PURPOSE OF THE JOB
The primary purpose of this position is to fulfil the organisational objectives of overseeing ICT functions within FASSET. Developing strategies and ensuring that all systems necessary to drive business strategies and support operations are in place and streamlined to ensure efficiency and effectiveness in a digitally transformed environment.
 
MAIN ACCOUNTABILITIES
• Work close with the executives to align organisational strategy, business and financial goals to the enterprise architecture and ICT strategy.
• Develop and implement a digital transformation and automation strategy.
• Select and implement suitable technology to streamline all internal operations.
• Design and customise technological systems and platforms to improve customer service.
• Promote and align business goals and ICT programmes and priorities.
• Produce ICT Governance, Risk and Compliance Management Framework.
• Determine ROI and measure delivery on ICT Projects.
• Stay up to date with the latest and new technologies.
• Direct and organise projects and measure KPA and SLA delivery.
• Analyse cost, value and risks.
• Develop, review, and update all relevant policies.
• Lead and guide ICT team.
• Co-ordinate ICT projects to match business requirements and tracking project guidelines.
• Managing department budget.
• Continuously evaluate emerging technologies to maximise performance, security & efficiency and propose the implementation of such technologies where applicable.
 
REQUIRED QUALIFICATION
Qualification
 Matric
 An Honours Degree (NQF Level 8 ) in Information Technology / Computer Science/equivalent qualification
 A Master’s Degree in Information Technology/ Computer Science will be advantageous.
Professional Membership
 Professional ICT body membership and relevant ICT certification will be advantageous.
 
REQUIRED EXPERIENCE
Essential:
 Minimum of ten (10) years ICT management experience of which 5 years must be a senior management position.
 Experience in DPSA implementation of Corporate Governance of ICT.
 Thorough understanding and implementation of Digital Transformation Strategy.
 Thorough understanding and implementation of Enterprise Architecture.

PURPOSE OF THE JOB
To provide a professional, efficient, and effective quality assurance administration function and service FASSET projects.
 
MAIN ACCOUNTABILITIES
• Sound effective and efficient administration of all records and information to enable easy accessibility, accuracy, and comprehensiveness of information.
• Prepare and draft minutes, reports, briefs, presentations, and written communication for review.
• Managing and maintaining ETQA electronic and hardcopy filing system.
• Coordinating and organise all relevant ETQA meetings.
• Booking and travel arrangements for the ETQA team.
• Assist with accreditation activities, including capacitation of Skills Development Providers (SDPs) on QCTO accreditation and extension of scope processes.
• Assist with monitoring and auditing of FASSET accredited training providers on qualifications.
• Assist with extension of scope of Training Providers on FASSET qualifications.
• Accurate recording accurate in the registration and notification of scope for assessors and moderators.
• Assist in capacitating stakeholders on quality assurance matters and resolve related queries within 48 hours.
• Schedule visits on conducting Quality Assurance onsite monitoring of projects.
• Schedule visits with conducting workplace approvals and the Quality Assurance of workplace approvals conducted by others in relation to the qualification requirements.
• Arrange the sessions for capacitation of TVET Colleges on quality assurance and SETA System requirements.
• Schedule for external moderation of assessments.
• Assist with verification of learner information and credit uploads (NLRD).
• Assist with effective submission of certification requests to ETQA Unit.
• Assist with participation in the planning of regional activities and projects.
• Assist stakeholders on ODOO training sessions for SDPs.
• Assist with preparation for internal and external DHET/SAQA/QCTO audits.
 
REQUIRED QUALIFICATION

• Effective and efficient end-to-end delivery, execution, coordination, and implementation of quality assurance services on projects and programmes ensuring delivery within specified timelines and contract specifications.
• Facilitate accreditation activities, including capacitation of Skills Development Providers (SDPs) on QCTO accreditation and extension of scope processes.
• Monitoring and auditing of FASSET accredited training providers on legacy qualifications.
• Facilitate extension of scope of Training Providers on FASSET legacy qualifications.

• Monitor workplace provision in line with quality assurance requirements and learning programme.
• Conduct 50% onsite external moderation within projects.
• Give support to other Business Units in closure of projects.
• Continuously track, monitor, and measure the learner results and performance against set standards and targets (‘the number’) in order to timeously implement viable solutions to achieve targets and to ensure adequate budget availability.
• Provide formal, standard reporting and feedback ensuring accurate, up-to-date reflection of project and programme performance.
• Conduct site visits to stakeholders for learner / site verification and monitoring.
• Up-to-date knowledge and intelligence to continuously support service delivery, programme and project implementation and improve performance.
• Maintain a close working relationship between and amongst the team to optimally support performance and deliver on stakeholder needs and requirements.
• Supports knowledge-sharing, documentation of information and setting of benchmarks for improved performance.
• Maintain a good relationship between the different divisions to continuously support performance and delivery against set objectives.

REQUIRED QUALIFICATION
Qualification

• 3 Years’ experience in a training environment at specialist level dealing with Educational Quality Assurance.
• External verifier, Exposure to program and material development and Monitoring & Auditing of QMS will be advantageous.
