JOB IDENTIFICATION

PURPOSE OF THE JOB
The primary purpose of this position is to provide support to Projects Manager, implement and monitor mandatory and discretional projects that Fasset funds. To monitor allocated projects budgets and coordination to achieve targets as indicated and approved as per the service level agreement (SLA) with the Department of Higher Education, Science and Technology.
MAIN ACCOUNTABILITIES
▪ Monitor and evaluate projects according to legislative requirements and internal policies and procedures.
▪ Implements projects by managing the service providers and contractual agreements.
▪ Contribute to the overall Fasset targets as indicated by the service level agreement (SLA) with the Department of Higher Education, Science and Technology.
▪ Attend events, project meetings, employer visits and other stakeholder (government, service provider, professional body, institutions of higher learning and related) forums in own capacity or represents the First Line Manager/s.
▪ Provide information necessary for and specific compliance activities related to audits (internal, external audits and Department of Higher Education, Science and Technology visits) by amongst other things making information readily available during audits.
▪ Coordinate the project payments process and liaises with stakeholders on payment related queries.
▪ Assess and monitor project plans.
▪ Disseminates relevant reports and information to all relevant stakeholders.

Qualification Required
Relevant Bachelor’s degree at NQF level 7, however a degree in Finance, Accounting, Internal Audit and Business Management will be preferred.
Post-graduate qualification in project management will be an added advantage.

Qualification Required

REQUIRED EXPERIENCE
Essential:
▪ 7 years relevant experience in managing or overseeing projects.
▪ More than 4 years in a supervisory or management level.
▪ Knowledge of knowledge of Public Finance Management Act (PFMA) is critical
▪ Knowledge and experience of the seta environment will be advantageous.
COMPETENCIES REQUIRED AND WORK OUTPUT
Critical Competencies:
▪ Provide management and guidance in the PQA department.
▪ Support the Projects Manager in the achievement of the departmental targets.
▪ Implementation of projects and monitoring thereof.
▪ Provide support and undertake site visits to monitor the implementation of projects.
▪ Compile data sources, employing collection and analysis of monitoring data.
▪ Review and analyze monthly project reports make recommendations for improvement.
▪ Develop minimum documentation requirements for projects after projects site visits.
▪ Implementation of projects and managing service providers project plans.
▪ Manage and process invoices for payment following PFMA and internal finance policies/procedures.
▪ Ensure proper management and training of staff.

OTHER REQUIREMENTS
▪ Willingness to travel (nationally).
▪ Valid South African driver’s license and own transportation
Date of Commencement of Position
Fasset requires applications for Projects Assistant Managers to start as soon as possible.
Salary
The salary range to be offered for this position is: D-Lower.
Assessment
Applicants may be required to take a proficiency test, testing the elements above and will be expected to make a maximum of 3 hours available for both the interview and proficiency assessment.
