JOB IDENTIFICATION

PURPOSE OF THE JOB
To manage Human Resource (HR) business partnering functions to line departments which includes HR Plan alignment, Recruitment and Selection, Employment Equity, HR Administration, Remuneration and Benefits, Training and Development, Employee Performance Management and Annual Performance Plan reporting on all HR related matters.
MAIN ACCOUNTABILITIES
• Manage specific sequences associated with Recruitment and Selection.
• Manage administration of Employee Performance Management processes, including and not limited to performance agreement, assessments and moderation.
• Ensure sound Labour Relations by monitoring collective/recognition agreements, discipline and grievances, CCMA/Labour Court cases and Bargaining Unit.
• Manage the development of Employment Equity Plan/Report and ensure timeous submission thereof.
• Manage specific principles and processes associated with Training and Development, Internships, Work-Integrated Learning and Study Assistance programme.
• Monitor financial control, budget management and the procurement process to ensure compliance with the legislation e.g. (PFMA, PPFA, and BBBEE).
• Manage and monitor the Remuneration, Benefits, and Conditions of Service.
• Manage the Human Resources Plan and identified risks.
• Manage and provide inputs to the organisation’s Annual Performance Plan and Operational
Plans and ensuring progress against the approved annual targets.
• Manage the overall HR Policy development and review processes.
SUMMARY
• Partner with the Supply Chain/Finance units to ensure compliance on delivery of approved learning programmes and projects.
• Manage the Employment Equity/Skills Development committee activities; Labour Forum; CEO, HREMCO and Board submissions.
• Manage HR records and ensure availability of HR related documents for all audit requirements.
• Manage Employee Health and Wellness, Disability activities, Change Champions, Men’s Forum initiatives, Choir and Sports teams activities.
• Manage all HR related administration and ad hoc HR projects coordination.
• Develop monthly, quarterly, annual and other ad hoc HR reports for submission to relevant Governance Committees.
• Manage the HR department Annual Performance Plan targets and ensure alignment to strategic objectives.
• Manage HR audit reports by preparing implementation plans with clear corrective measures.
• Manage all personnel in the department and provide continuous guidance and coaching.
REQUIRED QUALIFICATION
Qualification
• Degree/Btech/ in Human Resources Management, or relevant and equivalent Qualification specialising in HR Management at NQF level 7.
REQUIRED EXPERIENCE
Essential:
• 7 years’ experience in the Human Resource Management value chain of which 3 years should be at supervisory level.
• SABPP or IPM registration as an HR Professional an added advantage.
• Experience in the Public Sector advantageous.
• A Post-Graduate Qualification in HR Management an added advantage.
