The Municipality is looking for a highly motivated, result orientated and experienced individuals to fill the following positions.

BUDGET AND TREASURY OFFICE
 
Division : Supply Chain Management
Position : Manager Assets and Supply Chain Management
Task Grade : Task Grade 17
Salary : R625 898 - 756 665.00 per annum (All-inclusive remuneration Package)
Duration : Five (5) Year Fixed Term Contract
 
MINIMUM REQUIREMENTS:
• Grade 12 Matric Certificate
• National Diploma or B Corn Degree with Accounting/ Economics/Cost and Management Accounting, or with Accounting as a major.
• Certificate in Municipal Finance Management Programme
• Completed SAICA articles will be an added advantage
• Four (4) years' experience within local government of which Three (2) years' experience must be in a supervisory level in relation to the position.
• Thorough knowledge of Supply Chain Management Systems and Regulations applicable to the Local Government Sector
• Knowledge of Supply Chain Management Legislation
• Sound Computer skills and high level of reporting skills
• Good Communication skills (written and verbal)
• Computer literacy and valid driver's licence
 
KEY PERFOMANCE AREAS: INCLUDE BUT NOT LIMITED TO THE FOLLOWING
• Develops, reviews and updates the required Supply Chain Management policy and procedure, by providing required inputs/ obtaining inputs from other stakeholders and managers and checking to ensure that all legislative prescriptions have been incorporated into this. In this manner it is ensured that all compliance issues are accommodated, facilitating achievement.
• Provides ongoing advice and support to the Chief Financial Officer regarding the manner in which the Bid Committees are to be comprised and in terms of their functioning (i.e. for the Bid Specification; Evaluation and Adjudication Committees).
In this manner every effort is made to ensure that they meet all aspects of compliance, both in terms of composition and functioning
• Quarterly SDBIP reporting for the division by collating all required data, as per targets and reporting thereon
• Compiles/ develops and reviews the Asset Management Policy annually by comparing with applicable legislation, making inputs/ changes — thereby ensuring compliance
• Organizes for the disposal of assets according to the legislated prescriptions and the Assets Management Policy (arranging for public auction n where this is required)
• Prepare Asset Management monthly reporting
• Updates/ Ensures that the Assets Register is updated with all data regarding acquisition and disposal of assets ongoing
• Compiles tender reports to Council by collating all required data from reports, evidence and from persons involved in order to ensure that reports are submitted in an acceptable manner and with sufficient data and evidence to facilitate an informed decision/ resolution where this is required
• Identifies all aspects of risk associated with the SCM functions and takes appropriate action in order to minimize risk by accommodating these in the Risk Management Plan and the AAP, managing and responding appropriately and reporting regularly on progress so that a positive outcome can be ensured.
• Provides input into the Audit Action Plan in respect of any Asset and SCM issues raised by the Auditors/ Auditor General by applying own knowledge and experience and in this manner ensuring that these are implemented and progress reported on — thereby ensuring that all issues of compliance receive focus and can be met moving forward
• Manages service provider reporting by engaging in the following activities in order to ensure compliance with legislative/ policy prescriptions and the terms of the SLA's applicable/ terms of appointment.

Position : Municipal Finance Management Internship (4 posts)
Stipend : R 100 000. Per annum
Duration : 36 Months
 
MINIMUM REQUIREMENTS:
• Matric (grade 12) plus three (3) year qualification i.e. National Diploma or Degree in the Financial and / Accounting and Financial Information Systems field obtained from a recognized institution of higher learning
• Sound knowledge of the MFMA, PPPFA and knowledge of GRAP
• Good communication, interpersonal and report writing skills.
• Valid driver's licenses will be an added advantage
