​GAUTENG PROVINCIAL LEGISLATURE
 
Gauteng Provincial Legislature is a public sector institution established in terms of Section 108 of the Constitution of the Republic of South Africa of 1996. The institution consists of the Executive Authority through the leadership of the Speaker, and the Administration through the leadership of the Secretary to the Legislature who serves as the Accounting Officer. It is the constitutional mandate of Gauteng Provincial Legislature to hold the Executive accountable for the commitments made to the people and to make laws that are responsive to the needs of the people. Gauteng Provincial Legislature gives effect to the two primary mandates through other two enabling mandates which is public participation and cooperative governance.

Responsibilities

PURPOSE
To provide strategic and tactical direction to the Leadership and Governance Programme, in support of the realisation of GPL’s Strategic Goal and Strategic Objectives.
To ensure the implementation of the Programme processes, directives and pronouncements to support the political mandate of the Members of the Legislature through integrated initiatives with internal and external stakeholders.
 
Financial Management
• To oversee the development of the Programme’s strategic and operational plans in alignment to the GPL’s Strategic Goal and Strategic Objectives
• To ensure alignment of the Programme deliverables to the Political Priorities as outlined by Presiding Officers
• To oversee the development and alignment of the Programme budget to the Programme’s Annual Performance Plan
• To ensure effective budget management practices in line with the approved Delegations of Authority
 
Risk Management
• To ensure risk management systems and processes are in place and adhered to
• To monitor progress of the Programme in responding to the GPL’s Risk Register

• To keep Presiding Officers abreast of developments with regard to legislative sector business
• To ensure the development and management systems of the political interface between The Speaker, Premier, MECs, Political parties in the GPL, Chief Whip and Presiding Officers
• To ensure the development of an annual plan and agenda of meetings of Presiding Officers and Office Bearers as mechanisms for political management and collective leadership of the GPL
• To ensure the development of schedules and agendas of meetings between Speaker and Leaders of Political Parties
• To attend caucus of the governing party to track issues relating to the GPL and facilitate implementation thereof
Effective Management of the House and its Committees
• To oversee procedural briefings of Presiding Officers on all matters before the House for consideration
• To provide advice to Presiding Officers on all matters pertaining to the Sitting, in particular politically sensitive matters
• To convene Whippery meetings for the Speaker to brief leaders of all political parties on House matters
• To oversee quality assurance of all committee reports due for consideration by the House and advice Presiding Officers accordingly

• Contribute to ensure that the relevant Policies and procedures of the business unit of the Legislature is developed and ensure implementation thereof
 
Reporting
• Contribute to effective reporting frameworks within the Business Unit

Business Partnering
• Assist the Director ISS to communicate strategy and the plan
• Review inputs from line and update HR as necessary

PURPOSE:
To provide real-time support to the LSB and its subcommittees when in session. To provide expert knowledge and guidance both legal and legislative to ensure that the LSB decisions are sound. To ensure that the necessary logistics, infrastructure, support and information is available for all LSB meetings and to ensure the timeous and effective dissemination of information to the Administration of the GPL. To perform a co-ordination role for all inputs and outputs of the LSB and its subcommittees
 
Responsibilities:
Strategic Management
• Manage Business Unit Strategic plan in line with the strategic vision and priorities of the Legislature in accordance with the Legislature Services Act
 
Risk Management
• Manage Risk Management of the Legislative Services Board and business unit
• Implement Risk Management Plan of the GPL in so far as it relates to the Board and Business Unit
• Identify, manage and report against Risks internal to the Legislative Services Board and business unit.
• Identify new risks and reported to the GPL Risk Management Directorate for inclusion onto the Institutional Risk Management Plan
 
Resource Management
• Manage resource management in the Business Unit
• Ensure effective Policy Management in the Business Unit aligned to vision and priorities
 
Financial Management
• Manage, facilitate, monitor and ensure compliance with SCM and all relevant Legislation and Regulations for the Business Unit
