JOB IDENTIFICATION

PURPOSE OF THE JOB
The primary purpose of this position is to manage the approval of sector grants and stakeholder needs according to regulations and Fasset processes and procedures.
MAIN ACCOUNTABILITIES
▪ Ensure that employer grants are evaluated, approved and processed according to Fasset criteria, guidelines and standards
▪ Process all employers grant payments accurately and on time
▪ Prepare correspondence in relation to grant payments
▪ Function as a team leader for all employer grants processing
▪ Match employer profiles with categories of grants
▪ Verify employer and grant details against qualifying criteria and compliance requirements
▪ Assess and track applications during processing
▪ Draft contingency plan and submitted for approval
▪ Monitoring the budget versus the target
▪ Process approved applications and all supporting grant administration completed
▪ Ensure that grant records are filed according to regulations and Fasset standards
▪ Liaise with stakeholder and internal staff accordingly
▪ Ensure that grant administration is aligned to the grant approval process
▪ Submit required reports to management
▪ Resolve all grant related queries
▪ Track grant processing and manage according to internal service level measures
▪ Quality assure suppliers and processes and check for Service Level Agreement compliance
▪ Support and participate in Stakeholder engagements
▪ Updating and reviewing online grants application procedures
▪ All internal correspondence and records are filed and accessible
▪ Manage retrieval and submission of audit documentation
▪ Implement grant strategy
▪ Identify and report administrators’ developmental needs
▪ Draft employer grants criteria and submit for approval
▪ Assist SDFs / Employers to resolve queries and complete applications correctly.
▪ Assist with roadshow activities and conduct training provincially.
▪ Prepare documents for DHET verifications.
▪ Prepare documents for internal and external audit requests
REQUIRED QUALIFICATION
A relevant Qualification/ A bachelor’s degree in Business Management or Diploma in Business Management
NQF level 7
▪ Submit required reports to management
▪ Resolve all grant related queries
▪ Track grant processing and manage according to internal service level measures
▪ Quality assure suppliers and processes and check for Service Level Agreement compliance

REQUIRED EXPERIENCE
Essential: ▪ 3 years relevant experience in processing mandatory and discretionary grants.
▪ Experience in the Seta environment advantageous and
▪ Application of procedures relating to Public Finance
▪ COMPETENCIES REQUIRED AND WORK OUTPUT
Critical Competencies: ▪ Budget/cost conscious and work within these parameters.
▪ Project planning and administration ability.
▪ Compile data sources, employing collection and analysis of monitoring data.
▪ Manage and process invoices for payment following
▪ PFMA and internal finance policies/procedures.
▪ Attention to details
▪ Knowledge of Skills Development and Levy Act
KNOWLEDGE AND SKILLS REQUIRED
Essential:
▪ Solid computer skills: MS Office Suite
▪ Excellent command of English (verbal and written).
▪ Project planning and administration ability.
▪ Ability to work under pressure and meet deadlines.
▪ Good relationship with stakeholders and an energetic approach to work.
▪ Detail and process orientated.
▪ Strong analytical, interpersonal, communication.
▪ Report writing and presentation skills
▪ Ability to work independently and as part of a team;
OTHER REQUIREMENTS
▪ Willingness to travel (nationally).
▪ Valid South African driver’s license and own transport
Date of Commencement of Position
Fasset requires applications for a Permanent Grants Specialist to join the existing team as soon as possible.
Salary
The salary range to be offered for this position is C-Upper
Assessment
Applicants may be required to take a proficiency test, testing the elements above and will be expected to make a maximum of 3 hours available for both the interview and proficiency assessment.
