Job Description
JOB PURPOSE:
To lead the design of an enterprise-wide application architecture as guided by the EA standards, procedures, and policies. 
 
KEY PERFORMANCE AREAS:
Application Architecture domain establishment 
•    interpret and apply approved enterprise architecture principles, policies, procedures in the architecture work. 
•    Provide guidance on matters related to the application architecture domain, provide domain driven input in all enterprise architecture services as guided by EA standard, procedures, and policies.
•    Establish and maintain the application architecture domain (as-is and to-be architecture) for the FIC. Perform impact assessment and options analysis as part of EA facilitation. 
•    Develop or provide input to business cases and architecture roadmaps as part of business continuity. 
•    Develop and maintain all the application architecture templates. Present all domain related changes to the organisation’s Governance structures as guided by policies.
EA tool administration 
•    Develop, maintain the establishment of the repository. Maintain the modelling style guidelines and provide access management.  
•    Publish and create awareness in the organisation on application architecture as part of the enterprise-wide drive or initiative.
Solution Architecture
•     Define and design architecture solutions that encompass all architecture domains outlining solutions in line with business requirements, enterprise architecture principles, and ICT standards to ensure standardisation and risk management. 
•    Review and ensure solution architecture designs provide seamless integration, scalability, and security in accordance with the prescribed enterprise architecture. Update and maintain the architecture repository with all architecture artifacts as part of architecture implementation governance.
Project planning and implementation
•     Contribute to the development and/or evaluation of Terms of Reference documents to assist business and ICT teams during procurement process. 
•    Take accountability for the end-to-end delivery of solution/applications/systems and ensure alignment to the approved architecture.
Stakeholder Management
•     Work with ICT, and internal stakeholders to understand their strategic direction and ensure that the architecture is in alignment in the implementation of such.  
•    Work closely with and provide support to the solution architects to ensure that solutions are created and in alignment with the architecture landscape.
•    Communication and Collaboration: Have good communication and collaboration skills to effectively work with the various teams and stakeholders.
•    Innovation: Keep up to date with the latest technology trends and bring innovative ideas on how the best solutions can be brought into the organisation.
•    Business Alignment: Align designed solution with the overall business strategy and ensure it delivers business value.
 
EDUCATION, SKILLS AND EXPERIENCE:
•    Relevant postgraduate Bachelor's Degree in Computer Science, Information technology, software engineering, or a related field is a requirement. (NQF level7).
•    Master Degree in Information or Information Systems would be an advantage.
•    TOGAF Certification is a requirement. Knowledge of other frameworks (e.g., Zachman) would be an advantage.
•    Certification in industry-standard platforms and technologies such as AWS, Azure, or Google Cloud would be an advantage.
•    Minimum three 6 years’ experience in Enterprise Architecture tools like Case wise, Visio,Sparx Enterprise Architect to maintain an architecture repository.
•    Strong communication and interpersonal skills, ability to work with cross-functional teams.
•    Minimum 6 years’ experience in developing application architecture designs.  
•    Minimum 6 years’ experience in in development of large-scale solutions involving multiple technologies, functions, and interfaces across in-house and vendor supplied application. 
•    Minimum 6 years’ experience in designing hybrid (cloud/on-premises) application architecture and integration patterns.  
•    Solid experience in the developments of business cases, performance of impact assessments and options analysis. 
•    Provide thought leadership, innovation, and best practice. 
•    Experience in designing solutions for (more than one architecture domain in a single project) large projects is an advantage.
•    Ability to guide project teams and ensure solutions are developed and deployed in accordance with approved solution architecture is an advantage

