FILM AND PUBLICATION BOARD (FPB) 
 
The Film and Publication Board (FPB is the content-classification authority aimed at ensuring efficient and effective consumer protection through regulation of films, games and certain publications; while empowering the public, especially children, through robust information sharing .
 


CHIEF FINANCIAL OFFICER
Type: Five-year Fixed Term Contract
Reference: G001
Patterson Grade: E4
Remuneration: R1 675 460 CTC per Annum
 
Requirements:
  • Applicants should be in possession of Matric /Grade 12. Relevant Postgraduate qualification NQF 8. Masters or equivalent (NQF level 9 as recognized by SAQA) will be an added advantage. Extensive working experience
  • (At least 5 experience at a senior management level) related to grant and finance management
 
Competencies:
Preparation and management of strategic plans and budgeting as well as implementing internal systems and control to ensure sound financial management. Extensive Knowledge of applicable legislation, policies, procedures, prescripts, and practices in the financial environment. Expert knowledge of grant and finance management with an ability to implement programmes and projects timeously. Advanced strategic planning and financial management will be an added advantage. Good negotiation skills. Good communication (written and verbal) and negotiations skills. Knowledge of the legislative framework of the Public Service in terms of financial management.
 
Duties:
The successful candidate will be responsible for the following:
  • Establish and maintain effective, efficient, and transparent systems related to financial, risk management, internal control in accordance with the PFMA and Treasury Regulations as well as procurement and provisioning systems which is fair, equitable transparent, competitive and cost effective and ensure compliance.
  • Take effective and appropriate steps to collect income, prevent unauthorized, irregular and fruitless as well as wasteful expenditure and report unauthorized, irregular or fruitless and wasteful expenditure.
  • Ensure adherence to the transfer of assets and liabilities management, compliance to any tax, levy, duty, pension and audit commitments required by legislation.
  • Responsible for budgetary control thus ensure that expenditure of the department is in accordance with the vote of department including conditional grant budget provisions.
  • Ensure that proper record of the departments’ financial affairs is in accordance with prescribed norms and standards and submission/ available of these reports to all relevant role-players e.g. executive authority.
  • Ensure that proper grant management in terms of program management in DORA Act
  • Board Representation – Present financial statement and financial reports to Board. Act as representative on the following committees – MANCO, EXCO, Finance Committee, Audit Committee. Chairman of the Procurement Committee.
  • Staff Management – Ensure that sufficient staff are available and professionally trained. Prepare performance management contracts on an annual basis. Review performance management contracts on a quarterly basis.
  • Approve leave applications. Provide coaching, mentoring and guidance to staff. Identify any training requirements in staff end ensure these requirements are met. Guide staff in Career Development. Address any disciplinary issues. Create succession plan for direct reporting staff.

SENIOR MANAGER: REGULATORY DEVELOPMENT & RESEARCH ANALYSIS
Type: Permanent

Patterson Grade: D4
Remuneration: R1,147,020.00 CTC per Annum
 
Requirements:
  • Hons/Post Graduate Degree in any related field (NQF Level 8) masters degree will serve as an added advantage
  • Five years Strategic and Managerial experience in Research and Development of policies and regulatory instruments.
 
Competencies:
Have proven competencies: Strategic Capability & Leadership (Core Managerial), Programme & Project Management (Core Managerial), Financial Management (Core Managerial), Change Management (Core Managerial), Communication (Process), Client orientation and customer focus (Process), Problem solving and analysis (Process) and Service Delivery Innovation (Process)
 
Duties:
  • Conduct research to inform regulatory decisions.
  • In partnership with relevant partners initiate a discussion document Green Paper/white paper for the Ministry.
  • Facilitate the Publishing of the regulatory instruments and regulations for comment, suggestions, or ideas.
  • Lead in the development of a White Paper with relevant stakeholders, including the government depart responsible for policy for further discussion, input and final decisions.
  • Development of FPB regulatory instruments emanating from primary legislation. Incorporate /adapting the current RIA mechanisms to the development of such instruments.
  • Use best practices in Consultation to ensure a transparent regulatory decision-making process, and higher quality regulations.
  • Trends in the production of new regulations Initiate Steps to strengthen quality assurance in the production of impact assessments including Ex ante impact assessment of new regulations.
  • Develop frameworks that combine public and private policy instruments to strengthen capabilities towards a common policy objective.
  • Implement Market intelligence to provides market insights allowing the organizations to gain a competitive advantage.
  • Conduct analysis to monitor the impact of regulatory instruments
