THE SUCCESSFUL INCUMBENT WILL BE REPORTING TO THE FINANCIAL MANAGER AND WILL BE EXPECTED TO EXECUTE THE FOLLOWING TASKS:
- Manage Cash Book (Holdings)
- Capture receipts and payments daily
- Prepare a bank reconciliation at the end of the day/ week to reconcile what is received, what has been paid out and to determine what is outstanding
- Manage and review the general ledger bank account daily/weekly
- Prepare Journals (Holdings)
- Prepare the accruals/depreciation and other journals on a monthly basis
- Ensure journals are accounted in the correct month, filed in sequential order, and adequately supported
- Perform balance accounts reconciliations (Holdings)
- GL accounts Reconciliation:
- Balance sheet accounts are reconciled, validated, and verified
- Monthly compliance checklist
- Preparation of Annual Financial statements (Holdings and Group)
- Prepare the AFS in accordance with GRAP/IFRS and companies Act
- Using the Caseware software tool
- Perform dry runs in preparation for the year-end
- Coordinate annual Caseware training for all Group Finance employees
- Ensure that accounting policies are consistently applied at Group level
- . Compile Financial Reports/management accounts (Holdings)
- Prepare monthly expenditure reports
- Prepare management accounts reports
- Prepare quarterly management accounts reports
- Submit reports for approval to Line Manager prior to distribution to the various role players
- Compile reports in accordance with policies, procedures, and legislation
- Ensure all financial reports/management accounts are compiled within the appropriate time frame
- Manage Fixed Assets (Holdings)
- Ensure verification of fixed assets takes place identifying damaged or obsolete assets and to determine the condition of assets, per fixed asset policy.
- Manage the fixed asset process and conduct a physical verification and maintenance of fixed asset register and keep working papers.
- Report on any damaged assets that require write-off and disposal
- Assets are adequately insured
MINIMUM QUALIFICATION AND COMPETENCY REQUIREMENTS:
- Com (Accounting) degree
- 3 years in accounting/finance
- 2 years in financial management
- Registration with a professional body
- PFMA
- Managerial finance and budgeting.
- Business Reports Writing.
- Project Management
- Knowledge and understanding of the Public Finance Management Act, Treasury Regulations and Generally Accepted Accounting Practices

The successful incumbent will be reporting to the Group Executive: Corporate Services he/she will be expected to execute the following tasks:
PRIMARY PURPOSE:
Drive the implementation of and give effect to the performance dialogue and learning management strategies and processes, providing operational management by inculcating a high-performance culture within the organisation and ensuring that all employees embrace the principles of performance, learning and development. Foster a learning culture within the organisation.
Management of the learning and development function with the objective of leading critical programmes within the function.
KEY PERFORMANCE AREAS AND RESPONSIBILITIES:
Performance Management
- Ensure that performance management is implemented and embedded in accordance with the organisation s’ approved Performance Management Policy, Procedures and System.
- Manage the development and implementation of effective and viable procedures, systems and processes to ensure compliance by all employees of the organisation.
- Ensure effective and efficient communication on all relevant performance management including compliance with the policy and its processes.
- Ensure provision of support to the Human Capital Annual Report.
- Identify opportunities for improvements in performance management product design and development.
- Ensure proper follow-up to all meetings, communique, directives, and any other performance management matters.
- Manage and ensure effective filing system and tracking of performance information (manually and electronically).
- Project manage performance management within the reporting cycles determined by the organisation as per legislative requirements within a given financial year.
- Identify and facilitate training of employees on performance management within the organisation.
- Attend and ensure that Human capital clusters interests are properly represented at all relevant meetings, working groups, committees, forums or departments as and when required.
Learning and Development
- Partner with organisational leaders and Human Capital to define and drive the implementation of an integrated learning and development strategy which aligns with legislative skills authorities to ensure compliance with the Employment Equity and Skills development legal framework
- Ensure mandatory learning and development requirements are consistently delivered to meet statutory requirements.
- In collaboration with the SDF, formulate and oversee the delivery of an organisational annual development plan offering learning techniques and development opportunities
- Lead, develop and oversee the provision of the organisations learning and development linked to the BBBEE strategy
- Identify training tools that can be effectively applied to deliver learning content.
- Effectively manage the learning functions to meet the organisation s’ objectives of change implementation and business adoption
- Liaise with key stakeholders to identify learning and development needs. Ensure that mechanisms are in place to effectively conduct need analysis.
- Manage leadership development initiatives to ensure the organisation ‘s leadership teams are well equipped to deliver against strategic objectives.
- Manage the planning, co-ordinating and delivery of learning in the organisation when required.
- Manage the learning budget and expenses.
- Implement and manage a robust tracking mechanism for reporting purposes
- Manage the development of internal training material where necessary
- Ensure that guidelines for development plans and career pathing discussions are adopted and embedded
- Keep abreast of the latest trends and best practices in skills development and learning solutions

- Manage progress against WSP on quarterly basis

Generic Support
- The incumbent will be required to carry out extra projects as and when required.

