EXECUTIVE MANAGER: COMMUNITY SERVICES
FIVE YEARS FIXED TERM AND PERFORMANCE BASED CONTRACT
REMUNERATION: (R894 447 – R1 022 226- R1 133 463 p.a. as per Government Notice 43122 dated 20 March 2020 or a replacement Notice, plus a maximum performance bonus of 14% per annum)

MINIMUM REQUIREMENTS: A relevant bachelor's degree in social sciences/ Public Administration/Management Sciences/Law; or equivalent. The appointee will be required as a condition of his or her appointment to enter into a performance contract with the municipality within sixty (60) days of the appointment in terms of Section 57 of the Municipal Systems Act, 2000. A post graduate qualification in the above field will be an added advantage. Minimum of five (5) years relevant experience in middle management level preferably in Local Government. Certificate Programme in Municipal Development (CPMD) or Executive Leadership Municipal Development Programme (ELM DP). The ability to integrate service delivery in the context of the councils Integrate Development Plan (IDP) and oversee the budget and implementation. Computer literacy. Code (08) driving license.
 

KNOWLEDGE: Good knowledge and understanding of relevant policy and legislation; Good knowledge and understanding of institutional governance systems and performance management; Good knowledge of corporate support services, including: - human resource management, legal services, facilities management, information communication technology and Council support. Good knowledge of supply chain management regulations and preferential procurement policy; good governance; Labour relations Act and other related prescripts. Computer literacy. Valid Code (08) driver's license.
 
KEY PERFORMANCE AREAS: Assist in achieving the Municipality's mission and vision. Responsible to report on social, cultural, and recreational matters to the Municipal Manager. Advise Municipal Manager, Council, and the public on social, cultural, and recreational services. Facilitate and coordinate the functioning of war room within the municipality. Oversee and coordinate the establishment of relevant community structures to deal with issues of elderly, disability, women, and youth. Ensure implementation of environmental & waste management and compliance withrelevant legislation. Manage protection services which incorporate: Traffic and Law Enforcement (including Registration, Licensing and Roadworthiness of vehicles) & Disaster Management and Fire & Rescue Services. Facilitate Management of all Municipal enterprises including community halls, sporting facilities, parks, cemeteries,swimming pools and libraries. Ensure diligent execution of municipal functions and management of the department in accordance with applicable legislation. Prepare and submit reports to the Municipal Manager and Council and perform all other functions related to the post and required by law.
