(a) REQUIREMENTS
• A postgraduate degree in Engineering Sciences or equivalent. • Registration with the Engineering Council of SA as Pr Eng. or Pr. Eng., in terms of the Engineering Professions Act • Minimum competency certificate (NQF level 6) as per the municipal regulations on minimum competency levels, gazette 42067 of 28 November 2018 and MFMA exemption notice of February 2017. • Valid unendorsed Drivers’ license.
 
(b) WORK RELATED EXPERIENCE AND KNOWLEDGE
Experience • 6-8 years’ experience in local government administration at a senior management level in the infrastructure service field.
 
Knowledge • In-depth knowledge of current trends in innovations and practices to be able to analyze and evaluate the feasibility of options and alternatives in the delivery of quality services that comply with statutory provisions • Advance knowledge of the finance management system • Advance knowledge and understanding of relevant local government and fiscal policies and legislations applicable to Local Government • Advance knowledge and understanding of institutional governance systems and performance management • Advance understanding of local municipalities operations, legislated authority and obligations as well as delegation of power of the General Manager: ITS

KPA’s As the Head of the Infrastructure and Technical Services and as delegated by the Municipal Manager the incumbent will be expected to: • Manage complex civil infrastructure projects from conceptualization, design, contract management, quality assurance and compliance. • Perform financial monitoring through commissioning, operates and maintenance to ensure effective functioning of the Department within budgetary constraints of the Municipality • Oversee the management of all equipment and capital resources to ensure accountability by the Department. • Manage the Municipal Infrastructure Grant Program. • Provide professional advisory services to local municipalities on project conceptualization, design, project management and implementation. • Manage and source all the Departments contracts and tenders according to approval SLA.s Council requirements and procurement policy, ensuring adherence to the SLA’s terms of reference, letter of appointment and contracted project time lines as per project brief. • Lead and direct staff in the department to ensure that they meet the targets as set. • Manage, control and discipline staff within the department • Ensure and oversee the provision of services such as electricity, roads and storm water, water and waste water and support services in the area of the Municipality’s jurisdiction. • Develop and implementation of strategic business plans to ensure professional and sound business planning of the Department in alignment with the IDP requirements and Council’s strategic objectives/priorities and requirements. • Be responsible for executive management reporting.

Appointment to the above positions is on a fixed-term employment contract and subject to the signing of a performance agreement contract.
