Requirements
An appropriate 3-year degree/diploma in Human Resource Management / Public Administration / Management, plus 3-5 years supervisory experience in Human Resource Management, or Grade 12 Certificate with 10 years supervisory experience in Human Resource Management. Appropriate post graduate qualifications will be an added advantage. Knowledge and understanding of Public Service legislative framework. Leadership skills, Problem solving skills, Interpersonal skills and good communication skills. Extensive knowledge and understanding of PERSAL and, HR prescripts. People management skills, and ability to work under pressure. Advanced computer literacy (MS Office). Must have at least code 08 valid drivers’ license
Duties
Lead and manage the HR unit, Implement and maintain sound quality management systems, including applicable legislations, policies, good practices and standards. Manage recruitment and selection processes. Provide guidance and support to HR staff.
Approve and quality assure all transactions related to appointments, transfers, terminations, salary administration and management of conditions of service, etc). Ensure that PERSAL transactions and related mandates forwarded to Gauteng Department of Finance (GDF) are captured correctly. Manage staff Establishment, Policy and Procedures on Incapacity Leave and Ill-Health Retirement (PILIR). Determine training needs for staff in the recruitment and selection unit. Provide strategic and operational support to staff and line managers. Manage the implementation of Performance Management and Development systems. Ensure that appropriate job descriptions are in place. Assist with Labour Relations matters. Draft memorandums, reports, submissions and circulars on HR related matters. Manage and coordinate the implementation of PMDS policy. Manage audit queries.
