WORKSTATION: Groblersdal. The employee will be required to enter into an employment contract, disclose financial interests and sign the performance agreement within the prescribed timeframes. The employee will be subjected to a security vetting, competency assessment and screening for reference checks in respect of validity of qualifications, whether the candidate has been dismissed previously for misconduct or poor performance by another employer. The appointment will be done in terms of the Local Government: Municipal Systems Amendment Act, 7 of 2011 and regulations on employment and conditions of service for Senior Managers.
 
 
REQUIREMENTS: At least NQF Level 7 in fields of Accounting, Finance or Economics or Chartered Accountant (SA) with a minimum of five (05) years’ experience at management level, of which at least two years must be at senior management level. The incumbent must have core managerial and occupational competencies as prescribed in the performance regulations and revised by the regulations on employment and conditions of service of Senior Managers. Excellent knowledge and understanding of Municipal Finance Management Act, Treasury Regulations and Guidelines and understanding of all other Local Government legislation is a prerequisite. The qualification prescribed by the Minimum Competency Regulations (CPMD/MFMP) will be an added advantage. The incumbent will also be expected to have a sound understanding of computer packages (MS Word, MS Excel and MS Power Point). Valid code B or EB driver’s license and exceptional analytic, co-ordination, communication and interpersonal skills are vital.
 
CORE FUNCTIONS: Responsible and accountable for overall management of the Budget and Treasury Office. Advice the accounting officer on the exercise of powers and duties assigned to the accounting officer in terms of the Municipal Finance Management Act. To assist the accounting officer in the administration of the municipality’s bank accounts and in implementation of the municipality’s budget; must advise senior managers and other senior officials in the exercise of powers and duties assigned to them in terms of section 78 or delegated to them in terms of section 79; must perform such budgeting, accounting, analysis, financial reporting, cash management, revenue management, financial management, review and other duties as may be guided in terms of section 79 delegated by the accounting officer to the chief financial officer.

WORKSTATION: Groblersdal. There will be a need for signing of an employment contract, a performance agreement and disclosure of financial interests. The employee will be subjected to undergo security vetting; competency assessment and screening for reference checks in respect of validity of qualifications, whether the candidate has been dismissed previously for misconduct or poor performance by another employer or candidate’s current employer. The appointment will be done in terms of the Local Government: Municipal Systems Amendment Act, 7 of 2011 and regulations on employment and conditions of service for Senior Managers.
 
REQUIREMENTS: An appropriate BSc degree in Engineering / B Tech (Water Engineering) plus five (5) years relevant experience at middle management level, or as programme / project manager and 3-4 years must be at professional / management level engineering management experience. Certificate of Competency as required in terms of the General Machinery Regulations, 1988 or Registration with a recognised relevant engineering professional body will be an added advantage. Sound understanding of computer packages (MS Word, MS Excel & MS Power Point) and valid motor vehicle driver’s license. Good interpersonal relations and effective communications skills are recommended.
 
KNOWLEDGE: Good knowledge and understanding of relevant policies and legislation; Good knowledge and understanding of institutional governance systems and performance management system; Good governance; Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, Act 2000 (Act No. 5 of 2000). Must have extensive knowledge of the public office environment; and be able to formulate engineering master planning, project management and implementation.
 
KEY PERFORMANCE AREAS: Assume overall responsibility over management and administration. Plan and manage infrastructure development and related projects and ensure efficient contract management. Monitor institutional and social development, infrastructure planning and maintenance. Ensure Legislative compliance for Water and Sanitation requirements and other related areas with respect to the job. Any other responsibilities assigned from time to time by seniors in the District.

REQUIREMENTS : Bachelor Degree in Accounting, Grade 12, No criminal record and 5 years accounting experience of which 3 years is in supervisory capacity.

WORKSTATION: Groblersdal. There will be a need for signing of an employment contract, a performance agreement and disclosure of financial interests. QUALIFICATIONS: B degree / National Diploma in Information and Communication Technology or relevant qualification plus 3-5 years of relevant experience with 3 years in management supervisory level.
 
KNOWLEDGE AND COMPETENCIES: understanding of principles and practices of network design and administration; Legislations governing ICT; Data processing and information management systems; Knowledge of computer and other automated systems; Knowledge of ICT systems; Excellent administration skills; Good networking skills; Time management skills; Excellent written and oral Communications.
 
KEY PERFORMANCE AREAS: Deliver efficient and appropriate ICT services by identifying ICT needs in terms of critical technology requirements within the organisation; Ensure financial discipline by managing budget effectively through strict budget control and monthly budget reviews; Undertake management functions by analysing and aligning requirements with operating capacity and capability; Supervising of staff by defining and adjusting of the key performance indicators, job design and role boundaries of personnel against service delivery requirements, conducting of appraisals to measure performance and objective accomplishments against agreed targets and reviewing goals and setting new objectives.

SALARY: R982 437.37 PER ANNUM (ALL INCLUSIVE)
STATION: GROBLERSDAL. There will be a need for signing of an employment contract, performance agreement and disclosure of financial interests.
 
QUALIFICATIONS: B degree in Internal Audit or equivalent qualification plus five (05) years of experience at middle management level; have proven successful institutional transformation within public or private sector. Registration with the relevant professional body will be an added advantage. Postgraduate qualification and CPMD (MFMP) are also an added advantage.
 
KNOWLEDGE AND COMPETENCIES: Good knowledge and interpretation of key and related local government Acts and Regulations (MSA, MFMA, etc.); Good knowledge and understanding of institutional governance systems and performance management systems; Good knowledge of SCM regulations and preferential procurement policy framework Act, 2000 (Act No: 5 of 2000); Sound understanding of computer packages (MS Word, MS Excel & MS PowerPoint) and valid motor vehicle driver’s licence; Must be independent; financial management; knowledge and information management; negotiation; conflict resolution; people management; planning and organising competencies and skills; Risk management; Must display ethical integrity and professionalism at all times and time management.
 
KEY PERFORMANCE AREAS: Assume overall responsibility of strategic direction and leadership of Internal Audit; Coordinate and manage processes and procedures associated with the formulation of the Municipality’s three year Internal Audit rolling plan; manage the implementation of the Annual plan and provide advisory and consultation services on the improvement of Internal controls system; Presenting Internal Audit reports to management as well as Audit Committee detailing its performance against the plan; Engagements with external stakeholders; professional bodies on Internal Audit procedures, applications and principles with a view to align the audit processes in the municipality; Strategic leadership; Budget management and financial performance.
