The Education, Training and Development Practices Sector Education and Training Authority (ETDP SETA) is seeking to appoint a suitably qualified and experienced Chief Operations Officer (COO) to drive performance excellence and ensure full compliance with organisational processes and policies. This position is based at the ETDP SETA Head Office in Johannesburg
 
CHIEF OPERATIONS OFFICER (COO)

Please note: This is a five-year fixed-term contract until 31 March 2030 
Salary: R1,924,128.70 per annum (Total Cost to Company) 
 
Purpose of the Job: The appointee will oversee the delivery of ETDP SETA’s core operational services, including Skills Development Programmes, Special Programmes and ETQA. He/she will also manage the Operations division's activities within the set budget and service level agreements, ensuring compliance with operational policies, procedures, relevant legislation, and skills development regulations. Additionally, the appointee will work closely with the Chief Executive Officer and other senior management to optimize organisational performance and lead the ETDP SETA provincial operations unit. 
 
Minimum Requirements 
  • Postgraduate degree (NQF Level 8) in Education, Training and Development or Business Administration/Management or Public Administration/Management or Strategic Management 
  • A Master’s degree (NQF Level 9) in Business Administration or Business Leadership will be advantageous 
  • A proven track record in Project Management methodology will be advantageous 
  • A minimum of eight (8) years working experience in an ETD or skills development environment, of which five (5) years of experience must have been gained at a senior management level 
  • Proven operational experience in training, education and development environments will be an advantage 
  • Proven leadership, strategy development, and stakeholder relationship management experience 
  • Proven track record in leading and managing significant change in a complex organisation 
  • An ability to work effectively in managing a complex stakeholder environment 
  • Demonstrated knowledge and experience in managing people and performance 
  • Knowledge of budgeting, processing, and its formulation 
  • Good leadership and excellent communication skills (both verbal and written) 
  • Budgeting skills and advanced computer skills (Microsoft 365 package) 
  • Strong analytical and problem-solving skills, with experience leveraging data to inform decision-making 
  • A valid driver’s licence is essential

The successful incumbent will report directly to the Chief Executive Officer and build strong working relationships with the Department of Higher Education and Training, the Department of Basic Education, the Quality Council for Trades and Occupations, various Constituencies, and Skills Development providers. 
 
Key duties and responsibilities 
  • Responsible and accountable for the service delivery of provincial offices, quality assurance, surplus funds projects, and constituency support projects 
  • Develop the ETDP SETA Operations Division business plan and set targets in alignment with the overall ETDP SETA mandate and strategy 
  • Lead and report on the implementation of the Operations Division business plan 
  • Ensure development, improvement and implementation of processes, policies and procedures 
  • Monitor compliance with Skills Development Regulations 
  • Update the CEO on the Operations Division's performance status against the monthly plan 
  • Develop and monitor the operations division budget in accordance with the ETDP SETA budget cycle 
  • Ensure continuous improvement of the ETDP SETA provincial and national roll-out plans 
  • Implement performance management throughout the Operations Division 
  • Lead and manage teams in achieving set divisional objectives and targets by ensuring that the division is a high-performing entity 
  • Provide leadership in conceptualizing and implementing the QCTO directives and plans 
  • Responsible for the overall strategic and operational functioning of Quality Assurance 
  • Effective communication of ETDP SETA initiatives and supporting the development of alliances and partnerships with relevant players/stakeholders 
  • Review and monitor all procurement and contracts entered for the purposes of promoting and coordinating skills development initiatives and strategic sectoral training interventions 
  • Support Chambers in discharging Chamber responsibilities, present yourself or delegate (if needed) at Chamber meetings, and provide organisational reports in committees and governance as and when required 
  • Perform any other additional tasks assigned by the Chief Executive Officer

The successful candidate will be responsible for providing accurate financial data, detailed analysis, and actionable insights to support effective management decision-making and strategic planning. This position is based at the ETDP SETA Head Office in Johannesburg. 

 
MANAGEMENT ACCOUNTANT 
Reference Number: 1930/23 
Salary: R698,169.00 per annum (Total Cost to Company) 
 
Job Purpose: The Management Accountant will be responsible for management accounting tasks to ensure accurate and comprehensive accounting, analysis, and reporting in accordance with contractual and legislative requirements. The successful candidate will also oversee an organisation’s financial resources, ensuring that budgeting processes are appropriately managed and budget plans are effectively implemented. The successful applicant will be based at the ETDP SETA's Head Office in Johannesburg and report to the Senior Management Accountant. 
 
