TRAININING FACILITATOR: MICRO AND ACCESS PRODUCT INSTITUTIONS DEPARTMENT (Pretoria)

Purpose of the Job:
To provide on-going education and training to potential and licenced Financial Services Providers (FSPs). The person appointed to this position will report to the Manager: Micro and Access Product Institutions.

Key Performance Areas:
• Train and provide ongoing support to licensed FSPs on obligations imposed on them by relevant legislation administered by the FSCA;
• Conduct nationwide awareness workshops to licensed FSPs on the role of the FSCA and the regulatory environment;
• Develop appropriate and easy to use training material;
• Collaborate with stakeholders to ensure that learning objectives are met;
• Update the training manuals with new content as and when new content is available to meet the objectives of the organisation;
• Attend to all queries relating to workshops and compliance support issues from FSPs;
• Conduct research on issues that are deemed to be a barrier to entry in the financial sector for SMEs;
• Attend meetings with different stakeholders to monitor and measure trends for transformation in the sector;
• Conduct research on market trends and challenges facing SMEs in order to strategise on resolving the identified challenges;
• Perform administrative and other training activities delegated by the Manager and Departmental Head.

The candidate must be computer literate and be advanced in MS office products (MS Word, MS Excel, MS Outlook/E-mail). Further, the candidate must demonstrate the ability to take initiative, and to interact effectively with senior staff/ industry partners and stakeholders, ability to work effectively under pressure whilst upholding an emphasis on quality.

Requirements
A relevant National Diploma (NQF6) with at least 2 years training, learning and development experience. An understanding of the Financial Sector Regulation Act No 9 of 2017 and other relevant legislation administered by the Financial Sector Conduct Authority (FSCA). Registration as a training facilitator with a Sector Education and Training Authority (SETA) in the financial services sector or equivalent, is an added advantage.

SPECIALIST: QUANTITATIVE RESEARCH AND RISK: INVESTMENT PROVIDERS DEPARTMENT (Pretoria)

Purpose of the Job:
To advise the Investment Providers Department on a wide range of practices, conduct and concerns affecting the Hedge Funds industry and allied activities. Assist with the development of effective internal policies and relevant legislation, as well as establish and maintain a professional relationship with diverse industry players. The person appointed to this position will report to the Departmental Head.


Key Performance Areas:
• Develop and implement quantitative risk management capacity within the department including but not limited to quantitative risk models, risk management programs, oversight techniques and training schedules;
• Provide critical analysis of significant issues affecting the industry, and guide the department in the pursuit and achievement of international best   practice;
• Monitor and investigate evolving trends and developments within the Hedge Funds industry with a focus on new or innovative products, structures and the   drivers thereof;
• Investigate and propose amendments to legislation as required;
• Liaise and negotiate with industry, stakeholders and other interested parties on matters bearing on supervision and legislative dynamics using various   forums;
• Back up observations, research, and recommendations in detailed written reports;
• Communicate complex products and concepts in a simple and effective manner to management and various stakeholders;
• Act as an overall expert to the Investment Providers department, the Divisional Executive, and the Head of Department to achieve objectives of the   Department.

Requirements
A post graduate Bachelor’s degree in Commerce, Mathematics or Business Science. A Master’s degree in a related field or CFA/ FRM certification will be an added advantage. The person must have at least 5 to 7 years’ quantitative risk management experience within the investment/corporate banking, corporate finance, or asset management industry. Other essential requirements include experience in managing fixed income and equity market risk as well as defining and developing quantitative risk models. An understanding of complex financial instruments and the pricing and valuation methodologies thereof is required. Experience managing the risk and oversight function within a hedge fund environment will be preferred. Understanding of Hedge fund and CIS trading strategies and their implications on Market Risk. Strong understanding of financial derivatives, market risk models and risk metrics such as VAR, Greeks, credit and interest rate spreads and DV01.

SPECIALIST ANALYST: MARKETS, ISSUERS AND INTERMEDIARIES (Pretoria)

Purpose of the Job
To advise the  OTC Markets, Issuers and Intermediaries Department  on a wide range of practices, conduct and concerns affecting the industry and allied activities. The person appointed to this position will have a direct reporting line to the Senior Manager: OTC Issuers, Markets and Counterparties.

Key Performance Areas
• Identify shortcomings and anomalies to regulatory framework and subordinate legislation;
• Assist the Department with the analysis and assessment of conduct of OTC market participants and their compliance with applicable legislation and   regulatory requirements.   
• Assist with the reform of financial markets legislation to reflect operating realities as the need arises; 
• Assist the Department to maintain an effective framework for supervision of Over-the-Counter Derivatives Providers (ODPs);
• Independently conduct onsite inspection and desktop reviews for ODPs and produce meaningful and insightful reports in this regard.  ;
• Represent the Authority at relevant meetings of the ODPs and Industry.
• Liaise with and render appropriate regulatory guidance to stakeholders after consultation with the Senior Manager and Head of Department.

Requirements
A business, economics, accounting, mathematics degree or similar, with at least 5 years relevant experience, preferably in regulation, finance, risk management, audit or management consulting role within the South African Capital Markets Industry, finance or related commerce. Experience within a financial markets environment, investment banking, structured finance or similar will be a distinct advantage. An ability to understand complex financial instruments and processes including derivatives, bonds, equities and foreign exchange and the risks associated with these instruments would be desirable.

JUNIOR ANALYST: LICENSING DEPARTMENT (Pretoria)

Purpose of the Job:
To assist the department with the processing of new license applications, variation of licenses, auditor appointments and removals, compliance officer approvals and removals as well as the performance of any other licensing-related functions and activities. The person appointed to this position will report to the Manager: Licensing.

Key Performance Areas:
• Analyse and recommend approval or decline of all applications submitted for authorization (including concurrence granting) in respect of Financial Services Providers, Collective Investment Schemes, Collective Investment Schemes   management companies, Retirement Funds Benefit Administrators, Insurers, banks, Cooperative Financial Institutions, Compliance Officers as well as any related requests;
• Project management and report writing;
• Analyse and recommend approval or decline of applications by foreign entities residing outside of South Africa;
• Assist in ensuring that only fit and proper individuals, directors of companies, members of close corporations and sole proprietors are approved in management structures of authorised entities.
