Division : Strategic Services
Position : IDP/ PMS Co-Ordinator
Task Grade : Task Grade 11
Remuneration : R 289 366.00 per Annum (excluding Normal Council Benefits)
Duration : Permanent
 
MINIMUM REQUIREMENTS:
 Grade 12, Diploma or Degree related in Development Planning/ Development Management/ Performance Management, Public Administration, Monitoring and Evaluation or relevant field
 Minimum of three (3) years relevant experience in Performance Planning, Monitoring and Evaluation (IDP and PMS). Proven experience in drafting of IDP and other statutory program reports. Sound knowledge of Local Government and process relating to IDP.
 Certificate in Municipal Development Programme (CPMD)
 Computer Literacy
 Code EB Driver’s License
 
KEY PERFORMANCE AREAS: INCLUDE BUT NOT LIMITED TO THE FOLLOWING:
 Co-ordinating activities of IDP Development
 Ensure that the Integrated Development Plan (IDP) is developed, reviewed and implemented
 Ensure Development of the SDBIP
 Ensures that the IDP is aligned to the SDBIP and Budget by reconciling all targets and detailing any of those missing from the SDBIP
 Co-ordination of activities associated with the development of institutional Performance Management measures
 Co-ordination of Performance Assessments Reviews for Section 56/57 Managers.
 Ensures that all performance agreements and scorecards for all participating staff are reviewed, updated and signed by all relevant parties (timeously and prior to the start of the new financial year) – thereby ensuring that performance contracts remain binding and current
 General Office Administration
 Collects/facilitates collection of required data from all directorates, for compilation of the Annual Performance Report (including the s46 report), so that this can be compiled accurately and submitted to the AG by 31 October
 
 
 
 
 
 
BUDGET AND TREASURY OFFICE
Division : Supply Chain & Asset Management
Position : 1 x Assistant Accountant - SCM
Task Grade : Task Grade 8
Remuneration : R 193 367.00 per Annum (excluding Normal Council Benefits)
Duration : Permanent
 
MINIMUM REQUIREMENTS:
 Grade 12 plus National Diploma in Accounting, Supply Chain Management or relevant Qualification in Supply Chain Management
 Minimum of two (2) years experience in Supply Chain Management
 Computer Literacy- Office applications.
 CPMD – MF (added advantage)
 Valid Code EB Driver’s Licence
 
KEY PERFORMANCE AREAS: INCLUDE BUT NOT LIMITED TO THE FOLLOWING:
 Assist in the implementation of the SCM policy and ensure compliance with SCM related prescripts
 Participating in at Least one Bid Committee as a member
 Ensure that proper authorization has been granted prior to sourcing quotations
 Sourcing of quotations and ensure alignment with specifications
 Ensure adverts are issued in accordance with the SCM Regulations and PPR
 Capturing of Purchase order
 Assists end user in drafting of specifications
 Closing of tenders and RFQs and ensure completeness of tender opening registers
 Ensure that tender closing registers are uploaded on municipal website
 Communicate outcomes of tender process to bidders
 Proper filling of SCM documentation
 Population of monthly and quarterly SCM reports
 Successful candidate will also be required to perform contract management functions

MUNICIPAL MANAGER’S OFFICE SERVICES
Division : Municipal Manager’s Office
Position : Personal Assistant to the Municipal Manager
Task Grade : Task Grade 8
Remuneration : R 193 367.00 – R 250 979. 00 – Per Annum (All-inclusive
Remuneration package)
Duration : Four (4) Year Fixed Employment Contract
 
MINIMUM REQUIREMENTS:
 Grade 12 plus Secretariat Certificate (M+1) and a minimum of Three (3) years relevant experience OR Diploma in Office Management or qualification with two (2) years relevant and/ or related experience.
 Computer Literate
 Valid Code EB Driver’s Licence
 
KEY PERFOMANCE AREAS: INCLUDE BUT NOT LIMITED TO THE FOLLOWING
 Typing and Secretarial duties
 Managing the diary of the Municipal Manager
 Scheduling of meetings and minute taking
 Logistical arrangements for meeting
 Liaison person between the office of the Municipal Manager and relevant stakeholders
 Traveling and subsistence related administration
 Documents Management
 Drafting reports and memos
 General Office Administration
