ADMINISTRATOR: IMPROPER CONDUCT INVESTIGATIONS

Introduction
The Engineering Council of South Africa (ECSA) is a statutory body charged with the mandate to regulate the engineering profession in accordance with the Engineering Profession Act 46 of 2000.
 
Position Summary: The Administrator: Improper Conduct Investigations has become available. The successful candidate will report to the Manager: Improper Conduct Investigations and will be responsible for but not limited to the following duties.
 
Duties & Responsibilities
  • Receive and process complaints and queries;
  • Maintain an up to date repository and status of complaints;
  • Keep records of all relevant information and documentation pertaining to investigations, discipline, appeal and criminal matters on papertrail;
  • Maintain an accurate database of legal and technical investigators;
  • Attend to the completion and submission of LSU attendance meeting registers;
  • Check invoices, claim forms, and ensure that accurate claim forms are submitted to accounts Department in line with approved procedure;
  • Follow up on unpaid invoices and claim forms;
  • Provide the secretariat functions for the Investigating Committee;
  • Arrange for payment of meeting claims;
  • Process appointment letters, provisional findings letters, charge sheets, settlement agreements etc.;
  • Arrange the set down of disciplinary and appeal matters;
  • Prepare the bundle of documents for disciplinary hearings and appeals;
  • Perform all administrative tasks related to the entire values chain of the investigation of complaints.
 
Desired Experience & Qualification
  • Matric and an NQF Level 6 Diploma in secretariat/office administration qualification;
  • 5 years administration experience in a legal office environment;
  • Knowledge of office administration procedures;
  • Proficiency in Microsoft Office products;
  • Effective written and verbal communication skills;
  • Customer service orientation.

JUNIOR LEGAL PRACTITIONER

Position Summary: The Junior Legal Practitioner has become available. The successful candidate will report to the Manager: Improper Conduct Investigations and will be responsible for but not limited to the following duties.
 
Duties & Responsibilities
  • Ensure efficient regulation of improper conduct investigations;
  • Support the Investigating Committee (IC) by ensuring efficient and professionally arranged IC meetings.
  • Ensure efficient regulation of professional conduct investigations through applying applicable legal instruments;
  • Draft closing and advisory letters;
  • Review and draft contracts and MoU’s to support ECSA business units;
  • Ensure accurate and timeous delivery of disciplinary hearing packs and finalise matters according to approved timelines;
  • Ensure accurate and timeous reporting of criminal cases and regularly follow up on criminal cases and third party investigations;
  • Provide accurate legal advice to ensure compliance with applicable laws
  • Conduct research in respect of contentious legal issues relative to the regulation of professional conduct;
  • Draft legal opinions regarding improper conduct investigations and other related matters;
  • Contribute to the content for CBE/SAQA quarterly reports and other Legal Services reports;
  • Facilitate the development of the training material for the panel of investigators;
  • Facilitate the publication of Board Notices in the Government Gazette.
 
Desired Experience & Qualification
  • Matric certificate;
  • LLB or any other Legal Qualification;
  • Admitted Attorney or Advocate with not less than 12 months work experience of the ECSA investigation and Disciplinary hearing experience.
  • 5 years post admission experience. Experience in a regulatory environment will be an added advantage;
  • Proficiency in Microsoft Office products;
  • Effective written and verbal communication skills;

Position Summary: The Legal Manager: Professional Conduct Investigations reports to the Executive: Office of the CEO.
 
Duties & Responsibilities
The position is responsible for the following:
  • The Management of the entire value chain of the regulation of professional conduct; inclusive of investigation, disciplinary and appeals processes.
  • The provision of in-house advisory, interpretive and administrative legal services, to ensure compliance to relevant legislation and regulations.
 
Key Performances Areas:
  • Manage and oversee the efficient functioning of ECSA’s investigations, disciplinary and appeals processes;
  • Provide advisory and administrative support to the Investigations Committee and other ECSA Committees;
  • Develop and review regulatory policies and procedures;
  • Manage the ECSA panel of lawyers and technical investigators;
  • Draft and vet legal documents;
  • Manage people and budgets.
 
Desired Experience & Qualification
  • Matric;
  • Law Degree e.g. LLB or equivalent;
  • Admission as an Attorney/Advocate;
  • 8 years legal experience, with 3 years at a supervisory/management level;
  • Interpersonal, influencing and stakeholder relations management skills;
  • Knowledge and application of regulatory legislation.

INTERN: ICT PROJECTS ASSISTANT - FIXED TERM CONTRACT (12 MONTHS)

Position Summary: The Intern: ICT Projects Assistant has become available. The intern will actively contribute to meaningful projects and work closely with a mentor and with senior leadership within the ICT business unit. The successful candidate will report to the Manager: Information and Communications Technology
 
Duties & Responsibilities
  • Provide project support using Agile Project Management Methodology and DevOps
  • Assist in maintenance and storage of project documentation and reports
  • Monitor project action items, issues, risks and escalate to project managers as needed
  • Coordinate project, relevant committees and project stakeholder meetings, and compile minutes of meetings and draft reports
  • Provide administrative support to the project team as needed
  • Assist in business and systems analysis activities
  • Assist in ITIL service management processes particularly Incident Management, service catalogue management, and request fulfilment
  • Provide daily support on ICT processes, and procedures that deliver and support unified customer-focused IT services
  • Assist in minor administrative tasks
  • Perform other duties as tasked and deemed necessary for the overall delivery of the business unit´s activities
 
Desired Experience & Qualification
  • Grade 12 (NQF level 4);
  • Diploma or Degree in Computer Science, Information Technology, or Management Information Systems;
  • Familiar with Agile Project Management methodology, concepts and software tools
  • Basic understanding of software development, business analysis or data analytics concepts
  • Proficiency in Microsoft Office Suite
  • Ability to work well in teams
  • Strong work ethic and attention to detail;
  • Excellent written and verbal communication skills;
  • Organised and reliable;
