ELUNDINI LOCAL MUNICIPALITY
 
NOTICE NO. 4
 
FILLING OF VACANCIES IN THE AUDIT COMMITTEE OF THE ELUNDINI LOCAL MUNICIPALITY 
 
In accordance with the provision of Section 166 of the Local Government: Municipal Finance Management Act (No 56 of 2003), each municipality is required to constitute an Audit Committee that will serve as an independent advisory body which must advise the Municipal Council, the Accounting Officer and the management of the Municipality. Applications and nominations are hereby invited from members of the public to fill vacancies in the Audit Committee of the Elundini Local Municipality. The Elundini Local Municipality requires two (2) members from the public to serve on the Committee. A person who meets the basic requirements listed below may apply directly or be nominated for consideration.
 
 
BASIC REQUIREMENTS 
 Expertise in either one or more of the following 
 Financial Management, Accounting and Auditing 
 Performance Management 
 Risk Management 
 Legal 
 Information Technology governance 
 Proven experience in serving as an Audit Committee Member in a local government institution. 
 Interest in local community affairs and the ability to contribute to transparent administration and good governance. 
 Sound knowledge and understanding of local government issues and national development imperatives. 
 Possesses the following qualities 
 Independence 
 Integrity 
 Objectivity 
 Willingness to dedicate time and vigour to Council responsibilities 
 Excellent communications skills 
 
 
The successful candidate, who must be eminently qualified will join a team of professionals who are expected to render, amongst others, advisory services in the following areas
Internal audit; risk management; Performance Management; internal financial controls; accounting policies; adequacy, reliability & accuracy of financial reporting and information; effective governance; review of annual financial statements, report of the Auditor General; investigation into financial affairs of the municipality 
 
Interested persons may not have any business or contractual dealings with Elundini Local Municipality. This is to ensure that Audit Committee members remain independent from any municipal activities during the period of appointment on the audit committee 
 
TERM OF OFFICE 
1. Three (3) years, renewable for another period of three years at the sole discretion of the Elundini Municipal Council. 
2. No member of the Audit Committee may serve more than two consecutive terms.




REMUNERATION:
The Elundini Local Municipality offers a highly competitive remuneration package to members of the Audit Committee, linked to the rates of the Office of the Auditor General, and dependent on the level of qualifications, skill, expertise and competence of each individual member.
