JOB IDENTIFICATION

PURPOSE OF THE JOB
The primary purpose of this position is to ensure ongoing development and oversight of HR systems, standards, policies and procedures as well as ensuring that approved HR strategies are aligned to best practice and implemented accordingly. Furthermore, an effective HR specialist service should be provided in support of the Seta’s organisational strategy and mandate.
MAIN ACCOUNTABILITIES
• Full HR function and employee value proposition design and implementation.
• Drive all recruitment activities within the organization.
• Design and implement holistic on-boarding program for all new employees.
• Oversee the people management strategy.
• Implement and drive performance management.
• HR specialist experience preferably within a public sector environment.
• An understanding and proven experience relating to employment equity and BBBEE
• Best practice knowledge and expertise of HR trends
• Proven specialist experience in recruitment and selection, performance management, training and development, employee relations, payroll and remuneration management, HR budgeting control and leave management.
• An understanding of the public sector and the Seta environment is preferable
REQUIRED QUALIFICATION
Qualification
• Relevant National Diploma/Degree in Human Resource Management or Related field
• 5 years related experience
3 years' experience in Seta environment will be advantageous
REQUIRED EXPERIENCE
Essential:
5 - 8 years relevant experience in an HR Specialist / HR Business Partner role.
Experience in the Seta environment advantageous.
COMPETENCIES REQUIRED AND WORK OUTPUT
Critical Competencies:
Knowledge of relevant legislation and compliance environment including the Basic Conditions of Employment Act, LRA, Employment Equity Act, Skills Development Act, the Skills Development Levies Act,
Good people skills – relating, networking, adapting, coping
Negotiation and leadership skills
Valid Driver’s License
Minimum three years’ administrative experience
Experience in a SETA environment is highly desirable
An understanding of the public sector and the Seta environment is highly desirable
Excellent communication, verbal and written.
Organising and Executing
Attention to detail
Gathering, presenting and communicating information
KNOWLEDGE AND SKILLS REQUIRED
Essential
Solid computer skills: MS Office Suite
Excellent command of English (verbal and written).
Administration ability.
Ability to work under pressure and meet deadlines.
Good relationship with stakeholders and an energetic approach to work.
Detail and process orientated.
Strong analytical, interpersonal, communication.
Report writing and presentation skills
Ability to work independently and as part of a team;
OTHER REQUIREMENTS
Valid South African driver’s license and own transportation

Salary
The salary range to be offered for this position is market related.
