​The ETDP SETA is seeking for a quality-oriented, self-motivated professional to take on the role of: 

 
CHIEF FINANCIAL OFFICER (CFO) 
Duration: Fixed-Term Contract position for three months 
Salary: R 1 924 128.70 per annum (Total Cost to Company) 
 
Job Purpose: The incumbent will be responsible for developing and implementing the organisation’s financial strategy, ensuring that strategic objectives are met in a sustainable manner through the development and promotion of sound financial management to safeguard the financial interests of the ETDP SETA and the public. The incumbent will also support the Finance Manager and other senior managers in the execution of their functions in terms of the Public Finance Management Act (PFMA) 1991, and the Treasury Regulations. Additionally, the role includes overseeing the ETDP SETA’s financial and procurement functions to ensure sound financial management in the ETDP SETA. 
 
Qualification, experience and knowledge: 
• A Bachelor of Commerce (Honours) in Accounting or Finance. A Chartered Accountant (CA) (SA) professional qualification may be an added advantage. 
• Must be registered with a reputable professional institute such as the South African Institute of Chartered Accountants, the South African Institute of Professional Accountants, the Institute of Internal Auditors, or the SA Institute of Government Auditors. 
• 10 years of financial management experience and working experience in the public sector would be beneficial. With at least 5 years’ experience in a senior management position. 
• Experience in specialised operation and management of organisational Finances within a highly regulated Public Sector environment. 
• Knowledge of Standards of Generally Recognized Accounting Practice (GRAP), Public Finance Management Act and Treasury regulations, as well as the Preferential Procurement Policy Framework Act, Skills Development Act, Skills Development Levies Act and Grant Regulations is a requirement. 
• Knowledge in providing immediate financial information for planning and decision making and recommending courses of action where tight deadlines apply.
• Understanding and experience in Supply Chain Management Practices and National Treasury Regulations. 
• Experience in serving in governance structures and an understanding of good corporate governance principles are essential. 
• Proven knowledge of monthly management accounts and National Treasury reporting according to the templates in accordance with current SA laws and regulations. 
• People management experience is non-negotiable. 
• Experience and understanding of policy formulation, procedures and guidelines. 
• Experience in budget preparation and reporting in accordance with MTEF and ENE guidelines. 
• Highly numerate and able to analyse statistical information and interpret financial data to produce reports which can be understood by non-financial colleagues. 
• Internal and External Audit experience. 
• Demonstrated knowledge of Generally Recognised Accounting Principles and the Financial Reporting Standards. 
• Knowledge of Risk Management Principles and Practices. 
• Advance computer skills with MS Office Packages with GRAP and other financial systems knowledge. 
• Experience with good financial controls. 
• Knowledge of Corporate and Employee Tax. 
• A valid driver’s licence is essential.

Key duties and responsibilities: 
• Develop Financial and Supply Chain Management Strategies and Plans to support the overall ETDP SETA strategy and business plan and ensure sound internal financial and other monitoring systems and controls are implemented throughout the organisation. 
• Perform responsibilities including budgeting, accounting, analysis, financial reporting, cash management, debt management, supply chain management, and overall financial management, as well as performing other duties delegated by the accounting officer. 
• Effective usage of the budget by ensuring that the financial disciplines in departmental budgeting, expenditure and also ensuring that programmes are executed within the budget. 
• Ensure that Financial and Supply Chain Management policies, procedures and controls are developed and adhered to. 
• Manage budget in accordance with ETDP SETA policies and procedures to ensure no unauthorised, wasteful and irregular expenditure. 
• Preparation of financial statements, financial reports, special analyses, and information reports to ensure efficient and effective financial planning, reporting and management of the ETDP SETA. 
• Ensure accurate financial management by overseeing the approval and processing of revenue streams and projections. This includes monitoring expenditures within departmental and project budgets, reconciling supplier and program contracts, managing departmental budgets, updating salary and payroll information, maintaining the general ledger, and overseeing the acquisition as well as safeguarding of assets. 
• Ensure that the organisation’s assets and financial records are safeguarded and that cash flow, investments and working capital are well managed. 
• Ensure that financial transactions are recorded promptly in accordance with the Generally Recognised Accounting Practice (GRAP) and adhere to standards. 
• Develop and manage the budget and control expenditure and ensure that Annual Financial Statements, Monthly Management Accounts, state of the business report, statistical reports and benchmark comparisons are compiled and analysed. 
• Oversee the accounting aspects of payroll. 
• Develop and manage the ETDP SETA’s system for managing revenue, including levy contributions, provider and supplier payments in line with legislative requirements and relevant accounting standards. 
• Manage the collection and disbursement of levies and grants in line with legislative requirements and accounting practices. 
• Manage the ETDP SETA investments and savings accounts held. 
• Maintain systems of internal control that comply with internal audit requirements. 
• Resolve audit queries and complete risk management reports as appropriate for the ETDP SETA. 
• Assess the nature and extent of possible financial risks to the unit and ETDP SETA in order to protect the ETDP SETA from potential financial losses and legal proceedings. 
• Ensure that SARS requirements are met and returns to statutory and regulatory authorities are timeously submitted. 
• Monitor compliance with all relevant legislation and regulations. 
• Assist the Acting Chief Executive Officer (ACEO) and Executive Management team in the development and implementation of a strategic financial management plan.
• Prepare and submits monthly, quarterly and annual reports for senior management, governance structures, DHET and the Auditor General. 
• Lead and manage the management team within the unit in the achievement of set divisional objectives and targets by ensuring that the division is a high-performing entity. 
• Work closely with all units and especially with the Skills Development implementing units to ensure proper service delivery. 
• Ensure that payments are processed timeously and checked adequately against the service delivered; and 
• Implement performance management throughout the Finance and SCM units.
