The eThekwini Municipality with its seat in Durban invites suitably qualified candidates to apply for the under-mentioned position of:
 
DEPUTY CITY MANAGER: CORPORATE & HUMAN RESOURCES 
ETHEKWINI MUNICIPALITY ON A FIVE (5) YEAR FIXED-TERM PERFORMANCE BASED CONTRACT
 
Annual Total Remuneration Package will be in line with the Local Government Municipal Systems Act, 2000, Gazette No. 40118 (Act No. 32 of 2000) applicable to a Category 10 Municipality in terms of upper limits of total remuneration packages payable to Senior Managers directly accountable to Municipal Managers.
 
 
Requirements: An appropriate B Degree in Public Administration or Management Sciences or Law or equivalent qualification. A certificate in minimum competencies from an accredited institution. At least 8 years' managerial experience of which at least 3 years must be at a senior management level in the core functional areas below, preferably in a local government environment. A post graduate qualification in the above-mentioned qualifications or Human Resources will be an added advantage. Proven ability to provide strategic and innovative leadership.
 
Required knowledge:
• Good knowledge and understanding of local government policy and legislation
• Good knowledge and understanding of institutional governance support systems and performance management.
• Good knowledge of corporate support services.
• Good knowledge of Labour Law and Human Capital related legislation
 


This post will be responsible and accountable for the following:
• Development and implementation of HR strategy and business plans.
• Effective leadership and management.
• Ensure effective service delivery and alignment with Municipal goals and objectives.
• Establish clear relationships with and facilitate co-operation, co-ordination and communication between all stakeholders.
• Responsible for all assets, and expenditure related to the area of responsibility.
• Ensure employment equity targets are reached in accordance with Municipality's EE Plan.
• Ensure effective performance management.
• Accountable for the key performance indicators and outcomes of the employees within the Cluster.
• Accountable for processes, procedures and risk applications associated with the functionality.
 
Oversee the following core functional areas:
  • Human Resources.
  • Occupational Health and Safety.
  • Organizational Development and Change Management
  • eThekwini Municipal Academy (Learning and Development)
 



Shortlisted candidates will undergo Competency Assessments to determine competency levels. The successful candidate will be expected to sign an employment contract and a performance agreement, disclose financial interests, undergo security clearance and attain minimum competencies within 18 months if he or she does not have them. The successful candidate will be stationed at Shell House, 221 Anton Lembede Street, Durban.
