Introduction
A position has become available for a Manager: Supply Chain and Facilities Management to join our dynamic team.
 
Background:
The Engineering Council of South Africa (ECSA) is a statutory body charged with the mandate to regulate the engineering profession in accordance with the Engineering Profession Act 46 of 2000.
 
Position Summary:
The Manager: Supply Chain and Facilities Management position has become available. The position will be responsible for the management of the organisational assets and facilities and the centralised Supply Chain Management (SCM) function for ECSA, ensuring that the SCM function is fair, equitable, transparent, competitive and cost effective, in line with the ECSA, strategic objectives and Treasury Regulations. The position will report to the Executive: Corporate Support Services.
 
Duties & Responsibilities
  • Coordinate, organise, and oversee all activities involved in the identification, acquisition, demand, and supply of ECSA’s assets;
  • Create the Engineering Council of South Africa’s supply chain strategy;
  • Collaborate with other Business Units and stakeholders to identify and maintain resources needed to establish and provide an effective supply chain;
  • Establish performance metrics for measurement, comparison, or evaluation of factors affecting the supply chain;
  • Develop and maintain detailed inventories of materials and supplies located in the organisation;   
  • Maintain required quantity of supplies and materials to optimise the organisation’s performance;
  • Analyse current inventories and procedures; suggests improvements to increase efficiency of supply chain for the organisation;
  • Develop policies to increase efficiency throughout the supply chain while ensuring quality and safety; implements subsequent changes to processes;
  • Manage SCM Logistic support processes in line with policy requirements;
  • Ensure the development and implementation of a suitable and effective supplier management system and up to date supplier database;
  • Assess the need for material-handling equipment and staffing; make recommendations to ensure efficient movement and storage of materials;
  • Ensure the compliance to the Fixed Assets Policy when procuring or disposing of assets;
  • Negotiate prices for raw material and delivery with suppliers, vendors, and/or shipping organisations;
  • Monitor the performance of suppliers, assessing their ability to meet quality and delivery requirements; identifies and qualifies new suppliers in collaboration with other Business Units;
  • Oversee the daily workflow and schedules of the Business Unit;
  • Management of Facilities to provide a conducive, hygienic and safe working environment;
  • Continually monitor and evaluate the adequacy of the facilities in line with business goals;
  • Manage and create a conducive environment for highly motivated and productive staff for the Business Unit;
  • Develop work performance standards for both employees and review committees for the Business Unit in consultation with the Executive;
  • Prepare and agree to the annual budget for Business Unit functional and support costs;
  • Performs other related duties as assigned.
 
Desired Experience & Qualification
  • Minimum NQF 8 qualification in Purchasing Management, Procurement, Supply Chain Management or Financial environment; Master's Degree is desirable;
  • 10 years’ experience in Procurement / Supply Chain, Asset, Facilities and Finance environments of which a minimum of 3 years should be at a management level;
  • SAPICS/CIPS Membership or equivalent;
  • Excellent verbal and written communication skills;
  • Excellent interpersonal and negotiation skills with a proven ability to create and maintain positive working relationships with vendors, suppliers, shippers, and customers;
  • Strong supervisory and leadership skills;
  • Excellent organisational skills and attention to detail;
  • Thorough understanding of SCM processes and logistics; 
  • Strong analytical and problem-solving skills;
  • Proficient with Microsoft Office Suite, SAGE or related software.
