The Kwazulu-Natal Nature Conservation Board, trading as Ezemvelo KZN Wildlife, is a PFMA Schedule 3C public entity established in terms of the KwaZulu-Natal Nature Conservation Management Act (Act No. 9 of 1997).
THE ENTITY:
The entity is responsible for the management of nature conservation within the province of KwaZulu-Natal including protected areas as well as development and promotion of ecotourism and facilities within the protected areas. Ezemvelo KZN Wildlife wishes to appoint a suitable candidate into the position of Senior Manager: Rhino Protection.
PURPOSE OF THE JOB:
Reporting to the Head of Biodiversity Conservation, The Senior Manager Rhino Protection will lead Ezemvelo’s effort in developing and overseeing and implementation of the KwaZulu-Natal’s Rhino Protection Strategy and Intervention Plans, in collaboration with internal (security services, regional and protected area managers) and external stakeholders (State Security Agencies, Safety and Security Clusters and private land rhino owners).
AREA OF RESPONSIBILITY:
Based in Pietermaritzburg and or Durban, and reporting to Head Biodiversity Conservation the Senior Manager will provide a clear coordinated approach to rhino security and associated intervention on critical species with a focus on both proactive and reactive measures to curb the scourge of rhino and other key species poaching within KwaZulu-Natal.
QUALIFICATION REQUIRED:
• A Bachelor’s degree or Advanced Diploma in Conservation/Environmental Law (NQF 7)
• Although Post Graduate qualification in Law Enforcement/ Criminal Law or equivalent is not mandatory, it is desirable (NQF 8)
EXPERIENCE:
5 years’ law enforcement working experience within conservation at management level
COMPETENCIES REQUIRED:
• Knowledge of environmental law enforcement procedures and protocols
• Knowledge of financial legislation (PFMA)
• Excellent report writing and presentation skills
• High level of general computer literacy
• Good communication, inter-personal and management skills
• Strong organizational ability and planning skills
• Strong mentoring, training and motivational skills
• Problem solving skills
KEY PERFORMANCE AREAS:
• Oversee the implementation of the Ezemvelo Guardianship for Rhinoceros
• Ensure the monitoring, evaluation, reporting and communication of Ezemvelo’s strategy, plans and approaches to Rhino protection in the province.
• Maintain good relations with neighbours to have ease of access into communal areas and develop a culture of people reporting suspicious activities
• Facilitate training to enhance skills and new knowledge to empower Ezemvelo officials to combat the rhino poaching threat
• Facilitate meaningful and effective partnerships with communities around rhino reserves, to coalesce support around rhino protection & livelihoods improvement
• Establish and maintain effective communication strategy on anti-rhino poaching and associated critical species at international, national, provincial and local level
• Ensure strong working relationships between all internal (particularly Security Services & operations) and external stakeholders
• Ensure all Standard Operating Procedures (SOPS) are developed, reviewed and follow best practise
• Working together with Security Manager to develop protocol for crime scene management
• Drive a strong integrated work and cooperation with private rhino reserves in and outside of the province
• Assess the risk and threat in all protected areas with rhino in KwaZulu-Natal including private reserves in partnership with other state security agencies (SAPS, SSA, NPA, etc.)
• Provide support in setting up proactive and reaction plans.
• Facilitate the design, maintenance and support of key operational systems to enhance better decision making
• Obtain accurate and precise information on black and white rhino population performance to inform adaptive protection management.
• Assist in mobilising resources to support rhino strategy and intervention plan implementation
• Facilitate and monitor all joint operations on rhino anti-poaching initiatives through Provincial Priority Committee Rhino Poaching, and Joint Operations Command.
• Create and maintain good public and stakeholder relations and awareness in relation to wildlife protection programmes.
• Ensure accurate and up to date poaching data and intelligence is gathered and disseminated to stakeholders to inform and enhance operation
• Ensure integrated effort between security services and rhino protection to enable efficient case load management from SAPS and the NPA for high convictions rate
