FINANCIAL AND FISCAL COMMISSION (FFC)
The FFC exists to provide proactive, expert and independent advice to promote the Intergovernmental Fiscal Relations (IGFR) System in South Africa, through empirical policy analysis and to ensure the realisation of our Constitutional values. The vision is to provide influential advice to promote an equitable, efficient and sustainable Intergovernmental Fiscal Relations system.
HEAD: CORPORATE SERVICES

Remuneration - R1 251 183.00 - R1 495 956.00 pa (All-inclusive package)
Financial and Fiscal Commission (FFC) is seeking to appoint a dynamic, goal driven, and people orientated individual who will be a change agent that will share and support the new path and transformation goals of the organisation for position of Head: Corporate Services on a permanent basis. Details of the position are as follows:
1. THE PURPOSE OF THE POSITION
The purpose of the Head: Corporate Services role is to provide leadership and manage Corporate Services Division which include Human Resources unit, outsourced Information and Communication Technology (ICT) systems and Facilities Management environments. The FFC is in the process of organisational transformation and renewal and the incumbent will play a significant role in this change.
2. LOCATION: GAUTENG OFFICE
3. MINIMUM REQUIREMENTS
• Post Graduate Diploma or Degree in Human Resources Management or Business Administration.
• Ten (10) years’ managerial experience, of which 5 years should have been in a senior management level; • Strategy development and implementation skills;
• Strong analytical and problem-solving skills;
• Demonstrated technical skills in the Human Resources, Information and Communication Technology and Facilities Management;
• Demonstrated ability to undertake multiple priorities within the required timeframes;
• Demonstrated knowledge of government policies and legal compliance issues in the Public Sector and;
• High perseverance and tenacity.
4. KEY RESPONSIBILITIES
The key outputs of the Head: Corporate Services are as follows:
1. Human Resources
• Development and implementation of the FFC's Strategic Human Resources Strategy and Business Plan;
• Development and implementation of the FFC's Human Resources Policies;
• Implementation of systems and processes to ensure that HR meets its strategic objectives, in line with those of the FFC;
• Lead the FFC Human Resources Organisational Renewal
• Development and implementation of the FFC's Remuneration, Employee Development (Capacity Building) and employee wellness systems;
• Recognition, Recruitment, Retention and Job Evaluation Systems and Processes;
• Leave Management and other administration systems management;
• Assurance of compliance with relevant requirements of individual employee and organisation-wide Human Resource records.
2. Facilities Management
• Facilities management and maintenance of the leased FFC buildings in Gauteng and Cape Town and all related services, including procurement, monitoring, evaluation and management.
3. Information, Communication and Technology
• Management of outsourced Information, Communication and Technology, inclusive ICT Strategy; Business Solutions and IT Infrastructure and support.
• Monitoring and evaluation of service delivery and assistance with the procurement processes, relating to these functions.