JOB PURPOSE 
Manage and coordinate activities of internal and external stakeholders to support the division’s output in support of respective legislative obligations  and  the Financial Intelligence’s Centre’s mandate
Delivery and success
•    Build network of relationships across functions to achieve goals and objectives
•    Represent Monitoring and Analysis in different forums/interactions and ensure information exchange and build and maintain professional internal and external relationships with the FIC.
•    Support activities to combat crime, update senior management accordingly and offer and assist with solutions where required.
•    Work in conjunction with other divisions within the FIC, government departments/agencies and relevant role-players to ensure alignment of effort in support of complete and accurate output and informed decision-making.
•    Provide oversight and guidance to projects/initiatives of high importance.  Support and coordinate the activities of task teams to combat proceeds of crime and terror financing.
•    Support activities related to the registration and updating of Authorised Officers and solicit feedback regarding the use of Divisional products/services shared.   
•    Continuously obtain feedback from stakeholders regarding usefulness of FIC products and actions undertaken. 
•    Advise and support MOU (mutual agreements of understanding) conclusion and implementation.   
•    Interaction with institutions to improve relevance in   relevant reporting and offer clarity on processes where required.
•    Develop and execute delivery plans within policy, precedent, and standards to achieve objectives and reporting on achievements in terms of work plans as and when required.
•    Makes changes to improve performance and reduce risk.
•    Anticipates and resolves problems to ensure targets/output are achieved within agreed deadlines and standards.
People management
•    Manage output and assist project team(s)  using own judgment and experience to offer independent, prompt solutions to a variety of highly complex investigative assistance and the ability to act within defined freedom, exercising appropriate options in terms of risk management.

Planning and organizing
•    Directly plans and reports on units outputs; Identifies any possible deviations and problems which will affect output and develops and implement alternative plans.
•    Develops and plans functional unit's quarterly plan in line with the area's annual.
•    Reports on work plans - achievement of quantity, quality, and time targets.
Resources management 
•    Manage allocated resources to ensure effective and efficient delivery.
•    Makes recommendation on resources and budgetary requirements for annual planning purposes.
•    Controls costs through effective management of principle business or operating process variables.
•    Operationalizes plans and deploys resources to meet clearly calculated plans and objectives over a typical bi-annual horizon.
•    Ensure optimisation of resources and control cost where needed and report on the utilisation of the FIC's financial intelligence products.

Job Description

The purpose of this job is to apply technical expertise in the interpretation and presentation of complex financial information and data, to assist with identifying subjects and associated links with the proceeds of crime, in order to aid criminal investigations, the recovery of proceeds of crime, criminal prosecutions or medium term decisions.
 
Key Performance Areas 
  • Analyse, interpret, and present complex financial information and relevant data in a manner which is both understandable and properly supported.
  • Interact with stakeholders / third parties, when required to discuss findings and obtain information
  • Identify and investigate patterns and connections between situations that are not necessarily routine or obviously interlinked.
  • Determine relevance and completeness of information or evidence and identify gaps.
  • Perform various calculations including income and losses; transaction summaries; tracing of source and destination of funds, tracing of assets; performing present value calculations utilising appropriate rates.
  • Utilise computerised applications such as a spread sheet, data base or computer model and utilise charts and graphics to explain findings.
  • Investigate and contextualise financial information / evidence in support of law enforcement efforts.
  • Conduct analysis within acceptable quality norms required.
  • Facilitate the handing over of intelligence / evidence to designated authorities and manage external stakeholders (prosecutors, investigating authorities, etc.) expectations
  • Assist in legal proceedings, including testifying in court regarding forensic report findings and prepare visual aids to substantiate findings.
  • Lead, plan and manage team and personal outputs with limited supervision
  • Execute tasks expeditiously and within set action plans and time frames.
  • Participate in transfer of skills to colleagues.
  • Assist in compiling reports and case studies for training purposes and benchmarking.
  • Advises key leadership of financial intelligence issues and challenges as appropriate.
  • Represent the organisation at working groups, meetings, conferences, and seminars.
  • Provide feedback to staff members as and when required. 

Education, Skills and Experience
  • B Com Honours, or B Compt Honours (or relevant Honours degree) with at least five years’ experience, or newly qualified chartered accountant.
  • Working experience in one of the following industries is preferable
    • Financial and Information analysis
    • Forensics
    • Internal Auditing
  • Experience in the collection, application and use of relevant information in order to substantiate deductions and findings will be an advantage. 
  • Working knowledge of data analysis applications, tools, and systems.
  • Sound knowledge and experience using the Microsoft office suite and Excel is a prerequisite.
  • Anti-Money laundering training and honours and masters qualifications will be an added advantage.
