Key performance areas:
- Develop, integrate, monitor and review EMPD strategies and plans, enabling effective delivery of compliance and governance throughout the organisation
- Ensure a common approach to and mechanism for dealing with governance issues, enabling regular dialogue that promotes problem resolution
- Manage the development, review and maintenance of policies, ensuring alignment with the EMPD regulatory framework
- Ensure the integrity and effective administration of EMPD practices and processes
- Research and report on unique legal issues impacting the department
- Offer proactive advise on possible legal issues and advise the Chief of Staff on Litigation Management
- Develop and implement various targeted social crime prevention programmes, ensuring law enforcement throughout the organisation
- Research, benchmark, analyse and make recommendations on best practices, enabling continuous improvement and departmental accountability
- Attend to scenes where EMPD members require legal advise on an as and when needed basis, on instruction of CoP or delegated
- Provide general legal advisory services and ensure effective financial management, control and corporate governance throughout area of accountability
- Ensure governance and compliance are effectively managed, to promote legal standards and practices and reduce the EMPD's risk to exposure
- Ensure effective management of all aspects of service delivery within the organisation, ensuring compliance with Batho Pele principles
- Provide accurate and timely legal advise to the Chief of Police and Deputies on a variety of legal topic, including but not limited to labour, employment, finance and service contracts
- To ensure all contract comply with all legal requirements and are kept abreast of all changes
- Lead and manage teams by providing context, setting performance standards and educating on process, quality and policy
Qualifications
Core Requirements:
- LLB or relevant Bachelor’s degree in Law, Admission as an attorney or an advocate will be an added advantage
- Metro Police Qualification from an Institution accredited by the Road Traffic Management Corporation & South African Police Services comprising of: Traffic Officer Diploma & Law Enforcement Skills Certificate
- 5 years’ management experience in a Metro Police Department / South African Police Service / Law Enforcement / Criminal Law environment
- A valid driver's license (At least Code B)
- No criminal record or illicit activity recorded
- Registered as Traffic Officer
- Strategic capability and leadership skills
- Sound knowledge of applicable legislation and regulatory frameworks
- Excellent programme and project management skills

Core Responsibilities:
- Provide media support, advice on matters of etiquette and protocol for the Office of the City Manager and liaise with stakeholders on Provincial, National and International Governmental levels