Minimum qualification requirements and skills:
- B Degree in HR
- Postgraduate qualification will be an added advantage
- 7 years’ experience in Human Resources environment of which at 3 years at management level in Skills Development
- Proven experience in Performance Management and Learning and Development
- Experience in developing leadership and employee engagement programmes.
- Working knowledge of SETA protocols.
- Knowledge of employment practices & compliance (LRA, BCEA, EEA, Skills Development Act) and HR related policies and procedures.
- Project Management; computer skills and business acumen skills.

The successful candidate will be responsible for the development a strategic plan to advance the company’s mission and objectives and to promote revenue, profitability, and growth as an organization. Ensure alignment to shareholder objectives and provide shareholder value whilst providing world-class solutions to enhance the automotive sector’s, inclusive of the Aerospace and Defence Industries. Oversee company operations, both services and facilities management, to ensure production efficiency, quality, service and cost-effective management of resources with due consideration to risks. The successful incumbent will report to the GGDA Group CEO and AIDC Board of Directors. The expected deliverables are as follows:
- Establishes and provides strategic direction for the Company which supports both government’s socio-economic outcomes as well as industry’s global competitiveness requirements.
- Plans and directs the Company’s activities to achieve agreed targets and standards for financial, operational performance, quality, culture and legislative adherence
- Fosters a corporate culture that promotes ethical practices, integrity and a constructive work climate, enabling the Company to attract, retain and motivate a diverse group of quality employees.
- Keeps the Board and Holding company fully informed on all aspects of the Company’s operational and financial affairs, and on all matters of significant relevance to the Company.

- Knowledge of Infrastructure Development and Property Management
- Knowledge of Facilities Management
- Experience in socio-economic sector development activities is essential

MINIMUM QUALIFICATION AND COMPETENCY REQUIREMENTS:
- Relevant Bachelor’s Degree in Quantity Survey or Civil Engineering plus a Project Management Qualification
- Registration with the ASAQS/SAQSP, and SAPCMP, SAICE
- At least 5 years’ experience in Project Management Environment
- Understanding of relevant legislation, policies, and procedures.

- Responsible for the overall coordination of strategic and operational planning functions for the group including assisting subsidiaries with development of their strategic and operational plans.
- As a Senior Manager, provide overall coordination of strategic and operational planning functions for the Group. Provide support and assistance to the Subsidiaries with the development of strategic and operational plans.
- To contribute and lead the development of long-term strategy five year (5) Corporate level, based on analysis of key markets, competitor developments, technological change, and long-term audience trends.
- Administer and facilitate annual reviews of strategy
- To contribute to the business planning and help business units and subsidiaries to translate plans into detailed initiatives.
- Ensure that the GGDA strategies aligned to the GPG goals and priorities.
- Ensure integrated planning, implementation, and coordination of national, provincial, and national and local economic development plans and the DDM processes
- Coordinate and develops group strategic and operational planning process in line with the entity’s mandate as articulated in the GGDA Act, GGT 2030, The MEC delivery agreement.
- Ensure effective strategy management processes in place and the preparations of and the timely submission thereof of the group Group’s strategic, Annual, Operational, Quarterly Plans to the regulatory bodies as required.
- Assist the Group CEO to prepare reports on strategic and operational plans to the Board.
- Prepare reports on the implementation of the plans to the shareholder, Office of Premier, legislature and other government institutions.
- Ensure compliance and alignment with all evolving planning requirements of government
- Align the work of projects management with the planning requirements as well as operational plans of subsidiaries.
- Develops and ensures appropriate planning and operational tools for all units and subsidiaries in line with overall government mandate, e.g., design framework, logical frameworks, balances scorecard, etc.
- Assist the Office of the Group CEO about development of submissions to the Executive Council (EXCO) and legislature.
- Contribute to the alignment of GGDA corporate and strategy plan with financial resources
MINIMUM QUALIFICATION AND COMPETENCY REQUIREMENTS:
- Bachelor’s Degree or equivalent Diploma or NQF level 6 or equivalent qualification. (Public Administration, Social Sciences, Commerce and Business Administration)
- At least 5-7 years’ experience in a relevant management level with a proven track record of successful people management, operational management, transformational and change management.
- Working knowledge of PFMA and relevant regulations/laws

