FINANCIAL SPECIALIST (EXPERIENCED CA)
RETIREMENT FUNDS SUPERVISION DIVISION
REF NUMBER: FSCA 725
Purpose of the Job: To monitor and assess compliance by retirement funds with applicable legislation particularly in regards to their financial soundness through the analysis of financial statements, statistics and reports. To identify risks to the financial soundness of retirement funds to make recommendations and/ or propose enforcement measures in order to mitigate such risk and to contribute towards the formulation of improvements in regulatory standards and supervision measures. The person appointed in this position will report to the Divisional Executive: Retirement Funds Supervision.
Requirements: A qualified CA (SA). The candidate must have at least 5 years working experience as a charted accountant. A good knowledge and exposure to the Pension Funds Act and experience in the retirement funds industry is a prerequisite.
Key Performance Areas: • Analysis of high impact and high risk financial statements, statistics and reports of registered retirement funds; • Conduct peer reviews, trends and risk analysis in consultation with management;
• Guide liquidators through the liquidations on funds in terms of legislation; • Deal decisively with enquiries, queries, extensions, exemptions, etc. in terms of departmental deadlines and policies; • Assist the Prudential Supervision department with accounting and auditing disclosures and interpretations, as well as with the alignment of fund returns and audits with IFRS (International Financial Reporting Standards) and IAS (International Standard on Auditing) and other tasks as assigned; and • Responsible for benchmarking of funds and research projects as assigned by the Departmental Head and the Divisional Executive.
Other Key Competencies: The candidate must demonstrate the following skills and attributes: excellent command of both written and spoken English; be proficient in the use of Microsoft Office and workflow systems; have demonstrable skills in the collection and analysis of financial information, records and returns, report-writing and other forms of communication; be disciplined, reliable, organised, effective, efficient, trustworthy, self-confident, friendly, cheerful, co-operative and supportive; have sound judgement and an ability to work well both independently and in a team; and demonstrate a commitment to promoting high work standards and the fulfilment of the objects of the FSCA and the protection and enhancement of its reputation.