Minimum Requirements 
  • A Bachelor of Commerce (NQF Level 7) in Accounting or Accounting Science or Finance Management or Financial Management 
  • A post-graduate (NQF Level 8) qualification in Accounting/Finance will be advantageous 
  • Professional membership with the SAICA or SAIPA or RGA or CIMA, or any other relevant professional body pertinent to finance is mandatory • At least five (5) years of experience in management accounting roles, preferably in budget monitoring and financial reporting within the public sector 
  • Proven experience in the CaseWare system 
  • Excellent computer skills and proficiency in accounting software such as Great Plains, SAP or similar, combined with advanced MS Excel skills 
  • Knowledge of Generally Recognized Accounting Practice (GRAP) standards and the Public Finance Management Act (PFMA) • Proven experience with monthly management accounts and National Treasury reporting according to templates and in compliance with current South African laws and regulations 
  • Good understanding of applicable legal and statutory requirements 
  • Proven experience in budget preparation and reporting in line with MTEF and ENE guidelines 
  • Strong knowledge of financial data analysis and interpretation, budgeting, monitoring, auditing requirements, and reporting skills, with high attention to detail 
  • Ability to analyze, interpret, and present financial information clearly and straightforwardly 
  • Ability to work independently with limited or no supervision 
  • Ability to work under pressure while maintaining accuracy and attention to detail

Duties and responsibilities 
  • Develop and implement the organization’s budget in collaboration with senior management and other stakeholders 
  • Assist with data collating and guiding the units on budget preparations 
  • Ensure compliance with relevant laws and regulations relating to financial and budgetary issues 
  • Update and circulate the budgeting template to all units and review the budget requests for approval 
  • Upload the approved budget onto Microsoft GP and assist units with budget confirmations, ensuring the correct use of GL accounts 
  • Manage the virement process and mid-year budget review and identify variances between actual and budgeted financial results at the end of each reporting period budget variances in consultation with business units 
  • Monitor and prepare reports on expenditures for budgets, grants, and contracts to maintain a balanced account 
  • Prepare monthly management accounts to ensure completeness, accuracy and validity of all amounts and balances 
  • Prepare GRAP-compliant Annual Financial Statements and National Treasury AFS template Standard Chart of Accounts (SCOA) with supporting schedules 
  • Prepare the National Treasury quarterly report, the Department of Higher Education and Training (DHET) report, and the medium-term expenditure framework/Estimated National Expenditure 
  • Ensure compliance with reporting requirements from the PFMA, Treasury regulations, grants regulations, and other prescripts 
  • Implement plans to ensure that transactions are processed promptly in accordance with the relevant legislative framework 
  • Liaise with internal and external stakeholders, such as the Department of Higher Education and Training, National Treasury, AGSA, SETA banking institutions and others 
  • Assist in maintaining an effective and transparent system of account management, risk management, internal control, income, expenditure, asset and budget management 
  • Identify and propose solutions to inefficiencies, bottlenecks, and other areas for improvement in the SETA environment 
  • Prepare regular financial reports, providing clear insights on the budget status to senior management and stakeholders 
  • Execute any other ad-hoc duties as assigned by the Line Manager

BID ADMINISTRATOR

Job Purpose: To provide secretarial and general administrative support to the bid structures of the EDTP SETA. The successful candidate will be based at the ETDP SETA's Head Office in Johannesburg and will report to the Chief Financial Officer. 
 
Minimum Requirements 
  • Matric with a National Diploma (NQF Level 6) in Supply Chain Management, Procurement Management, Logistics Management, Business Management or Public Management 
  • An Advanced Diploma or Bachelor’s degree in Supply Chain Management, Procurement Management, Logistics Management, Business Management or Public Management at NQF level 7 will be an added advantage 
  • At least three years of administrative experience in a Supply Chain Management environment, providing support services for handling administrative roles, record-keeping, and secretarial duties for the Bid Specification Committee, Bid Evaluation Committee and/or Bid Adjudication Committee 
 
The knowledge, skills, and competencies required 
• Strong knowledge of financial data analysis and interpretation, budgeting and monitoring, auditing requirements, and reporting skills, with a high attention to detail 
• Comprehensive knowledge and understanding of administrative and procurement processes and procedures 
• An exceptional experience in business writing, taking minutes and record keeping 
• Proven ability to provide support to any of the bid committees 
• Proven ability to work under pressure while being safety and quality conscious

• Overall management of procurement plan timelines that align with the procurement tracker 
• Liaise with end users, bidders, Supply Chain Management unit, office of the Chief Executive Officer, experts (where applicable), etc