- Manage a team of professionals in the BREA unit
- To develop existing investors and source new investment opportunities both locally and internationally.
- To strengthen existing business sector and facilitate the creation of a conducive and enabling environment for business growth
- Implement a GGDA business retention strategy that is aligned to the Trade and Investment Strategy
- Develop and implement an investor servicing programme and offerings through the investor life cycle
- Proactively anticipate and address potential threats of business closure or relocation to other investment destinations.
- Ensuring the long-term survival of existing investments and companies through: Identification of growth opportunities, Nurture relationships with key industries or priority sectors)
- Develop and implement programmes to retain and expand existing investors
- Support operations of foreign firms, e.g., support for training, identifying local suppliers and cluster development to improve production and competitiveness
- Maintain the relationship with the investor to provide efficient after care services
- Develop and implement a coherent and effective corporate and investor visitation programme
- That influence the future direction of the firm, the development of new capabilities, e.g., support the development of new, higher value add products, nurturing local suppliers to international standards
- Increase the market for existing businesses to enable them to expand operations
- Build two-way communication focusing on problem solving and elimination of problem creating activities
- Conduct an Annual Business and Client Satisfaction Survey and Investment Climate Evaluation to understand the continuous concerns and feelings of the investors
- Facilitate access to expansion incentives and distressed companies’ mechanisms
- Manage the Distressed Companies Hotline and Call Centre
- Develop and implement industry cluster and value chain promotion for expanding investments
- Plan industry participation in exhibitions, networking platforms, seminars, and other opportunity identification platforms
- Undertake regulatory impact assessment to lobby government regarding cost of compliance with laws and regulations
- Manage the GGDA Investor Retention Programme and develop strategies to retain investors
- Monitor budget to ensure expenses are aligned to the budgetary guidelines.
- Submit expenditure reports to Line Manager for review and sign-off.
MINIMUM QUALIFICATION AND COMPETENCY REQUIREMENTS:
- Post graduate qualification in Commerce / Public Administration
- 5 years’ experience with investment facilitation environment at Management level
- Public service economic development objectives
- PFMA regulation and provisions
- Service Level Agreement framework
- Trade and Investment Facilitation
- Team player and collaborate across functional groups
- Stakeholder management capability
- Understanding of Customer Relationship Management System

- Develop and execute on divisional strategy and operational plan aligned to the Group Corporate Strategy.
- Lead and manage the division in line with the approved policies, applicable laws, and the delegated authority by facilitate resource availability for operational effectiveness.
- Work with internal and stakeholders to ensure alignment of activities and economies of scale principles are applied where possible.
- Significant experience in investment and destination marketing strategy for the Group
- Oversee media monitoring and establish relations with media to ensure positive reporting of GGDA.
- Foster a high-performance corporate culture within Division that promotes ethical practices and encourages individual integrity, accountability, and social responsibility.
MINIMUM QUALIFICATION AND COMPETENCY REQUIREMENTS:
- Post Bachelor’s Degree in Marketing, Communications or related.
- 5 – 10 years’ experience in Strategic senior and Executive Management Level and within the Marketing or Public Relations or Communications environment.

- To coordinate the Divisions’ administration by supporting the Group Executive and Managers within the division in performing their duties including administration, collating information for reporting and assisting with monitoring of expenditure.
- Assist to organise meetings and arrange booking of venues and all logistical requirements at facilities
- Monitor and manage the procurement process on the System and ensure adherence to internal processes requirements
- Create activities on the System and ensure that records are maintained in terms of the PFMA requirements
- Assist with elementary research on matters relating to activities within the scope of work using the internet to source information
- Assist with the administration of the units’ meetings and take, transcribe, and obtain sign off of minutes and distribute as and when required
- Produce an action plan, distribute to all concerned, follow up on matters arising and decisions.
- Make travel, subsistence advance and claim forms available and reconcile and process forms within the prescribed timeframes and ensure that deadlines for submissions are met
- Organise unit events and attend to ensure smooth functioning thereof and share information as needed
- Consolidate managers reports into one report template for submission to the relevant line manager or Head of Subdivisions
- Consolidate comments and provide a written summary of the unit’s performance for the relevant line manager or Head of Subdivision
- Monitor and report on progress in respect of action points and follow up with the relevant line Manager or Head of Head of Subdivision
- Escalate to relevant line manager or Head of Subdivision should action points not be followed through timeously and give feedback accordingly
- Upload all reports into the Intranet
- Maintain and hold copies of all reports on file for audit purposes
MINIMUM QUALIFICATION AND COMPETENCY REQUIREMENTS:
- Relevant Diploma or B Degree
- 3 – 5 years relevant administration experience
- Ability to make high-level business presentations and decisions.
- Knowledge of strategic projects development and implementation
- Knowledge of PFMA
- Considerable knowledge of project management, planning and development
