SENIOR MANAGER INVEST SA

The mandate thereof, is to lead, facilitate and manage sustainable job creation and inclusive economic growth and development in the Gauteng City Region through:
  1. Enabling economic development that is focused on creating sustainable jobs by facilitating delivery of key national and provincial programmes of
  2. Strategically position the province into a globally competitive city
  3. Facilitating partnerships and creating linkages across the province to maximise service delivery
  4. Supporting the development of Key Sectors of the economy in line with the economic development and industrial strategies of the province by carrying out:
    1. Business enablement
    2. Establishment of capital projects
    3. Land development
    4. Trade and investment promotion
 
The successful incumbent will be reporting to the Group Executive: Trade, Investment and Regulatory Enablement (TIRE) and will be expected to execute the following tasks:
  1. Develop operational processes for the one stop shop interface between GGDA clients and business regulatory departments
  2. Develop and conclude MoUs and manage SLA’s with InvestSA One Stop Shop partner Departments, regulatory bodies, National entities, municipalities and private sector organisations
  3. Implement automation of processes/procedures for GIC interface with partners and clients
  4. Establish and maintain relationships with other economic development agencies in Gauteng and other similar agencies.
  5. Establish and maintain relations with business advisory firms and consultancies based locally and abroad.
  6. Establish and maintain relations with foreign embassies and trade organizations based in Gauteng and/or South Africa.
  7. Monitor the budget on a monthly basis to ensure expenses are aligned to the budgetary guidelines.
  8. Formulate stakeholder plans and strategies to optimize the effectiveness of engagement and management.
  9. Organize and coordinate quarterly engagement sessions with all investSA Gauteng stakeholders.
  10. Manage critical relationships with investSA national (the dtic).
  11. Develop and oversee a stakeholder relationship framework.
  12. Foster relationships with key national, provincial, and local government partners to support business facilitation and regulatory enablement.
  13. Develop standardized processes and interface with partners.
  14. Develop and maintain interface protocols with partners.
  15. Manage and monitor implementation of SLAs with Partners
  16. Develop escalation mechanisms with partners and report monthly progress.
  17. To establish processes and systems for efficient operations of the Invest SA centre, engage, and host business delegations and investors visiting the Centre amongst other activities.
  18. Develop operational processes for one stop shop interface between GGDA clients and business regulatory departments
  19. Develop and implement working guidelines and policies for InvestSA and other operational requirements.
  20. Implement automation of processes/procedures for InvestSA interface with partners and clients
  21. Implement and maintain digital client interface system and ensure responses to clients within set frames
  22. Develop and maintain working protocols with relevant national government departments
  23. Establish relations with business advisory firms and consultancies based locally and abroad
  24. Provide technical assistance and support to TIRE facilitation units to engage with InvestSA partners and regulators
  25. Ensure proper functioning of InvestSA and ensure optimal presence of partner departments
 
As minimum applicants, should have the following requirements:
  1. Postgraduate Degree or NQF Level 7 qualification in Commerce, Public Admin, Marketing or related field
  2. 5 years of experience with multinational investment government, experience in guiding direct foreign/local investment/Economic Development/IT and/or Process design
  3. Sound knowledge of the business environment, the relevant role players within the business and their key responsibilities and outcomes
  4. Understanding of the Foreign & Local Economic development industry
  5. The ability to interact with people at all levels in the organisation
  6. The ability to communicate effectively and efficiently at all levels in the organisation

  1. Conceptualize a proactive lead generation strategy and oversee its implementation
  2. Develop a strategy for investor targeting and source-markets
  3. Package existing and projected business opportunities to promote
  4. Develop and implement leads evaluation and control processes and contribute to the facilitation of targeted investment
  5. Cultivate and maintain strong relationships with local and international investors, government agencies, financial institutions, and other relevant stakeholders to support the investment promotion activities
  6. Curate investment promotion activities and represent GGDA at industry events and forums.
  7. Develop cooperation agreements with service organisations to facilitate interaction with potential investments
  8. Ensure the effective, efficient, economical, and transparent use of financial and other resources.
  9. Establish effective mechanisms for identifying potential investors and promotion of GGDA,
  10. Identify and develop business and investment opportunities nationally and internationally,
  11. Promote the GGDA locally, nationally and internationally,
  12. Establish effective control and coordination mechanisms for all operations and activities of the business unit, and take reasonable steps to ensure the integrity of the internal control and management information systems;
  13. Identify strategic stakeholders to foster effective communication and ensure appropriate relationships are maintained.
  14. Develop appropriate communication strategies, manage and oversee the required interaction between the GGDA and the public;
  15. Develop programme with Chambers of Commerce and organised business formations.
  16. Build relationships with key national and local government partners, in order to improve investment climate and ease the cost of doing business in the Province.
  17. Develop sector strategies aligned to the GGDA mandate
  18. Contribute to achieving the companies targets in terms of investment and job creation
  19. Identify companies seeking new investment locations internationally and market the region to potential investors
  20. Develop and monitor plans to translate opportunities into concrete projects
  21. Visit targeted companies overseas on outward missions, promote the region
  22. Collaborate with sector relevant bodies, undertake joint events and share sector information with stakeholders
 
