PERSONAL ASSISTANT TO THE EXECUTIVE MAYOR
(FIXED TERM CONTRACT LINKED TO THE INCUMBENT)
 
QUALIFICATIONS/REQUIREMENTS: *Grade 12 *NQF L6 in Secretarial / Personal Assistant / Administrative Management or equivalent*Computer Literacy *A valid driver’s license *Microsoft office knowledge and usage *5 -8 years working experience in Governance or Administration. At least 2 years working in Political office shall serve as an advantage.
 
KEY RESPONSIBILITIES: *Handle the Executive Mayor’s correspondence *Coordinate the Executive Mayor’s official functions *Responsible for speech writing *Conduct research for the mayor *Update and advise the Executive Mayor on current issues affecting local governance *Responsible for any official task assigned by the Executive Mayor and/or the Municipal Manager *Management of Executive Mayor’s office personnel *Stakeholder management *Performance management in the Executive Mayor’s office.

ASSISTANT MANAGER: OFFICE OF THE SPEAKER
(FIXED TERM CONTRACT LINKED TO THE INCUMBENT)
 
QUALIFICATIONS/REQUIREMENTS: *Gr.12 *NQF L6 in Public Administration or Social Science or Developmental Studies*Valid driver’s license 5 – 8 years relevant experience *Computer literacy: MS Office *Valid driving license.
 
KEY RESPONSIBILITIES: *Assist and support the Speaker in executing the legislature responsibilities and any other duties and powers delegated of the Office of the Speaker *Provision and promotion of community participation services and liaison *Advise and support the Speaker on administrative and strategic decisions *Assist in achieving the Municipality’s mission and vision *Oversee the operation and establishment of Ward Committees *Develop and oversee policies applicable to the Office of the Speaker

CHIEF CHEMICAL ANALYST
 
QUALIFICATIONS/REQUIREMENTS: *B.Sc in Chemistry/Microbiology/Biotechnology/Water Care *Accreditation with the SA Council for Natural Scientific profession (Pr.Sci.Nat) will be an added advantage *5-8 years working experience in a supervisory position.
 
KEY RESPONSIBILITIES:  *Develop strategic plans for the laboratory and ensure the accreditation of the ELM laboratory *Maintain a low-risk laboratory operation by implementation of a regulatory compliance risk profile in mitigation against regulatory risks, reputational risks, financial risks, as well as all other associated risks within the laboratory environment *Develop and implement the water and sewer quality monitoring programme. To ensure the sustainability of laboratory operations using an integrated business approach with focus on economic, social and environmental aspects of business *Develop and implement the sections operational plans to ensure improved service delivery and alignment with the unit plans *Monitor that the methods, processes and systems used in the section are conducive to efficient service delivery *Communicate designated staff responsibilities, authority and personal performance measurement criteria *Implement staff development and training to achieve overall objectives *Determine human resource requirements taking into consideration operational needs, skills scarcity and retention capability *Implement staff development and training to achieve overall objectives *Address workplace conflict through the initiation and coordination of consultative processes and implementation of appropriate disciplinary procedures *Determine needs of the section and provide input in the compilation of the budget *Manage the annual capital and operating budget of the section within the budgetary constraints of Council *Develop and implement the sections operational plans to ensure improved service delivery and alignment with the unit plans *Facilitates the implementation of the policies and procedures in the section within Council and legislative requirements *Ensure Laboratory meets or exceed all requirements of the Blue, Green and No Drop and the related Water and waste water legislation *Ensure the Lab adheres to ISO 17025 standards and also compliant to ISO 18001, ISO 9001 and ISO 45001 standards
 
OCCUPATIONAL COMPETENCIES:  *Must have knowledge of the Blue Drop, Green Drop and SANS 241 water quality requirements *Must have sound knowledge and application of national and international trends in water quality, effluent testing *Must have knowledge in application of water and effluent analytical methodologies and instrumental techniques within the disciplines of microbiology and chemistry *Must have a substantial experience and understanding of water and wastewater quality analysis in an accredited laboratory *Must have understanding of the analytical laboratory, application of laboratory and environmental quality assurance (QA), good laboratory practice (GLP) and management systems including laboratory safety practices.
 
SALARY: R689 712.00 per annum

PROTOCOL OFFICER
(FIXED TERM CONTRACT LINKED TO THE INCUMBENT)
 
QUALIFICATIONS/REQUIREMENTS: *Grade 12 Certificate. *NQF L6 Public Management or related qualification *Extensive Computer Literacy (MS Word, Excel, and Power Point) and typing skills *A minimum of 1-3 years’ work experience.
 
KEY RESPONSIBILITIES:  *Receive, accompany and see off official delegations and guests *Assist in drawing up programs for official visits *Assist in organizing conferences and meetings *Assist in organizing hospitality and other logistic arrangements for visiting delegations and guests *Assist in planning and organizing receptions, banquets and dinners for Executive Mayor and Council *Organise and process access for visitors/guests in and around NDM buildings and within the country. Perform any other tasks assigned.

(FIXED TERM CONTRACT LINKED TO THE INCUMBENT)
 
QUALIFICATIONS/ REQUIREMENTS: *Grade 12 Certificate *NQF L6 Secretarial or equivalent *Extensive Computer Literacy (MS Word, Excel, and Power Point) and typing skills *A minimum of 0-2 years’ experience.
 
KEY RESPONSIBILITIES: *Render secretarial duties to the Executive Mayor *Reception related duties, filing, typing, safekeeping of records, keeping the mayoral diary and any other office related duties *Arrange catering for Mayoral Functions *Arranging accommodation and travel arrangements and process payment of the orders in advance *Perform other duties assigned by the Executive Mayor or the Municipal Manager *Must be prepared to work extensive overtime including weekends, after hours and holidays.
