COLLEGE COUNCIL SECRETARY (SL9)
Salary: R376 596 per annum (excluding benefits) 
• Ref: EEC-CCS-01/2019 
• Three (3) Years Fixed Term Contract
 
Minimum Requirements: An appropriate National Diploma/Degree in Business Management or Administration, Law, Administration or full qualification from institute of chartered secretary and Administrators. 3 years relevant experience in the similar position/Legal, Financial management and Administration. A valid driver's licence.
 
Competencies, Knowledge and Skills: knowledge of policies and governance environment of TVET College's including knowledge of the annual reporting requirement by the higher education institutions. Understanding of corporate governance principles. Understanding of financial management, budgeting and accounting policies including the PFMA. A diplomatic approach and the confidence to liaise with high profile college staff and council members. Leadership skills. Client service focus. Communication and interpersonal skills. Strong report and speech writing. 
 
 
Duties and Responsibilities: Running of the College Council Committee. Making arrangements and managing the process of the statutory meetings and establishing, with the Council Chairperson in collaboration with the Office of the Principal the items to be considered thereof, including organising, preparing agendas for meetings and resolutions. Lead the Council with the yearly evaluation of the College Council and its individual College Council Members. Corporate governance and college related matters. Keeping under close review all legislative, regulatory and corporate governance developments that might affect the Ekurhuleni East TVET College’s operations and ensuring the council is fully briefed on these and that it has regard to them when taking decisions. Ensure where applicable the standards and disclosures required by the Government of South Africa and the Department Of Higher Education And Training and relevant legislation such as CET Act 16 of 2006, the College statutes, governance code and council rules are observed and where required, reflected in the annual report of the college. Statutory records. Ensure that minutes of all stakeholders meeting, college council meeting and the meetings of any committees of the council, or of the college council members audit committee are properly recorded and preserved in accordance with the relevant agreed regulations. Ensuring compliance with all statutory filling, e.g forms filing of resolutions and any other filing required to be made with DHET.
 
 
 
 
 
 
HR OFFICER: HR DEVELOPMENT AND PERFORMANCE MANAGEMENT (SL7)
Salary: R257 508 per annum (excluding benefits) 
• Ref: HRD-01/2019 
• Permanent
 
Minimum Requirements: An appropriate National Diploma/Degree in Human Resource Management/Development or Education, Training and Development (ETD) field or equivalent qualification. 2 years' relevant experience in the HRD/ETD environment. Knowledge of Persal will be an added advantage. A valid driver's licence.
 
Competencies, Knowledge and Skills: Knowledge of practice notes, National and Provincial Policy Framework relevant to HRD. Knowledge of Skills Development Act, SDLA, Public service regulation, Public service Act, Labour relations Act and any other relevant legislation. Good interpersonal skills. Planning and Organising Skills. Good problem solving skills and Analytical skills. Good written and verbal communication skills.
 
Duties and Responsibilities: Development, implementation, monitoring and reporting of workplace skills plan. Implement the approved workplace skills plan in terms of generic and individual training. Administration of staff bursaries. Administration of In-Service training and Workplace Integrated Learning for Lecturers. Facilitation of staff orientation and induction programme. Administration of staff training and development. Provide inputs in the development of the College training plan. Compile and submit reports relating on HRD to internal and external stakeholders. Approval of various HR transactions on Persal. Receive and capture performance agreements as per the management plan. Administration of IQMS and PMDS. Capture performance management scores on Persal and submit TOMS and PMDS spreadsheets to DHET. Participate in HR planning and reporting. Provide administrative duties and adhere to OHET and College policies.