MINIMUM QUALIFICATION AND COMPETENCY REQUIREMENTS:
  1. Postgraduate Degree or NQF Level 8 qualification in commerce, investments or enterprise-related discipline
  2. 5 management years of experience in commerce, investments, or enterprise-related environment
  3. Sound knowledge of the business environment, the relevant role players within the business and their key responsibilities and outcomes
  4. Understanding of the Foreign & Local Economic development industry
  5. Sound knowledge of the relevant legislation/governance applicable to the organisation/industry /country
  6. The ability to define, scope, plan and execute projects according project management methodology

The successful incumbent will be reporting to the GGDA Group Audit and Risk Committee and Group Chief Executive Officer, he/she will be responsible for the following:
  1. Planning and executing various compliance and operational audits in accordance with the Internal Audit Charter in order to facilitate achievement of GGDA business objectives.
  2. Evaluating new or changing services, processes and operations,
  3. Assist in the investigation of significant suspected incidents of fraudulent activities within the organization and notify management and the Audit Committee of the findings,
  4. Developing links and reliance of external audit on the internal audit function,
  5. Acting as a key relationship officer in respect of Auditor General,
  6. Report to the Audit Committee on internal audit activities,
  7. Develop Annual Internal Audit Plans for the Group of Companies, for approval by the Audit Committee.
  8. Develop a three (3) year audit plan and strategy in line with IIA standards for approval by the Audit Committee,
  9. Develop and maintain an Integrated Combined Assurance Mode (CAM),
  10. Support Management and the Supply Chain team on probity audits on an ad-hoc basis,
  11. Conducting internal audit of significant activities of line departments to ensure compliance,
  12. Planning and execute audits which complements the work of the external auditor, Executing detailed audit procedures, including identifying and defining issues,
  13. Promoting a high level of control awareness throughout the GGDA and assist in the deterrence of fraud by evaluating the adequacy of internal controls in mitigating fraud risks,
  14. Following up on the progress of implementation of recommendations and monitor the rectification actions taken by the line departments in addressing audit issues.
 
As a minimum an applicant should have the following requirements:
  1. Post graduate qualifications in Internal Audit or Auditing
  2. Certified Internal Auditor (CIA) or Chartered Accountant (CASA) Qualification is an added
  3. 12+ years auditing experience in private or public sector of which 5 years must be at Senior Managerial level
 
 Level of competencies required:
  1. Knowledge of the Public Finance Management Act and Treasury Regulations
  2. Knowledge of the standards for the professional practice of internal audit
  3. Knowledge of and skills of applying internal audit principles and practices and management principles
  4. Knowledge of financial systems
  5. Develops written and verbal communication aimed at various audiences and communicates using language and style to capture the attention of the audience. Communicates well at senior levels and handles one-on-one discussions as well potentially hostile individuals in a group

