Description
Purpose of the Job:
To effectively regulate and supervise the Banks and Payment Providers, to protect the interest of consumers and to ensure a sound regulatory environment. The person appointed in this position will report to the Manager: Banks and Payment Providers.


Key Performance Areas:
•Monitor compliance with legislation to ensure sound and efficient Financial Services Providers and the protection of consumers;
•Analyse financial statements and compliance reports of Banks and Payment Providers;
•Identify and report trends in the financial services sector with possible impact on the FSCA’s regulatory objectives;
•Conduct on-site and off-site inspections in terms of the risk-based supervision approach and report on the outcomes of such inspections;
•Liaise with the Banks and Payment Providers industry stakeholders; and
•Perform administrative or other activities relating to the supervision of the Banks and Payment Providers.

Other Key Competencies:
The candidate must demonstrate the following skills and attributes: Problem analysis and solving, judgement, oral and written communication, information gathering; good interpersonal skills; the ability to work in a team; and emotional intelligence. Knowledge of a workflow system will be a strong recommendation. Good computer skills.

Requirements
Bachelor’s degree in Commerce, Law or Banking and other relevant discipline with at least 2-3 years working experience within the financial services industry. The candidate must have a good knowledge and exposure to the financial sector, a good understanding of the Banks Act of 1990 and the Financial Sector Regulation act.

​COMMITTEE SECRETARY BOARD SECRETARIAT (Pretoria)

Description
Purpose of the Job:
To render appropriate secretariat and corporate governance services to the FSCA, including the provision of secretarial and administrative support to the Office of the Pension Funds Adjudicator and Office of the FAIS Ombud. The person will be reporting to the Senior Committee Secretary.

Key Performance Areas:
•Render professional Secretariat services to relevant internal and external committees of the FSCA, OPFA and FAIS Ombud Office in accordance with the industry’s best practices.
•Ensure timeous communication on execution of decisions and resolutions of relevant Committee meetings within the FSCA.
•Render corporate governance services to committee members in acting as the central source of guidance for relevant portfolio/s as per the mandate of the committees.
•Act as the primary point of contact for internal and external stakeholders within relevant portfolio, especially with regard to matters of corporate governance.
•Ensure adherence to prescribed quality standards and best practices of secretariat services.
•Manage and co-ordinate the annual FSCA meetings calendar and Annual Workplans. 
•Review Terms of Reference on an annual basis.
•Administer annual declarations by the committee members.
•Responsible for logistics related to meetings of the FSCA committees which include accommodation, catering, travel and venue bookings; and

Requirements
Matric and appropriate/ relevant degree or diploma (legal qualifications will be added advantage) with at least 5 year’s relevant experience in minutes taking and corporate governance services. ​TREASURY AND ASSET MANAGEMENT ACCOUNTANT FINANCE DEPARTMENT (Pretoria)

Description
Purpose of the Job:
To manage the day-to-day cash flow and investment functions of the FSCA, including the accounting, reconciliation, and reporting of cash and non-current assets. To maintaining the asset register, performing monthly and annual financial processes, and liaising with banking partners. The person appointed to this position will report to the Senior Manager Finance.
 
Key Performance Areas:
•Prepare and monitor daily, weekly, and monthly cash flow forecasts.
•Initiate and process inter-bank transfers to ensure optimal liquidity levels.
•Recommend and execute investment of surplus funds in line with FSCA’s policy.
•Monitor bank account balances and transactions to ensure proper utilisation and reconciliation.
•Maintain accurate records of investment transactions and account movements.
•Prepare and post monthly investment journals to the general ledger.
•Reconcile investment and call accounts to general ledger and bank statements.
•Ensure compliance with investment policies and risk management guidelines.
•Maintain an up-to-date fixed asset register in accordance with GRAP and internal policies.
•Monitor the acquisition, disposal, depreciation, and impairment of assets.
•Coordinate and oversee the annual asset verification process and prepare reports.
•Conduct the annual useful life assessment of assets and update records accordingly.
•Prepare and review monthly reconciliations for cash, investment, and asset accounts.
•Ensure that all entries are supported by appropriate documentation and are compliant with accounting standards.
•Assist in the preparation of financial statements and year-end audit schedules related to treasury and assets.
•Respond to internal and external audit queries related to cash and asset management.
•Provide supporting documentation and schedules for financial reporting and audits.
•Prepare monthly and annual reports on treasury performance and asset status.
•Liaise with banks and financial service providers to manage accounts, signatories, and transactional issues.
•Monitor and ensure the implementation of changes to banking processes or regulatory requirements.
•Act as a liaison between internal departments and external stakeholders on treasury matters.
 
Other Key Competencies:
The candidate must demonstrate the following skills and attributes: Attention to detail, problem-solving, planning and prioritisation, interpersonal and communication skills (verbal and written communication), customer orientation, analytical skills, and customer relations skills, proficiency in Microsoft Office and accounting software packages. familiar with financial systems (e.g., Pastel, SAP, or similar ERP platforms). Requirements
A Bachelor’s Degree or National Diploma in Accounting, Finance, Financial Management, or a related field with a minimum of 3–5 years' relevant experience in treasury, cash management, or asset accounting. Professional certification or membership, such as SAIPA, SAICA, or CIMA (or working towards one), Working knowledge of GRAP and public sector accounting frameworks, familiarity with PFMA and other applicable financial regulations. Experience in a public sector or regulatory environment would be an added advantage.
