisting with the development comprehensive upgrading plans for each settlement.
  • Assist with developing informal settlements upgrading strategies at provincial and municipal level in order to guide the upgrading implementation programme going forward.
  • Assist with conclusion and resolution of land tenure matters in various informal settlements in the province.
 
Key Performance Areas:
1. Overseeing and assist the implementation of upgrading of informal settlements programme
  • Prepare a short term and medium-term implementation programme on ISU and assist Province with the prioritisation and alignment to the APP relating to the upgrading of informal settlements.
  • Identify informal settlements projects and provide a roll-out plan for projects which require assistance with conclusion and resolution of land tenure matters.
  • Provide support for project preparation work; compile a project plan highlighting project packaging services which will ensure effective implementation of appropriate service options based on investigations, feasibilities conducted, and envisaged urban development framework for each settlement.
  • Manage the process of rapid assessments and verification of informal settlements status quo to determine appropriate development response per settlement.
  • Develop Provincial ISU strategies and provide support for implementation as well as monitoring.
2. Project Planning
  • Develop a plan for project preparation/packaging work for ensuring that basic services are installed.
  • Develop a plan for addressing resolution of land legal matters and agree on the plan with Province and Municipalities.
  • Facilitate the alignment and develop a framework to ensure that Provincial ISU strategy and implementation plans with Municipal strategic documents such as IDP, Housing sector plans, spatial development framework and BEPP.

  • The main purpose of the position is to:

Qualifications and Experience
  • A relevant degree or equivalent qualification in the built environment is required.
  • Relevant Project Management qualification (NQF5 or 6).
  • Registration as a Construction Project Manager or other recognised equivalent professional accreditation will be a recommendation.
  • Computer literacy.
  • 5 years’ experience in a project manager role.
  • Experience in housing construction and/or infrastructure-based project management is required.
  • Experience in the delivery and project management of affordable housing projects is preferable.

  • Professional Registration as a Construction Project Manager or other recognized equivalent professional accreditation will be preferred.
  • Experience in housing construction and/or infrastructure-based project management.
  • Experience in the delivery and project management of low income/affordable housing projects is preferable.

ASSISTANT ENGINEER: BLOEMFONTEIN
Location: Region C: Free State
Reporting Line: Engineer and Project Manager

Main Purpose: To inspect and certify the HDA construction projects at the defined progress points to ensure that the buildings and units are fully compliant and meet all HDA quality standards, prior to and until handovers.
 
Key Performance Areas:
1. Building Inspection
  • Complete inspections according to schedule and plan.
  • Check building is being constructed on correct erf.
  • Check layout of unit/ house is according to the approved plan and is orientated correctly.
  • Ensure foundation is laid out correctly.
  • Ensure foundation is cast according to specification and that contractors Engineer signs off the foundation.
  • Inspect house/ building to ensure it has been constructed according to the required specification e.g. Brick force used correctly, roofs tied down correctly, two coast of specified paint applied correctly.
  • Check all walls, windows and doors are installed straight and meet specifications.
  • Check all plumbing and electrical work is installed as per approved plan, works and is compliant.
  • Ensure houses/ units meet all quality standards as agreed by Project Managers an NHBRC.
2. Civil Works
  • Performs inspections of road works, storm drains, water & sewer mains and other services.
  • Ensure that work complies with standard specifications, detailed plans and standard practices.
3. Service Provider Liaison
  • Identify issues and proactively resolve these with relevant contractors and service providers.
  • Coordinate with NHBRC regarding non-compliance of issues identified by them.
  • Resolve non-compliance and quality issues with contractors in a proactive and effective manner.
  • Monitor and ensure service provider integrity in all issues and matters.
4. Administration
  • Schedule and plan inspections in conjunction with project managers.
  • Conduct inspections according to schedule.
  • Input information from inspections accurately and completely.
  • Complete comprehensive checklists for each house/ unit inspected.
  • Prepare and keep accurate records for preparation of regular weekly and monthly reports.
  • Draft reports as required.
  • Plan and participate in meetings.
  • Develop and maintain an appropriate filling system of all inspection documentation.
  • Investigate and report on complaints and enquiries as required.
  • Recommend for works to be signed off by Project Manager as complete.
5. Snagging
  • Establish and monitor deadlines for completion of work.
  • Complete final snagging of units prior to sign- off.
  • Complete de-snagging of units.
  • Sign off completion of handover documents once all snags and issues are resolved.
 
Qualifications and Experience
  • Matric or equivalent qualification.
  • Civil Engineer Diploma or equivalent.
  • Ability to read, interpret, understand and manage building plans to ensure construction is aligned and compliant.
  • Knowledge and ability to ensure compliance of plumbing and electrical requirements in building.
  • Construction/ inspection related qualification is recommended.
  • Having a working knowledge of health and safety legislation.
  • 5-10 years’ experience in large scale low cost housing construction environment. A minimum of 3 years of this experience must be in a quality construction management capacity.
  • Driver’s license.
  • Computer literacy in Micro Outlook, Excel and Word.
 
Remuneration Scale: R453 300.00 – R566 616 per annum (all-inclusive package)