The successful incumbent will be reporting to the Group Executive: Corporate Services and will be expected to execute the following tasks:
  1. Develop the ICT Master plan for GGDA aligned with the overall strategic objectives of the organisation
  2. Align GGDA information management (information management systems included) and information technology (as enabler) strategy with the strategic direction, management plans and the business processes of GGDA.
  3. Manage the information technology function of GGDA and ensure the establishment of sound information systems management.
  4. Provide advice on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems. Evaluate systems to measure their success.
  5. Compile and manage the ICT budget
  6. Maintain internal relationships with GGDA staff, including but not limited to the executives.
  7. Maintain external relationships with service providers and suppliers, and external consultants on specific projects.
  8. Provide input in the development of internal control policies, processes and procedures in line with any relevant legislation and best practices.
  9. Ensure that compliance requirements have been built into policies and procedures of GGDA and also into the manuals of GGDA where appropriate.
  10. Report on ICT performance in accordance with the ICT Governance Framework
  11. Identify and manage the ICT risks of the organisation.
  12. Monitor and establish a culture that contributes to the overall objective of prudent risk management by GGDA.
  13. Develop standardized ICT processes and standards across GGDA and its subsidiaries.
  14. Establish effective control and coordination mechanisms for all operations and activities of the division and take reasonable steps to ensure the integrity of the internal control and management information systems.
  15. Ensure that all operations and activities of the division are conducted in accordance with the PFMA, relevant regulations, the GGDA’s Code of Business Conduct and Ethics, sound business practices, and the other policies and practices approved by the Board.
  16. Foster a high-performance corporate culture that promotes ethical practices and encourages individual integrity, accountability, and social responsibility.
  17. Facilitate resource availability through effective procurement processes.
  18. Comply with organisation and divisional reporting requirements.
 
MINIMUM QUALIFICATION AND COMPETENCY REQUIREMENTS:
  1. Bachelor’s degree in computer science or Information Technology/Systems.
  2. 6 years’ experience as an ICT Manager and at least 3 years’ experience at a Senior Manager Level.
  3. Strong knowledge of all aspects of ICT across the spectrum of technologies, standards, methodologies and best practices.
  4. In depth knowledge of solution and design technique.
  5. Workflow (processes and procedures).
  6. The ICT industry and current and emerging technologies.
  7. ICT Service Management Issues.
  8. Knowledge of computer flow charts, & programming logic.
  9. Ability to make high-level business presentations and decisions.
  10. Knowledge of strategy development and implementation.

The successful incumbent will be reporting to the Group Executive: Macro Business Intelligence and Design and will be expected to execute the following tasks:
  1. Develop and implement the Macro Business Intelligence Framework to guide the gathering of business intelligence, research, benchmarks, as well as the formulation of strategies, plans and policies.
  2. Develops a research agenda for the GGDA and its subsidiaries.
  3. Develop a knowledge management strategy and frameworks for the GGDA and its subsidiaries
  4. Develop, execute, review and report on Departmental strategy and operational plan aligned to the GGDA Corporate Strategy.
  5. Lead and manage the Department in line with the approved policies, applicable laws and the delegated authority by facilitate resource availability for operational effectiveness.
  6. Provide regular report to the GGMF, MANCOM and other structures on the operations and activities of the Department.
  7. Identify the principal risks of the Department and implement appropriate systems to manage these risks.
  8. Develop and oversee implementation of macro business intelligence (with clear approach, methodology and tools) which enhances the conceptualisation, planning, execution, monitoring and review of all GGDA initiatives and projects within GGDA and Subsidiaries.
  9. Manage the knowledge management function in the GGDA and subsidiaries to promote knowledge sharing through the operational business processes and systems by, among others, strengthening links between knowledge sharing and the information systems, and improving integration among information systems in the GGDA to facilitate seamless exchange of information across systems.
  10. Document, assess, review and update the business processes to ensure that all processes respond to the mandate of the GGDA and its Subsidiaries.
  11. Manage outsourced contracts with service providers (research agencies, business intelligence companies, institutes, institutions of learning) so that service providers provide contracted services as per signed service level agreements.
  12. Provide financial leadership and stakeholder relationship engagement
  13. Develop and implement the Macro Business Intelligence Framework to guide the gathering of business intelligence, research, benchmarks, as well as the formulation of strategies, plans and policies.
 
MINIMUM QUALIFICATION AND COMPETENCY REQUIREMENTS:
  1. Bachelor’s Degree in Commerce or Economics or Social Sciences or Public
  2. At least 5-7 years’ experience in a senior management level/role
  3. Knowledge of government planning cycle and methodology.
  4. Knowledge of National Treasury strategic planning and annual performance planning requirements.
  5. Knowledge of government monitoring and evaluation.

