JOB IDENTIFICATION
Department: Corporate Services Department
Reporting Line: Human Resources Manager
Full-time/Part-time/Contract: Permanent 
 
PURPOSE OF THE JOB
The primary purpose of this position is to ensure provision of effective and efficient implementation HR artefacts. 
 

MAIN ACCOUNTABILITIES
HR Practices
✓ Provisioning of staff recruitment services.
✓ Leave Management.
✓ Submission of monthly payroll inputs.
✓ Compilation of bi-weekly, quarterly and annual reports.
✓ Management of exits and benefits administration.
✓ Conduct training plan skills audit.
✓ Process RFQs.
✓ Assist in the development and review of policies and procedures.
✓ Facilitate the development of EE plan.
✓ Manage the confirmation of probation.
✓ Reconcile leave records on quarterly basis.
✓ Facilitate quarterly meetings with the service providers.
✓ Submit all quality reports five days before the meeting.
✓ Manage staff performance.
✓ Facilitate induction and orientation of new appointees.
 
Staff Relations matters
✓ Ensure proper application of Employee Relations, policies, and procedures.
✓ Create awareness of and support for Employee Relations practices and programmes to Management and Employees.
✓ Update Management on Employee Relations trends and requirements.
✓ Monitor adherence to agreed minimum conditions of employment at FASSET.
✓ Presentation of cases at the Bargaining Council, CCMA, and Labour Court
✓ Advise management on cases to be referred to the Labour Court.
✓ Lead and facilitate negotiations with organised labour.
 
Human Resources Planning and Development
✓ Develop WSP and ATR.
✓ Facilitate adherence to Performance Management policy.
✓ Conduct training needs analysis.
✓ Ensure compliance to skills Development act and Employment Equity Act.
✓ Compile annual training plan. 
 
REQUIRED QUALIFICATION
Qualification
• Diploma in Human Resources Management/Public Administration/Management.
• Qualification in Labour Relations/Law will be advantageous. 
 
REQUIRED EXPERIENCE
Essential:
• 3 years’ experience in HR Management.
• Experience in Public Sector will be advantageous.
 
COMPETENCIES REQUIRED
Critical Competencies:
• Interpersonal and Communication skills (written and verbal).
• Strong understanding of Labour Relations Acts, Prescripts and Regulations.
• Strong and in-depth experience in CCMA & Bargaining Council.
• Knowledge of relevant legislation and compliance environment including the Basic Conditions of Employment Act, LRA, Employment Equity Act, Skills Development Act, the Skills Development Levies Act.
• Good people skills – relating, networking, adapting, coping.
• Negotiation and leadership skills.
• Minimum three years’ administrative experience.
• An understanding of the public sector environment is highly desirable.
• Organising and executing.
• Attention to detail.
• Customer Focus.
• Prioritisation skills.
• Effective time management / self-management.
• Analytical and problem-solving skills.
• Input and capture data with minimum errors.
• Computer Literacy (Excellent application of MS Word, MS Excel, MS PowerPoint, Internet / Email, Windows explorer).
• Demonstrate excellent understanding of co-coordinating and office administration.
• Able to work without supervision and team player when required.
 
KNOWLEDGE AND SKILLS REQUIRED
Essential

Date of Commencement of Position

Salary
The salary grading to be offered for this position is R 559,238 per annum 
 
Assessment