The successful incumbent will be reporting to the Senior Manager: Internal Audit and will be expected to execute the following tasks:
  1. Assess significant activities of the GGDA, in terms of the adequacy of internal controls relative to the risk profile so as to ensure that emerging risks and control deficiencies are identified and addressed effectively, efficiently and timely
  2. Analyse operational and management processes and system controls effectiveness and efficiency in order to improve them and propose value-added recommendations
  3. Perform reviews of significant activities of the GGDA and ascertain the level of risk, and appropriately set the audit priority for such activities

  8. Contribute to keeping the Audit Committee informed of emerging trends and successful practices in internal audit
  9. Conduct internal audit of significant activities of line departments to ensure compliance, and to mitigate risks
  10. Prepare draft Internal audit reports for review by the supervisor
  11. Contribute to preparation of the annual internal auditing plan in line with IIA standards for approval by the Audit Committee
  12. Promote a high level of control awareness throughout the GGDA and assist in the deterrence of fraud by evaluating the adequacy of internal controls in mitigating fraud risks
  13. Follow-up on the progress of implementation of recommendations and monitor the rectification actions taken by the line departments in addressing audit issues
 
As minimum applicants, should have the following requirements:
  1. Diploma in Internal Audit and or BCom Honours in Accounting or Finance and Certified Internal Auditor an added advantage
  2. 5 years’ experience in Internal Auditing
  3. Knowledge of the standards for the professional practice of internal audit; PFMA & Treasury Regulations.

  5. Assist the GCEO to develop monitoring and evaluation tools and processes to continuously assess the plans and performance of GGDA and Subsidiary Companies.

  7. Compile monthly, quarterly and annual reports on the overall progress and results against operating and financial objectives and initiate courses of action for improvement.
  8. Support the Group CEO and Executive Team with regard to optimization of organizational performance.
  9. Escalate issues related to risk and operational challenges that require the active shareholders input and or guidance to the Management Committee (MANCO) of GGDA.
  10. Support the Group CEO with the preparation for and facilitation of management meetings such as Group EXCO and ManCom, as well as other meetings. Includes the implementation of key decisions and resolutions from such meetings.
  11. Ensure compliance to the PFMA and all Treasury Regulations including BBBEE, PPPFA.
  12. Cultivate, maintain, protect and promote the GGDA’s corporate image and the brand.
  13. Foster relationships with strategic stakeholders to ensure effective communication, as well as ensure that appropriate relationships are maintained.

  2. Provide support to the Group CFO in facilitating consolidation of annual financial statements, financial performance reporting, budget planning, and financial oversight over subsidiaries and ensure that all requirements for internal and external audit are met.
  3. Provide support to the CFO in the following areas:
    1. Group performance reporting
    2. Preparation of monthly, quarterly and annual financial reporting as per financial calendar
    3. Input to the approval and processing of revenue, expenditure, and control documents, budgets, salary updates, ledger, and account maintenance and data entry;
    4. Preparation for the audit process;
    5. Resolution of audit queries and Monitor payroll
  4. Assist GCFO in financial oversight over subsidiaries
  5. Support the development of annual capital commitment and expenditure budgets for the Finance and Supply Chain unit to successfully execute strategic plans;
  6. Monitor and manage annual budget and report major financial commitments, exposures, and risks to the GCFO in a regular and timely basis;
  7. Support the management of the overall budgets, monitoring the expenditures and costs against benefits that are realised as the programme progresses
  8. Assist in the development of standardised Finance processes, standards and systems across GGDA Group;
  9. Establish effective control and coordination mechanisms for all operations and activities of the division and take reasonable steps to ensure the integrity of the internal control and management information systems;
  10. Ensure that all operations and activities of the unit are conducted in accordance with the PFMA, relevant regulations, the GGDA’s Code of Business Conduct and Ethics, sound business practices, and the other policies and practices approved by the Board;
  11. Foster a high performance corporate culture that promotes ethical practices and encourages individual integrity, accountability, and social responsibility;
 
As minimum applicants should have the following requirements:
  1. B Com accounting degree, Chartered Accountant or Post graduate qualification in Finance/Business
  2. 10 years in Accounting and/or Finance
  3. Knowledge and understanding of the Public Finance Management Act, Treasury Regulations and Generally Accepted Accounting Practices
  4. Knowledge of Auditor General requirements and Auditing and Accounting Practices
  5. Knowledge of the State Procurement Policies and Practices
  6. Ability to recognize trends or associations between data. Ability to identify strengths, weaknesses, opportunities and threats associated with service/process/ procedure or products.
  7. Technical Expertise: Proactively seeks to improve processes/ systems/ procedures/ functions and guide others to achieve organisational goals
